Jim White has asked the English FA to open up the loan market to help young players like Billy Gilmour get first-team football.

The former Rangers midfielder is thriving at Chelsea and looked set to play a prominent role at Stamford Bridge this season.

But he has fallen out of the team since the departure of Frank Lampard, with Thomas Tuchel reluctant to give the 19-year-old a chance in the side.

He has featured under the German but most of his minutes have come in cup ties against lower league opposition.

It's led to some frustration over the youngster's development.

He was denied a loan away in January and will now have to see out the remainder of the season and fight for his place in the Chelsea side.

And White has proposed a change to the market that could help youngsters gain first-team experience in situations like Gilmour's.
