Jim White has asked the English FA to open up the loan market to help young players like Billy Gilmour get first-team football.
The former Rangers midfielder is thriving at Chelsea and looked set to play a prominent role at Stamford Bridge this season.
But he has fallen out of the team since the departure of Frank Lampard, with Thomas Tuchel reluctant to give the 19-year-old a chance in the side.
He has featured under the German but most of his minutes have come in cup ties against lower league opposition.
It's led to some frustration over the youngster's development.

He was denied a loan away in January and will now have to see out the remainder of the season and fight for his place in the Chelsea side.
And White has proposed a change to the market that could help youngsters gain first-team experience in situations like Gilmour's.

The talkSPORT host has put forward the idea of opening the market so that players under the age of 21 can move on loan freely outside of the confines of the transfer market.
He said: "Billy Gilmour was doing well under Frank Lampard at Chelsea, but since Tuchel arrived, he's only played 162 minutes for Chelsea, starting in two FA Cup matches.
"He's not in the squad tonight against Porto and he was denied a loan move back in January.
"Now we know Torino and Napoli are interested in taking him on loan. There's interest from Leicester and we know that West Ham are big admirers.
"So the loan market: what about a flexible market for Under-21s that's open for the whole season in England? Makes sense to me."
