A New Chapter for <strong>Quedgeley</strong> <strong>News</strong><br />

This is the last issue, after ten years of <strong>Quedgeley</strong><br />

<strong>News</strong> that Sandra Hughes has edited from the<br />

<strong>Quedgeley</strong> <strong>News</strong> “office” at her home in Church Drive.<br />

Sandra, supported by her husband Trefor, has done<br />

wonders to turn <strong>Quedgeley</strong> <strong>News</strong> into the high quality<br />

and well respected community newsletter that it is.<br />

Sandra has been nominated for two community<br />

awards, more news of which will follow next month.<br />

Over the last few months we have been steadily<br />

recruiting a new team of volunteers to carry <strong>Quedgeley</strong><br />

<strong>News</strong> forward. About a dozen local people have come<br />

forward offering their time and skills which is fantastic.<br />

The editorial team will be led by Dave Talbot, with Jill<br />

Swainson kindly being the link with regular<br />

contributors. A team of proof readers led by Jaime<br />

Faulkner will check for errors and omissions. A whole<br />

range of local people will help with occasional features<br />

and contributions. All this is good news. Dave will be<br />

contactable via editor@quedgeleynews.com<br />

Ryan Buckley, who also manages the <strong>Quedgeley</strong> Health & Fitness Club at Severn Vale School, will be the<br />

initial contact point for advertisers and general enquirers.<br />

for this, the current QN telephone number will close on 1st <strong>March</strong>.<br />

This will be a new way of working for a new team with no main office, but we very much hope that our<br />

Editor Writes: As this is the last time I will be putting together an issue of <strong>Quedgeley</strong> <strong>News</strong> I would<br />

like to thank everyone who has supported me with articles and contributions over the past ten years. I have<br />

received a number of letters, emails and phone calls wishing me well for the future, so thank you to<br />

everyone who has taken the time to do so. I leave you to read just one of the letters as I start to pack up the<br />

“office” and think of that cruise we’ve booked. Good luck to the new team, I hope you have as much<br />

pleasure compiling the magazine each month as I have had in the past ten years. Good bye and thank you<br />

Letter to the Editor. Can I take the opportunity through the <strong>Quedgeley</strong> <strong>News</strong>, to thank Sandra and Trefor<br />

for the work they have done to make our local paper successful over the last ten years for the benefit of<br />

everyone in <strong>Quedgeley</strong>. Not only bringing news and events to our notice but it also became a springboard<br />

for many issues arising in this growing community.<br />

We will never know the hours our editor worked to bring Q.N. to its present status, but if you had reason to visit<br />

you were always welcomed into her ‘Office‘ and by doing so, giving up an element of privacy in their home.<br />

Whilst I am sure the new team will continue the success of <strong>Quedgeley</strong> <strong>News</strong> it will be a hard act to follow<br />

in Sandra‘s footsteps. To Sandra and Trefor, I am sure, I say thank you on behalf of many of us in<br />

<strong>Quedgeley</strong>, it’s time to sit back and enjoy everything you have always wanted to do, but haven‘t been able<br />

Hello again all you <strong>Quedgeley</strong> <strong>News</strong> readers.<br />

Well things are really picking up at the Q Club. More and more of you are utilisng the facilities that we are<br />

offering and becoming an integral part of the Q Club. February brought cold weather and a little snow<br />

however, not to be deterred, the Community of <strong>Quedgeley</strong> battled the cold and wet to experience the<br />

warmth and safety of the Q.<br />

We continue to offer a Level 1 Sports and Active Leisure course for 16 to 18 year olds who want to develop<br />

their skills and knowledge in order to pursue a career in the sports and leisure industry. This course<br />

includes units such as taking part in sport, how the body works and planning your own fitness programme.<br />

The Tiger Cub Soccer Club has become so popular that we are now offering 3 sessions on a Saturday to<br />

accommodate all the little people who wish to take part in these interactive sessions improving ball skills,<br />

coordination and listening skills. Due to popularity these sessions now have to be pre booked to prevent<br />

We have now integrated 8 and 9 year olds into Youth Club on a Thursday. This is called Q Mini Youth Club.<br />

Q Mini Youth Club runs on Thursdays only and the sessions are set as follows: 6.00pm to 7.00pm (8 to<br />

10 yr olds) 7.00pm to 9.00pm (11 upwards). On a Friday the Youth Club times/groups remain 6.00pm to<br />

7.00pm (10 & 11 yr olds) 7.00pm to 9.00pm (12 upwards).<br />

On Wednesday, Thursday and Friday’s our coffee shop area is a hub of activity with many of you trying<br />

our lunch time snacks or just treating yourselves to a lovely cup of coffee and scrummy piece of cake.<br />

Mums, Dads, Grandparents and Minders are all taking advantage of the accessible play/soft play area<br />

utilising the time to catch up with friends, family or colleagues.<br />

talk you through the amazing Mothers Day packages she is offering at the Q Club Butterflies beauty therapy<br />

Our February Soccer Academy was a great success inspiring children, through the medium of sport, to<br />

take part in SAQ training, futsal, improving techniques and skill development. Soccer Camp will be running<br />

again from April 2nd to 5th and April 10th to 13th inclusive. Please book early by phoning Sue on<br />

Start preparing yourself for your Summer holiday early this year by attending our fitness class (only £3.50<br />

per session) for 16 yr + where on a Monday and Tuesday from 6.30pm to 7.30pm you can work on toning<br />

up those less defined areas. For those of you younger customers we have the popular £2.50 Street Dance<br />

sessions on Thursday evenings 6.00pm – 6.45pm (5 to 10 yr olds) 7.00pm – 7.45pm (11 to 16 yr olds)<br />

where you can learn new dance moves in a fun , friendly and supportive environment.<br />

List of Green Bank ‘bidders’ announced<br />

Gloucester is one of three Councils in the south west bidding to be chosen as the location for the first ‘green bank’<br />

in the country. Bristol and Torbay make up the region’s challenge out of a total of 32 towns and cities across the<br />

UK which have submitted bids. The £3bn project is aimed at driving investment in new green technologies and<br />

business. The new bank will assist in unlocking significant new private investment into green infrastructure<br />

projects, supported by a team of professionals who understand the new technologies involved. The Gloucester<br />

bid – produced by the economic development team at the City Council – has received fantastic support. Local<br />

business, public sector partners and the Local Enterprise Agency have all pledged support.<br />

City Council Leader, Paul James, commented: “ The competition is very strong but Gloucester offers all of<br />

the right credentials to host this project. We are a vibrant, action-packed city with a track record of<br />

environmental innovation, an expanding financial sector and strong manufacturing credentials. At a time of<br />

economic recession we can demonstrate that we have managed to attract £500 million worth of inward<br />

investment. I believe we have made a very strong case.”<br />

And he added: “The opportunity for Gloucester to bid to<br />

be the base for the new Green Investment Bank was<br />

originally ‘flagged up’ by City MP, Richard Graham, who<br />

is supporting the council’s application.”<br />

Chair of Gloucestershire’s Local Enterprise Partnership<br />

Diane Savory said: “The prospect of a Green Investment<br />

Bank is really exciting and we feel Gloucester brings the<br />

right mix of specialist expertise, location and value for<br />

money to host it. In our view it would be the best place<br />

for the bank to prosper and we are really pleased to be<br />

supporting the council’s proposal.” A decision from the<br />

Government is expected later this month.<br />

The club recently handed over £300 to the Sense<br />

charity for Deaf & Blind Children. This money was<br />

raised at an angling match on the Gloucester canal<br />

which the club ran in aid of these children.<br />

The club meet every 2nd Thursday of the month at the<br />

<strong>Quedgeley</strong> Social Club School Lane, 7.30pm. Cost is just<br />

Severn Vale School – Tracking Progress of Our Students<br />

We are justifiably very proud of the achievements made by our students but are finding it increasingly<br />

Samaritan’s Purse - Operation Christmas Child<br />

Many, many thanks again this year to everyone who contributed to the 2011 Shoebox<br />

Appeal. The Evesham Warehouse was brimming with colourfully wrapped boxes<br />

destined to bring joy to children living in poverty and who, without the generosity of<br />

strangers, would not be receiving a Christmas gift at all. Almost 35,000 Shoeboxes<br />

were processed with lorry loads being sent to Kyrgyzstan, Liberia, Bosnia, Serbia,<br />

Belarus and the Crimea, Ukraine. Please make <strong>2012</strong> the year that you add another<br />

child to your Christmas list and join the OCC Shoebox Appeal. A simple gift can really make a significant<br />

difference to a child living in very difficult situations and circumstances.<br />

I’m already collecting again so please contact me if you have suitable items that you are able to donate to<br />

this brilliant cause. Give me a ring and I’ll come and take your “stuff” away free of charge!! Toys, games,<br />

jigsaws, puzzles, dolls, doll’s clothes, colouring books (even part used), stationery, pens, pencils, cars,<br />

skipping ropes, jewellery, hair accessories, balls, bags, marbles, McDonald toys, etc, freebies from comics<br />

and cereal packets; as well as blankets - all these can be given a new home with children and families living<br />

in poverty.<br />

I also collect knitting wool that several local ladies turn into hats, scarves and gloves/mittens; towels that<br />

are transformed into wash mitts and curtains that are converted into drawstring bags.<br />

**If you would like to knit or sew these items please let me know.** I am also looking for sewing<br />

needles, pins, safety pins, buttons, thread, thimbles and tape measures to make into sewing kits; and<br />

empty plastic video cases to convert into pencil cases. Sorry I cannot take second hand clothes,<br />

fragile items, battery operated toys or electrical goods.<br />

Mothering Sunday (Mother’s Day)<br />

The correct name for Mothers Day in the UK is Mothering Sunday. Mothering Sunday is always<br />

the fourth Sunday of Lent however as the dates vary as to when Easter and Lent fall the<br />

actual Sunday chosen to celebrate it may vary. This year it falls on Sunday 18th <strong>March</strong><br />

It is more often referred to as “Mother’s Day” and it origin is distinctly different to Mothers Day<br />

in America although the sentiments are similar. In Victorian times, it was a day when<br />

children, mainly daughters, who had gone to work as domestic servants were given a day<br />

off to visit their mother and family. Today it is a day when children give presents, flowers, and cards to their mothers.<br />

History of Mothering Sunday Most Sundays in the year churchgoers would worship at their nearest<br />

parish or “daughter church”. In olden times it was considered important for people to return to their home or<br />

“mother” church at least once a year. So each year in the middle of Lent, everyone would visit their “mother”<br />

church. As the return to the “mother” church became an occasion for family reunions when children who<br />

were working away from home returned. (It was<br />

quite common in those days for children to leave home<br />

to work in service from ten years of age.)<br />

The majority of historians think that it was this return<br />

to the “Mother” church which led to the tradition of<br />

children, particularly those working as domestic<br />

servants, or as apprentices, being given the day off<br />

to visit their mother and family.<br />

This special day has now become a time when people<br />

give thanks to their mothers and offers an opportunity<br />

to express both love and thanks for the work that<br />

they do with traditional gifts of chocolates or flowers<br />

and more importantly a card to express your feelings.<br />

Telling the Family Story by Christine Bentley<br />

Genealogy, better known as family history, is one of the fastest growing hobbies , it’s also very addictive!<br />

Some people haven’t got the slightest interest in anyone further back than their grandparents while others<br />

are keen to know who they are descended from, what they did and how they lived. Rather than finding<br />

that they are related to a Lord or a member of the Royal family, it seems people are pleased, (if that is the<br />

word), to find that they have ancestors who were thieves, murderers or were transported to Australia.<br />

How much more interesting to find that your four times great grandfather stole a sheep and was given two<br />

years in prison than to know you’re descended from a Lord!<br />

Years ago, the only sources for family historians were record offices, libraries or parish churches but now<br />

there is so much information that can be accessed on a computer. While there is nothing wrong with looking<br />

at the actual records it can be a long and arduous job and anything that makes searching easier has to be<br />

welcomed. Many websites have images of the records so you can see for yourself what was written<br />

perhaps two hundred or more years ago. Access to the census shows addresses and occupations and<br />

gives an idea of the area in which your relatives lived and worked.<br />

There are thousands of free to view websites that contain lots of information, meaning that family history<br />

research can be done at no cost and websites like FreeBMD or Familysearch can be the best places to start to<br />

find relatives. There is a huge wealth of information on websites like Ancestry or Find My Past but that is only<br />

available for a fee. Credits can be bought in smaller amounts but they have time limits that have to be adhered to.<br />

documents. All that is needed is their library number to access the Virtual Reference Library on<br />

www.gloucestershire.gov.uk/libraries. Even if no relatives are found in the newspapers, it is<br />

surprising to see that all the things we complain about today were being complained about 150 years ago,<br />

the Government, crime, litter and bad roads, to name just a few.<br />

The one part of family history research that can get expensive is the buying of certificates, whether birth,<br />

marriage or death. Civil registration began in 1837 and while a lot of information can be found on family<br />

history websites, a certificate can be useful as it gives information that otherwise wouldn’t be available. It<br />

is always best to apply to the General Register Office or the local Register Offices. The GRO certificates<br />

cost £9.25 each but, if you want them very quickly, the cost rises to an eye-watering £23.40. Some<br />

genealogy websites often encourage the ordering of certificates via their website but this can be far more<br />

expensive. One of the pitfalls of buying certificates is that you send away for one only to find that it’s for<br />

someone with the same name but you know it can’t possibly be your relative, meaning that you have spent<br />

£9.25 for nothing. It always pays to be as sure as you can before ordering a certificate.<br />

One of the things to be prepared for when researching beloved family members is that your research can<br />

throw up some facts that perhaps it was best not to know. Illegitimacy - when there is no father’s name on<br />

a birth certificate or the birth of a child two months after what was obviously a shotgun wedding can raise<br />

eyebrows if nothing else. Care has to be taken when passing on information to other family members<br />

because what could be looked on as “not that bad” in these modern times could be a cause of great<br />

embarrassment or distress to older people.<br />

With my family consisting of farmers, bankrupt grocers<br />

and with reports in the newspapers of failed court<br />

cases and contact with women of easy virtue, I have<br />

plenty of relatives to make my family research<br />

interesting to say the least.<br />

Environmental health staff are celebrating ‘quietly’ after winning an award for helping to make Gloucester<br />

a more peaceful place in which to live. The environmental protection team came second in the country in the<br />

John Connell Awards organised by the Noise Abatement Society. The team had streamlined its method of<br />

working alongside Gloucestershire Constabulary for dealing with neighbourhood noise complaints. It<br />

means faster response times and less paperwork for residents and where appropriate prosecution and<br />

confiscation of equipment from the people causing the disturbance.<br />

Councillor Colin Organ, cabinet member for housing, health and leisure, commented: “This is a terrific result<br />

not just for the team but local people. Our staff have examined the way they work and devised changes that<br />

work to the benefit of local residents and the communities in which they live. When you have anti-social<br />

behaviour taking place the last thing you want is a long drawn out process to deal with it. We are<br />

January was a very busy month; on the 14th our Branch Standard and two delegates<br />

attended the County Conference at Walls Social Club in Barnwood. Our 90th year was<br />

discussed and it has turn out to be the Royal British Legion’s best year ever.<br />

The schools in Gloucester played a vital part in raising £75,000 of the County’s £900,000 for<br />

the Poppy Appeal, and we still have 6 months to go!! Our Branch also won a trophy for the<br />

most efficient Branch with a Club; this is the second time we have won this Cup in 3 years.<br />

On Friday 27th January we held our third Burn’s<br />

Night, 69 people sat down to a two course dinner<br />

and all the usual poetry and readings that go with<br />

the event. This year we had two pipers, a father<br />

and son who stood in at very short notice so we<br />

were very grateful to them. An excellent evening<br />

was had by all and it was great to see young and<br />

old enjoying themselves. We are looking forward<br />

to our Quiz Night on 25th February at the time of<br />

writing but our forthcoming event this month is<br />

our Branch Bash Disco and BBQ on the 3rd<br />

<strong>March</strong> for only £5. Tickets are available from the<br />

Branch.<br />

Email to the Editor - <strong>2012</strong> budget: Is EU spending out of control? In November the<br />

European Parliament voted for yet another increase in the EU budget. The British Conservatives voted for<br />

a zero increase across the board and asked for reductions in certain areas. However, many Member States<br />

seem to see the European budget as a substitute for where they have to make savings at home. The<br />

Commissioner’s spokesman has accepted that certain increases are an intentional move to compensate for<br />

national cuts. This is fantasy politics. There isn’t enough money, we need to save, and this should apply to<br />

the European budget as much as to our own.<br />

A question many in the South West are asking is, at a time when we are all having to tighten our belts, why<br />

should there be yet another increase in EU spending? The biggest increase comes in areas where the EU<br />

have bills to pay for projects that have already been agreed. It is true that there are some commitments that<br />

we cannot get out of, but there are also a lot of discretionary spends. The Court of auditors, for example,<br />

has said that 11% of all structural funds spending should never have been paid out in the first place. These<br />

are small percentages but represent huge amounts of money.<br />

In November, Conservative MEPs successfully campaigned to lower the proposed budget increase from 5.2%<br />

to 2.02%. Our consistent argument in favour of a freeze in the budget has succeeded in preventing a £5.7<br />

billion hike in spending that would have been unacceptable in such tough economic times. To trim spending is<br />

the only responsible way, and with our persistence, other groups and MEPs are beginning to realise this, too.<br />

Rest assured that the Conservatives in Europe will continue working to make sure that we do not have<br />

unrealistic budget increases in Europe that we cannot sustain in the UK. Regards, Julie Girling MEP<br />

<strong>Quedgeley</strong> Walks<br />

We have been asked to reprint some of the walks in <strong>Quedgeley</strong> but on trying out one or<br />

two of them we have found that this is impractical as many of the land marks are no longer<br />

there, so we will start again.<br />

Surprisingly few people make use of the tow path along the canal. We quite often use this<br />

to walk into Gloucester for shopping. This is about 3miles depending where you join the<br />

path and takes about 1 hour, a little longer if you stop at the supermarket for a toilet break<br />

and at Upstairs Downstairs behind the Arts and Craft Warehouse in Severn Road for<br />

refreshments, then on into Gloucester catching the bus back home.<br />

Information regarding walks to see the wild flowers in the area: It is too late now for the snowdrops as they<br />

have been earlier this year. Daffodils can be seen in the woods near Newent. (On the B4215 between the<br />

A40 and the M5) Kempley daffodil weekend is 19th and 20th <strong>March</strong>, Oxenhall on the 26tth and 27th <strong>March</strong>.<br />

Both of these are connected with the local Village Hall and have light lunches and refreshments’ on both<br />

days. There are marked and guided walks and from<br />

Kempley a mini bus does trips around the Daffodils’.<br />

Dymock is on the 2n and 3rd of April and the<br />

Gloucestershire Daffodils trail starts opposite the Pub.<br />

Bluebells can be seen in May, areas suggested are<br />

Standish Woods (next months walk in <strong>Quedgeley</strong><br />

<strong>News</strong>), Soudley in the Forest of Dean and Chalford<br />

Woods near Stroud. What we would ask is that you<br />

clear up after if you take your dog and leave no litter<br />

Kingsway Primary School<br />

The foundation stage children have continued with their dinosaur theme.<br />

They have looked at ‘carnivores’ and ‘herbivores’ and have designed their<br />

very own plate of food for a dinosaur! The children are very excited about<br />

the construction of their new outdoor shelter; so that they can extend their<br />

learning outside in any weather!<br />

Is it a bird...is it a plane? No it’s the Year 1 children at Kingsway Primary school learning about superheroes!<br />

They have enjoyed a visit from the Explorer Dome to find out all about forces. The local Police Officers Sam<br />

and Emma came and talked about their jobs and showed them their gadgets. They think they are real life<br />

superheroes. Do you know a real life superhero, maybe a nurse, firefighter, paramedic, refuse collector<br />

or post-person who would like to come and talk to us about their job? If you do (or you are one) then please<br />

In Hobby class, one of the Year 3 classes, they have had some fun tennis coaching sessions from Jason as<br />

part of their ACES Tennis scheme with Oxstalls Tennis Centre. The children have all really enjoyed learning<br />

tennis with Jason and are looking forward to a Tennis Tournament later in the Spring term against other<br />

schools. Their theme, A Midsummer Night’s Dream has been extremely fun so far. They have received<br />

exciting messages and challenges from Puck, a fairy from A Midsummer Night’s Dream, with their most recent<br />

challenge to design and build a house for Puck which needed to be strong and waterproof; the children have<br />

enjoyed combining their scienctific skills with their DT skills to construct these houses for Puck.<br />

Year 4 have enjoyed receiving tasks from the<br />

Professor’s workshop.They have explored what a<br />

robot is and found out where in the world they are<br />

used. They really enjoyed testing out materials to use<br />

in an electrical circuit. They have composed robot<br />

compositions ready to record and use as a backing<br />

track for their logo programs they have designed.<br />

Year 5 and 6 have continued their ‘I’m a Kingsway Pupil<br />

get me out of here!’ theme. Their learning has been<br />

focussed around survival skills, mountains and building<br />

suitable shelters. Peregrine class are studying Alaska,<br />

Eagle class will focus on learning about UK woodlands<br />

and Kestrel class will be studying mountain ranges.<br />

Dealing with loan sharks<br />

The best advice for dealing with loan sharks is ‘don’t’. They’re unlicensed moneylenders who charge very<br />

high interest rates and sometimes use threats and violence to frighten people who can’t pay back their loan.<br />

Loan sharks will often: · start out being friendly their behaviour changes when<br />

repayments are missed<br />

· offer little or no paperwork<br />

· increase the debt or add additional amounts<br />

· refuse to give the borrower vital information, such as the interest rate or how much they<br />

still owe<br />

· take items as security for example, passports, bank cards or driving licences<br />

· resort to intimidation, threats or violence<br />

What to do if you have borrowed from a loan shark<br />

Loan sharks sometimes frighten people by saying they’ll be prosecuted and even sent to prison<br />

if they don’t pay up. This can’t happen – an unlicensed lender has no legal right to recover the<br />

debt. If you have borrowed money from a loan shark, there’s no legal obligation for you to pay them back.<br />

You can report a loan shark in confidence to an Illegal Money Lending Team (at Trading Standards)<br />

<strong>Quedgeley</strong> <strong>News</strong> is at the heart of the community, spreading the word about local news, services and<br />

businesses and campaigning on issues that residents feel most strongly about. You couldn’t ask for<br />

more from your local magazine, but this editor has gone the extra mile many times over. Few people<br />

work for ten years without paying themselves - that is a real labour of love. But more than that too:<br />

because Sandra, with Trefor’s help, has raised hundreds of thousands of pounds for charity through<br />

the advertising revenue from the now 7,300 plus circulation of <strong>Quedgeley</strong> <strong>News</strong>.<br />

It’s an astonishing achievement that has made the <strong>Quedgeley</strong> Community Trust the best funded<br />

community charity in the city, and enabled many good things to happen which otherwise wouldn’t -<br />

including the joint venture youth centre. While many wards in the city have depended purely on<br />

government or local government grants to fund community activity, <strong>Quedgeley</strong>’s Community Trust<br />

depends simply on people reading your magazine and businesses wanting to reach them. We all owe<br />

Sandra a lot and this is my chance, in her last edition, to say so publicly.<br />

And because the <strong>Quedgeley</strong> <strong>News</strong> goes on, I wish the new team all good luck. Don’t be afraid to do it<br />

your way, reach out to new readers in Kingsway and help take the QCT to the next phase of its<br />

important contribution to Life in <strong>Quedgeley</strong>.<br />

We are still short of volunteers to distributor on Kingsway and are keen to hear from anyone who can help. If you<br />

The TS Bulldog Navy Training Corps, named after HMS Bulldog, held its annual presentation night recently at<br />

Kingsway Community Centre. The Lord Lieutenant of Gloucestershire, Dame Janet Trotter, who presented<br />

the awards made the following main awards in addition to promotions and good conduct awards. Cadet of<br />

the year - Acting Able Cadet Lottie Davies, age 13, Junior Cadet of the Year - Dolphin Cadet Tashi Davies, age<br />

11, Barbara Perkins Memorial Award for Endeavour - Dolphin Cadet Rhys Lewis, age 11, The Glevum Target<br />

and Sports Club Shield was presented to Cadet Luke Stone, age 12. All the cadets are pupils at Severnvale<br />

School.Afterwards she said: “I enjoyed the presentation ceremonies and meeting parents and cadets. The<br />

Know Your Rights<br />

Gloucestershire County Council’s Trading Standards Service is supporting the Office<br />

of Fair Trading Know Your Rights Campaign. Figures released by the Office of Fair<br />

Trading (OFT) reveals that used cars continue to top the number of complaints to them.<br />

Nationally, over 56,000 people have complained to the OFT last year. The campaign,<br />

including a short online film, warns people about problems they may encounter when<br />

buying a used car. You can find the film online at http://www.oft.gov.uk/OFTwork/<br />

consumer-protection/campaign11-12/kycr/buying-a-used-car/ It informs people<br />

about their basic rights when buying a used car, and what to do if they encounter problems after purchase.<br />

Gloucestershire County Council’s Trading Standards Service are supporting this campaign locally by visiting<br />

used car traders in the county to ensure that they understand and are complying with consumer law<br />

requirements. Eddie Coventry, Head of Trading Standards, said: “Trading Standards are pleased to support<br />

the OFT’s campaign to highlight the rights of the consumer, particularly when buying used cars. We would<br />

urge local consumers to carry out their research before buying a used car and take the time to have a look<br />

at the online film the OFT have produced. Simple checks people can do themselves include checking<br />

ownership documents, MOT records and service records carefully to satisfy themselves of the history,<br />

mileage and ownership of the car before they agree to buy. As many mechanical defects are impossible to<br />

see Trading Standards advises that people consider arranging for an independent inspection before<br />

purchasing a used car. If the seller is offering a warranty check what it covers - many exclude wear and<br />

tear and most problems with used cars are due to wear and tear.<br />

Councillor Will Windsor-Clive, cabinet member for communities, said: “With over 800 complaints in the past<br />

year from consumers about used cars, this is an area of concern for the public and Trading Standards. I am<br />

pleased that our Trading Standards team is supporting this campaign run by the OFT. It is important that local<br />

people know their rights when buying a used car and know what checks they can do themselves.”<br />

Kingsway Police <strong>News</strong><br />

Kingsway Neighbourhood Co-ordination group have recently just closed their current priority<br />

on Anti Social Behaviour within the park area of Lyneham Drive. This was as a result of a<br />

dramatic decline in the reported incidents of ASB in the park and the opinion of local residents<br />

in the area was, that there had been a huge improvement in the behaviour of young people<br />

occupying the park in the hours of darkness and no alcohol had been seen to be consumed in the park area.<br />

An increase in patrols has allowed Police to establish the names and addresses of the young people using anti<br />

social behaviour in the park, the parents of those responsible have been informed and this has had a dramatic<br />

effect on their behaviour and consequently their behaviour has improved and reported incidents have reduced.<br />

Community Beat Officers Sam Jones and Emma MacDonald have launched a joint project with Kingsway<br />

Primary School called Police Pumas. Police Pumas is an initiative that has been supported by the local housing<br />

providers, the Army and Safer Gloucester Partnership. Police Pumas is for 9 to 11 year olds and is held on a<br />

weekly basis at Kingsway Primary School, the idea is to promote responsibility, good values and a sense of<br />

pride in their local community amongst the members. Pumas is very well attended and they have already taken<br />

part in a litter pick on the estate as well as operating speed cameras in a road safety workshop.<br />

We will be looking to carry out more community consultation and Police have recently set up a new PIP at<br />

Coco Coffee Lounge every Thursday from 10-12 and we would welcome anyone who has any concerns<br />

about the local community to come and see us.<br />

There has recently been a “Have Your Say Day” in the Kingsway area where a random number of streets<br />

were visited by Police to discuss any concerns of local residents. The results have been discussed with the<br />

Kingsway Neighbourhood Co-ordination Group and the new priorities for the area will be decided shortly.<br />

New procedures to help people with dementia<br />

How do you plan for the future if you are no longer able to make a decision? Gloucestershire County<br />

Council is promoting ways people can make plans for the future if they lose the ability to make decisions<br />

around their finances, health and social needs (known as mental capacity). Gloucestershire has recently<br />

developed a multi-agency Mental Capacity Act (MCA) Policy & Procedure, so that everyone working in<br />

health and social care can work on the same forms and processes.<br />

Many people, particularly those with conditions such as dementia, people with learning disabilities and<br />

people with brain injuries will at times be unable to make certain decisions. The MCA provides a simple way<br />

of assessing a person’s capacity.<br />

f a person is unable to make a decision for themselves, others will need to act in their ‘best interests’. The<br />

MCA provides a list of points to consider when making best interest decisions, including a new requirement<br />

for health professionals and others to consult family and close friends of a person who lacks capacity<br />

before making any decisions.<br />

While a person can still make decisions, they can plan ahead to write an advance decision where they can<br />

specify what sort of treatment they would not want to receive. Some people may also want to make clear<br />

their wishes for the sort of treatment they would like to receive. Or they can make a Lasting Power of<br />

Attorney (LPA) where their attorney can make welfare and/ or financial decisions on their behalf should<br />

they ever lose capacity to make certain decisions.<br />

Cllr Andrew Gravells, Cabinet member for health and wellbeing, said: “This isn’t something we really want<br />

to think about when we’re younger, but as we get older, some people will lose the capacity to make some<br />

important decisions that they’ll need to make about their lives. Planning ahead, and working with family and<br />

close friends, can be a really useful thing to do when thinking about the future.”<br />

David Pugh, MCA implementation manager for Gloucestershire, said: “I would encourage all adults in<br />

Gloucestershire to consider making an LPA.”<br />

Themes this term have included Wombling Around, Terrific Tudors, Traditional Tales and Fly Me to the Moon.<br />

As many of you might have seen the BBC had a series called Stargazing which explored our solar system.<br />

This programme caused great interest in Years Five and Six who have been learning about this very<br />

subject. So our pupils came up with questions to ask Professor Brian Cox for his live webcast. They voted<br />

for which question to send in. The most popular question from Year 5 was ‘If the sun is a star, why do we<br />

see it in the daytime?’ The professor answered this during his webcast and the answer can be seen on the<br />

BBC website. These sorts of opportunities bring our childrens learning to life!<br />

Economic stimulus worth over £100 million<br />

Gloucestershire County Council recently announced an investment package to bring better infrastructure,<br />

skills and jobs to the county. Worth more than an estimated £100 million, the package includes investments<br />

in high speed broadband, better road links, skills for young people and deposits for first time buyers.<br />

At a meeting of budget Cabinet (1 Feb), councillors agreed a proposal to pump millions of pounds worth of<br />

investment over the next two years, into kick-starting Gloucestershire’s economy. The young, the unemployed,<br />

low skilled and rurally isolated were at the heart of the proposals. The proposal was due to be put to a<br />

meeting of Full Council on 22 February <strong>2012</strong> for approval.<br />

Gloucestershire County Council Leader, Mark Hawthorne said: “I am delighted to announce this economic<br />

stimulus package, which shows that this council is committed to helping grow Gloucestershire in a time of<br />

austerity. Whilst we are working hard to reduce costs, we also have to invest in Gloucestershire’s future. Our<br />

priority is to invest in schemes that will keep young people – and talent – in Gloucestershire. As the county’s<br />

biggest employer, the onus is on us to help deliver growth, create jobs and get the housing market moving.”<br />

Both the Local Enterprise Partnership (G1st) and District Councils are supporting business and homeowners<br />

with their own stimulus packages. However, Gloucestershire County Council has identified further areas<br />

in which investment is needed.<br />

The proposal contains priority commitments in three main areas:<br />

· Connecting the county through improved infrastructure, from roads to broadband<br />

· Giving young people the right skills to get jobs<br />

· Helping first time buyers get on the housing ladder so keeping talent in Gloucestershire.<br />

Highlights include: £7.5million to bring superfast broadband to rural areas; delivering the £10 million Cinderford<br />

Spine Road; £1million for deposits for first time buyers; Skills Summit event to bring business and education<br />

leaders together: £1million GCC resources into an opportunities fund; around 25 GCC apprenticeships.<br />

This investment contributes to an overall package of projects worth £100 million.<br />

‘What is this? A new teaching – and with authority?’ Mark 1:27<br />

The name Jesus Christ tells us a great deal about who Jesus is and what his mission was. ‘Jesus’ means<br />

‘God saves’ and ‘the Christ’ means ‘God’s only chosen King’.<br />

The Jewish nation, at the time of Jesus, knew God would send them his ‘only chosen King’! The prophet<br />

Isaiah had written about it 700 years before (Mark 1: 2-3)! All Israel, suppressed by the might of Rome, was<br />

looking for the promised Saviour-King. You would have thought that would help them recognise Jesus. But,<br />

in the main, they failed to recognise their Saviour-King because he didn’t conform to what they thought he<br />

would look like! How often have we heard about someone – developed an idea of what that person is like<br />

– only to be really surprised when we finally meet them in the flesh? We fail to recognise Jesus because<br />

we have a misleading image in our own mind.<br />

So Mark wants us see the real Jesus. He starts by pointing us to Jesus’s teaching. In Mark 1:21-22 Jesus<br />

is teaching in a synagogue. The people are all amazed and say: ‘What is this? A new teaching – and<br />

with authority?’ Clearly, Jesus’s teaching was fresh and powerful unlike all others of his day. This points<br />

us to the real Jesus. He is not just another teacher. He is The Teacher – who has come from God – God’s<br />

Son. Who would not expect the Son of God to teach with unique power and authority?<br />

‘Why don’t you practise what you preach?’- is a complaint commonly brought against religious teachers. One of the<br />

remarkable things that Jesus taught was this:<br />

‘Love your enemies and pray for those who persecute you’ (Matthew 5:4)<br />

Later, as he was being killed, Jesus prayed for his executioners:<br />

‘Father, forgive them, for they do not know what they are doing’ (Luke 23:34)<br />

Jesus was The Teacher who perfectly practised what he preached. That should begin to point us to who he really is!<br />

Fee waived for Jubilee party road closures<br />

Gloucestershire County Council will once again waive the cost of applying for a road closure for people<br />

who want to celebrate the Queen’s Jubilee. Across the UK, people will be holding street parties between<br />

2nd and 5th June to celebrate Queen Elizabeth II’s 60 years on the throne. This means that roads may need<br />

to be closed to traffic for safety reasons.<br />

In Gloucestershire, it normally costs £75 to apply to the county council for a road closure so an event can<br />

take place on the public highway. But to ensure that people are not put off from hosting their own<br />

celebrations within their communities, the council has decided to waive this fee once again this year. The<br />

council originally took this stance in April 2011 when Prince William married Kate Middleton. It resulted in<br />

around 90 road closures being granted for parties to take place all across the county. Along with the Jubilee<br />

celebrations, the council is also going to waive the fee for Olympic celebrations if people decide to hold<br />

street parties to mark the games.<br />

Cllr Will Windsor Clive, cabinet member with responsibility for highways, said: “We were overwhelmed and<br />

delighted by the reaction from Gloucestershire’s residents to the Royal Wedding celebrations and we were<br />

keen to play our part in helping people celebrate the Queen’s Jubilee in style too. Occasions like this and the<br />

Olympics are great for building community spirit so we’ve made this gesture to ensure everyone in<br />

Gloucestershire can get out and celebrate with their friends and neighbours if they want to.”<br />

Gloucestershire County Council still needs the normal 12 weeks notice if a road closure is requested in<br />

order to sort out diversions for traffic. Applications need to be in by 30th April at latest for both Jubilee and<br />

Olympic celebrations. Event organisers will be responsible for safe signing as usual and they also need to<br />

consider if their event will require public liability insurance.<br />

While the council will endeavour to approve all applications, if a request comes in for a main road such as<br />

the A38 or A46, this may not be possible. Lawrence Elcocks, the council’s Network and Traffic Manager,<br />

said: “We understand that people may want to hold street parties, and on the whole any applications we<br />

receive will be approved. But it is important that people are sensible about the locations they choose. In<br />

areas where the only road is a busy road, then to avoid disappointment if we cannot allow the closure to<br />

go ahead I’d ask people to look at whether they can hold a party in a community hall or nearby community<br />

area instead.<br />

Cabinet gave green light for library consultation<br />

Gloucestershire residents are able to have their say on the draft library proposals. Gloucestershire County<br />

Council’s Cabinet agreed to start a fresh consultation into the draft library strategy on 30th January.<br />

The six-week consultation will last until 11 th <strong>March</strong> and Cabinet will then look at the feedback before making<br />

a decision at the end of <strong>March</strong>.<br />

The new draft library strategy was published in January and details a library service that includes a virtual<br />

library and an outreach programme for specific groups.<br />

It also involves a network of libraries including:<br />

1.Main libraries – nine libraries open six days a week<br />

2. Local libraries – 12 libraries open five days a week – with options for flexibility to suit local needs of which<br />

<strong>Quedgeley</strong> is one and where the opening hours have reverted to the original ones with no loss of service.<br />

3. Partnership Libraries – 10 libraries run by the county in partnership with communities. Offer between12<br />

and 21 hours of county library service. Building on the principle of sharing buildings with other groups to<br />

create a one stop shop for public services with the library remaining in county control.<br />

4. Community Offer Libraries – seven libraries available to the community under an enhanced Big Community<br />

Offer<br />

As part of the consultation, the council will be asking people what they think we should do with mobile<br />

libraries and what level of support is needed through a new enhanced Big Community Offer scheme.<br />

People will also be asked for their feedback on mobile libraries, which are currently underused and<br />

expensive to run - the average cost per borrower is £76.70 per year.<br />

However, they provide a service in areas where the council doesn’t have existing library cover so it is<br />

exploring options and demand for joint public sector mobile services as part of the consultation.<br />

No mobile when driving<br />

The Gloucestershire Road Safety Partnership started the New Year with a reminder about the<br />

dangers of using a mobile phone when driving. The campaign, called ‘Death Calling’ emphasises the<br />

effects of driving when on your mobile. In 2011, Gloucestershire Police issued 1,196 tickets for<br />

using a mobile phone whilst driving.<br />

The advice from Gloucestershire Road Safety Partnership (GRSP) is:<br />

• Switch off your phone before you start your engine – no phone call can ever be worth<br />

putting your life or someone else at risk.<br />

• Using a mobile phone when driving means you are four times more likely to crash.Your<br />

reaction times are affected, and even if you are hands-free, you are still distracted by the<br />

conversation.<br />

• Never make or answer a phone call when driving, or attempt to send a text message.<br />

• Callers have a role to play too, if you know someone is driving, do not attempt to<br />

call and distract them.<br />

• However tempting, wait until you are parked safely before you read text messages or make calls<br />

on mobile phones<br />

• The advice is simple – if you have a mobile phone, switch off before you drive off.<br />

Garry Handley, Driver Training Manager for the GRSP, said: “When you are focusing on several tasks at once,<br />

such as answering your mobile phone and driving, you can miss the most obvious things in front of you. This is<br />

why you are four times more likely to crash when talking on your mobile phone. Using hands-free equipment is<br />

also likely to distract your attention from driving, so the best advice from the Road Safety Partnership is not to use<br />

any telephone while you are driving or riding – turn it off before you turn the engine on.”<br />

Councillor Will Windsor-Clive, cabinet member for communities, said: “If you have your mobile phone<br />

switched on whilst driving, even if you are a careful driver, you will still be distracted by a call or text<br />

message.The best advice is to switch your mobile phone off before you drive somewhere.”<br />

Inspector Jason Keates, Road Policing and Traffic Management, said: “For almost ten years it has been<br />

illegal to use a hand held phone while driving, and breaking this law can lead to a £60 fine and three penalty<br />

points. Drivers can even be taken to court if we feel it is necessary, and if this happens fines will almost<br />

certainly be higher and disqualification is possible. The maximum fine in a court is £1,000 or £2,500 if the<br />

driver is driving a bus or a goods vehicle. Please remember that the fine for using a mobile phone when<br />

driving can be much higher that you think and prison becomes almost certain if a death is caused, so you<br />

tell me what call could possibly be worth the risk?”<br />

Along with inappropriate speed, not wearing a seatbelt and drink driving, using your mobile phone whilst<br />

driving makes up the ‘fatal four’ reasons why people die on British roads.<br />

Gloucestershire County Council announced an investment package worth over £100m, designed to help<br />

get Gloucestershire’s economy moving. The package includes both Government and County Council<br />

funding, and will see major boosts to the County’s infrastructure, measures to help young people get jobs<br />

and help for first time buyers to get a foot on the property ladder. It also includes £7.5m plans to roll out<br />

superfast broadband across Gloucestershire – helping to attract and maintain businesses in the county.<br />

Will the new MOT rules cost you?<br />

Drivers already struggling with soaring fuel and insurance prices could face the added sting of unexpected<br />

repair bills because of new MOT rules which came into force in January this year. As of January 1, <strong>2012</strong>,<br />

the Department of Transport has added a series of changes to the MOT criteria to reflect the complexity of<br />

modern cars’ electronics. From faulty tyre pressure monitoring systems to steering lock checks, the MOT<br />

‘pass’ criteria is now stricter than it was.<br />

The main changes to the MOT include: Dashboard: The new MOT test will check the warning lights are<br />

working properly for the main beam headlights, power steering, brake fluid, tyre-pressure monitor, air bag,<br />

seat belt pre-tensioner, electronic parking brake and electronic stability control, where present. The<br />

speedometer must be complete and fully operational. If the dial glass is broken or the speedometer cannot<br />

be illuminated, the car will fail the test. Lighting: If any of the lights have been modified - with coloured<br />

lenses for example - to result in their colour or intensity being altered, your vehicle will also fail. For vehicles<br />

with High Intensity Discharge (HID) lamps, a failure will be issued if the HID system doesn’t include headlamp<br />

cleaning and levelling systems, or if they don’t work properly. Power: A battery which is insecure or<br />

leaking electrolyte will result in failure. Also, any visible wiring which is insecure, bared by worn insulation,<br />

not properly supported or capable of causing a short will trigger a failure. A vehicle will fail if it had a catalytic<br />

converter which has since been removed, or if it has damaged or chafed fuel pipes. Steering: Dysfunctional<br />

or absent steering locks, where fitted as standard, will now cause the vehicle to fail - as will missing or<br />

damaged dust covers and suspension ball joints. Other extras: The driver’s seat fore and aft adjustments,<br />

which move the seat forwards and backwards, must be able to be secured in two or three different<br />

positions. If the vehicle has electric seats, the motors must be able to move the seat fore and aft. Doors must<br />

be easily opened and closed from the inside and outside. Tow bars must be free from inappropriate repairs<br />

or modifications and the airbag must be present and working if it was fitted as standard.<br />

When do I need to make the changes?: The new rules came into play from January 1 but there is an<br />

initial grace period of three months. During this time the rules will be treated only as ‘advisories’, meaning<br />

motorists will have until their first MOT after April 1, <strong>2012</strong> to have any of the new listed problems addressed.<br />

From that date onward however, breaking one of the rules will result in an immediate MOT fail.<br />

“Help the Heroes” Show<br />

What is growing into a large event will take place at Severn Vale School in <strong>Quedgeley</strong> on<br />

Saturday 28th April starting at 7 pm.<br />

In two parts the show has a play based on a scrapbook found by the lady who put it<br />

together in her childhood when she is moving to sheltered accommodation. It acts out<br />

scenes from WW2 from Chamberlains speech to VE Day. Most of the cast are young<br />

people who have been rehearsing since last November. The play is professionally written and choreographed.<br />

Part 2 will be in the form of an Act of Remembrance featuring the Susan Tomlins Schools of Dance; the Band<br />

of the Gloucestershire Constabulary and the Pipes and Drums of St.Andrew’s amongst others. Veterans<br />

have been invited especially those who served in the Falklands War as this year we commemorate 30<br />

years since the war and also the Queen’s Diamond Jubilee.<br />
