As Chair of <strong>Sport</strong> <strong>Across</strong> <strong>Staffordshire</strong> and Stoke-on-Trent, I am delighted to<br />
be able to write the foreword on behalf of the Partnership in what has been<br />
another year of successful delivery.<br />
<strong>2008</strong>/09 saw the culmination of delivery against our original 3-year Business<br />
Plan and I am pleased to be able to report that we have built on our previous<br />
success and achieved all the targets set out.<br />
<strong>2008</strong>/09 has also been a year of transition as we embarked on the preparation<br />
of our new delivery plan to meet the future needs of our national, regional<br />
and local partners.<br />
We are proud of the strong partnerships that have been developed across <strong>Staffordshire</strong><br />
and Stoke-on-Trent for the development of PE, sport and physical<br />
activity and we are delighted that County <strong>Sport</strong>s Partnerships have been recognised<br />
as a key deliverer of two important national strategies: <strong>Sport</strong> England’s<br />
Strategy for <strong>Sport</strong> and the Department of Health’s Physical Activity Strategy.<br />
<strong>SASSOT</strong> is looking forward to working with Partners as we strive to achieve a<br />
lasting legacy from London 2012.<br />
<strong>2008</strong>/09 saw <strong>SASSOT</strong> recognised again for setting high standards and best<br />
practice with the achievement of the Child Protection in <strong>Sport</strong> Unit’s National<br />
Standard for Safeguarding Young People in <strong>Sport</strong> Advanced Level. Congratulations<br />
to Ben Hollands, our Safeguarding lead, our two Board Member Safeguarding<br />
Champions and Partners on the achievement.<br />
Thanks must go to our core partners: all local authorities across the<br />
area, <strong>Staffordshire</strong> University and <strong>Sport</strong> England for their funding of the<br />
Partnership and to all Partners for their commitment to ensuring that<br />
increasing participation in PE, <strong>Sport</strong> and Physical Activity remain a key<br />
priority for <strong>Staffordshire</strong> and Stoke-on-Trent. A strong partnership approach<br />
to delivery means that we can utilise and share the specialist knowledge<br />
which each partner brings to their sphere of work.<br />
I am proud to be Chair of an excellent and committed Board and we are<br />
fortunate to have wide representation by experts from key Partners involved<br />
in the delivery of sport, physical education and physical activity.<br />
The Board’s role is to provide strategic leadership, direction and oversee<br />
delivery of the Partnership’s work.<br />
My thanks go to Board colleagues for their hard work and for providing the<br />
necessary drive for us to achieve another successful year.<br />
Of course, the Partnership could not have achieved what it has to-date without<br />
a dedicated and knowledgeable team of staff. The team have worked<br />
extremely hard to support Partners and deliver on the targets set out in our<br />
Delivery Plan and on behalf of the Board and all Partners, I would like to record<br />
my thanks to the team for their work over the past 12 months. The same<br />
applies to all of those volunteers and supporters of sport and physical<br />
activities that benefit the partnership directly or indirectly, and I am pleased<br />
to express the views of all our members who also provide such support<br />
in many different ways.<br />

<strong>Sport</strong> England in the West Midlands (SEWM) has continued to have excellent<br />
working relationships with <strong>SASSOT</strong> during <strong>2008</strong>-<strong>2009</strong>. We congratulate the<br />
<strong>SASSOT</strong> Director, core team, executive board and all partners on their continued<br />
progress, which has seen maturing partnership work on a number of<br />
fronts together with notable successes and achievements.<br />
<strong>Sport</strong> England is pleased to have part-funded the production of a sub-regional<br />
facilities framework for <strong>Staffordshire</strong>. SEWM regional staff have worked<br />
closely with <strong>SASSOT</strong> providing check and challenge consultation throughout<br />
its development - <strong>SASSOT</strong> has responded positively to our suggestions for<br />
improvement and ensured the evidence provided within the framework was<br />
sufficiently robust. In addition, our partnership has worked effectively in the<br />
Building Schools for the Future programme where SEWM staff have been<br />
able to add value to the process at appropriate times.<br />
Congratulations go to staff and partners throughout <strong>SASSOT</strong> on the significant<br />
achievement of the Advanced Standard for Safeguarding and Protecting<br />
Children in <strong>Sport</strong>. SEWM also recognise the achievement of a number of<br />
nationally reported targets. Within the Step into <strong>Sport</strong> programme, <strong>SASSOT</strong><br />
once again exceeded the national average for facilitating young volunteers<br />
into local placements.<br />
In terms of National Lottery funding for sport, <strong>SASSOT</strong> and partners have<br />
worked hard to develop a number of quality applications, which have led to 8<br />
Community Investment Fund awards being made during the year totalling<br />
almost £900,000, towards total project costs of over £3 million. These included<br />
an award of £500,000 to the Stoke PCT ‘Be Healthy & Active’ project.<br />
<strong>Sport</strong> England has now undergone a major restructure to enable us to effectively<br />
deliver the core elements around grow, sustain and excel within our<br />
<strong>2008</strong>-11 Strategy and to achieve the overall target of one million people doing<br />
more sport by 2012. <strong>SASSOT</strong> and the 48 other county sports partnerships are<br />
key partners in the delivery of this strategy, and from <strong>2009</strong>-10 will be contracted<br />
by <strong>Sport</strong> England to support the sub-regional and local delivery of the<br />
new plans of 46 national governing bodies of sport. With <strong>SASSOT</strong>’s track<br />
record in delivery, exemplary governance arrangements, and well-developed<br />
partnerships and networks, we look forward to working with <strong>SASSOT</strong> to<br />
achieve continuing success.<br />

<strong>2008</strong>/09 has been a busy and rewarding year as the Partnership continues<br />
to deliver on behalf of our partners and achieve some notable successes<br />
across a wide range of work areas. Some of the headline achievements<br />
which evidence the success include:<br />

90 formal school-club links forged with 163 schools and 1,164 young<br />
people joining clubs via the <strong>SASSOT</strong> funded school-club links project<br />

These are just some of the key achievements over<br />
the last year; there are many more highlighted in<br />
this report, which is testament to the commitment<br />
to partnership working that has been established<br />
across the sub-region.<br />
As we approach London 2012 and with the launch<br />
of major national strategies, <strong>Sport</strong> England’s<br />
Strategy for <strong>Sport</strong>, the Department of Health’s<br />
Physical Activity Strategy and the Five Hour Offer<br />
for Young People, these are exciting times for<br />
sport, physical education and physical activity. The<br />
<strong>SASSOT</strong> team are looking forward to working with<br />
all our partners in order that we can grow and<br />
sustain participation and support those with the<br />
potential to excel.<br />
I am privileged to be part of a great team. I would<br />
like to thank the <strong>SASSOT</strong> board, staff and all Partners<br />

This section outlines the <strong>2008</strong>/<strong>2009</strong> Delivery Plan achievements and work areas by the<br />

It has been a transitional 12 months in community sport following the<br />
change of emphasis in <strong>Sport</strong> England’s latest strategy. CSPs have been<br />
identified as playing a key role in supporting NGBs to deliver the key outcomes<br />
of this strategy by providing a nationally agreed range of services<br />
that all NGBs can tap into. At the same time NGBs have had to produce new<br />
whole sport plans that articulate how they are going to deliver against <strong>Sport</strong><br />
England’s three key themes of Grow, Sustain and Excel. At a local level this<br />
means that most NGBs have been working through to the end of existing<br />
plans whilst working with <strong>Sport</strong> England to identify what resources will be<br />
in place to support delivery in the <strong>Staffordshire</strong> and Stoke sub-region from<br />
April 09. From a CSP perspective <strong>SASSOT</strong> has been working to ensure that<br />
it is fit for purpose and in a position to deliver all the required core services<br />
for NGBs under its new agreement with <strong>Sport</strong> England.<br />
Achievements<br />
Putting in place a range of support services for NGBs that meet the requirements<br />
of <strong>SASSOT</strong>’s new award agreement with <strong>Sport</strong> England<br />
Working with athletics to obtain new funding from England Athletics to<br />
support an Athletics Network in the South <strong>Staffordshire</strong> area<br />
Providing a range of communications services to ensure effective engagement<br />
between NGBs and other key partners including quarterly NGB Forum<br />
meetings, NGB Newsletter and SSP/NGB networking days<br />
Maintaining existing NGB/CSP partnership agreements<br />
Commissioning new NGB led activity through the <strong>Sport</strong> Unlimited programme<br />
Plans for the next 12 months<br />
Work with <strong>Sport</strong> England and the NGB network to identify priority sports<br />
for the sub-region<br />
Support NGBs to deliver their Whole <strong>Sport</strong> Plans within the <strong>Staffordshire</strong><br />

<strong>SASSOT</strong> recognise that sports clubs are at the heart of the future development<br />
of sport in the country and they play a crucial role within their<br />
communities. They offer sustainable opportunities for a wide range of<br />
people and abilities to participate in sport and physical activity and they are<br />
fundamental to the 1% increase in participation year on year and contribute<br />
to improving healthier, safer and more vibrant communities. One of the key<br />
elements in supporting participation in sport is building a quality club<br />
infrastructure across the sub-region whilst improving and developing the<br />
capacity for sports clubs to attract new members. <strong>SASSOT</strong> will help assist<br />
National Governing Bodies of <strong>Sport</strong> in the development of active, accessible<br />
and accredited clubs through national and sub-regional programmes.<br />

Developed, launched and implemented a 2-year Club Support Plan after<br />

Development of a <strong>SASSOT</strong> website-based Clubmark / NGB Accredited<br />
clubs database linked to Microsoft Virtual Earth mapping software<br />
<strong>SASSOT</strong> Clubmark operating procedures and protocols signed off by <strong>Sport</strong><br />
England and currently working with pilot clubs to test our methods of support,<br />
assessment and accreditation before we can gain the license to award<br />
Clubmark ourselves<br />
Developed and launched our own club accreditation award - <strong>SASSOT</strong> QualityMark,<br />
which is intended for those sports clubs who cannot achieve Clubmark.<br />
S + H Kickboxing club based in North <strong>Staffordshire</strong> have become the<br />
first club in the county to be awarded<br />
Club Development workshop and Clubmark recognition event incorporated<br />
into the <strong>Staffordshire</strong> and Stoke-on-Trent 2012 conference<br />
Drawn down funding from NHS North <strong>Staffordshire</strong> to develop a sports<br />
club ‘Capacity’ project in <strong>Staffordshire</strong> Moorlands and Newcastle-under-<br />
Lyme with the aim to increase the number of accredited clubs and to increase<br />
the capacity of sports clubs to attract more children and young<br />
people in regular participation<br />

Increasing the number of Clubmark/NGB accredited/<strong>SASSOT</strong> QualityMark<br />
sports clubs<br />
Replicating the sports club ‘Capacity’ project throughout the sub-region<br />
Develop a benefits package for accredited clubs. <strong>SASSOT</strong> are keen to encourage<br />
all local authorities, SSPs, schools and other agencies to demonstrate<br />
their support by clearly reviewing, enhancing and stating the range<br />
of the benefits made available to accredited clubs and adopting a Clubmark<br />
Charter as policy in each local authority area<br />
Promote the availability of potential sources of funding and help to secure<br />
funding for sports clubs by providing advice and assistance in preparing<br />
funding applications<br />
Development of a <strong>Sport</strong>s Volunteering Strategy (identifying strategies for recruitment,<br />
retention, recognition and rewarding sports volunteers)<br />

PE and <strong>Sport</strong> Strategy for<br />
Young People (PESSYP)<br />

In 2002, DCSF and DCMS launched the National PE, School <strong>Sport</strong> and Club Links<br />
(PESSCL) strategy and began to transform the landscape of PE and sport in<br />
schools. Through it, they have created a national structure, which has enabled<br />
more children and young people to take part in a wider range of sports for more<br />
time. Building on this success, the new PE and <strong>Sport</strong> Strategy for Young People<br />
(PESSYP) was developed which wants to ensure that sport becomes a natural<br />
part of every young person’s life, not only during their school years, but also into<br />
their college and working lives. The new ambition is to:<br />
Create a new ‘5 hour offer’ for all 5-16 year olds. Continue to increase the<br />
number of 5-16 year olds taking part in at least two hours high quality PE<br />
and sport at school each week; and create new opportunities for them to<br />
participate in a further three hours each week of sporting activity, through<br />
school, voluntary and community providers; and<br />
Create new opportunities for all 16-19 years olds to participate in three hours<br />
each week of sporting activities through their colleges or in local clubs.<br />
The new PE and <strong>Sport</strong> Strategy for Young People forms part of a Public Service<br />
Agreement: ‘To deliver a successful Olympic Games and Paralympic<br />
Games with a sustainable legacy and get more children and young people<br />
taking part in high quality PE and sport’.<br />
Achievements<br />
Training workshops coordinated for 70 School <strong>Sport</strong> Coordinator’s including<br />
PE and <strong>Sport</strong> at the Heart of the School and Increasing Participation in<br />
High Quality Competition.<br />
Over 65 SSCo’s attended a Networking Event held at the Britannia Stadium,<br />
Stoke City FC which focussed on supporting the wider strategy of embedding<br />
and understanding the roles and responsibilities within the 5-hour offer.<br />
Distributed funding for School <strong>Sport</strong> Partnerships to deliver 15 NGB Bolt-on<br />
courses and grants for Step into <strong>Sport</strong> students to attend NGB Level One’s.<br />
Brokered high quality Step into <strong>Sport</strong> placement opportunities for young<br />
people in community sports clubs within the sub-region and the development<br />
of a club placement database.<br />
From the 07/08 cohort of young volunteers involved in the Step into <strong>Sport</strong> programme,<br />
100 students have volunteered within a community sports placement<br />
with a total of 19 different NGB’s engaged and offering placements.<br />
14 young volunteers achieved their Gold award (200 hours volunteering)<br />
Plans for the next 12 months<br />
Enhanced promotion of the Step into <strong>Sport</strong> scheme to sports clubs and<br />
organisations and their role in offering quality placements to young leaders<br />
and the benefits it can bring to the club and young people.<br />
Support the development and provision of Leadership Academies in each SSP<br />
Collate and produce a sub regional sports events/short term projects calendar<br />
for students in Leadership Academies<br />
Develop an incentives grant project for Leadership Academies which will<br />
reward SiS volunteers who have completed a certain number of school or<br />
community based volunteering hours with a grant to assist them to access<br />
NGB Bolt on’s or Level 1’s.<br />

YEAR 7 & 8 GIRLS 5-A-SIDE<br />
FOOTBALL COMPETITION<br />
Girls from 6 high schools in the North of<br />
Stoke-on-Trent participated in regular training<br />
sessions and tournaments over 10 weeks<br />
and aimed at increasing participation<br />
amongst semi-sporty young people. The sessions<br />
were set up by volunteers Sarah Minshall<br />
and Kate Beer and run by coaches from<br />
<strong>Sport</strong> and Leisure Services at Stoke-on-Trent<br />
City Council. The sessions aimed at increasing<br />
confidence, skill and ability of the young<br />
people involved and proved successful with 10<br />
5-a-side teams formed from 6 schools.<br />
The girls’ football project will continue in the 6<br />
high schools with a hope to repeat its success<br />
with girls from years 9 and 10.<br />
Stoke-on-Trent City Council’s <strong>Sport</strong> and Leisure<br />
Department in association with the FA<br />
and <strong>Staffordshire</strong> Fire and Rescue Service developed<br />
a Girls Football Coaching Development<br />
Centre. The centre provided the girls<br />
from the years 7 and 8 project the opportunity<br />
to continue playing football and was also open<br />
to any girls in the city between the ages of 12-<br />
16. The centre was aimed at semi-sporty girls<br />
who wanted to play for fun and was run by<br />
qualified female coaches. The centre helped<br />
to develop skill and ability and also offered<br />
pathways for girls to join local football teams.<br />
01 Thistly Hough Cup Competition Winners<br />
An exciting new programme aimed at getting more young people involved in<br />
community sport has been introduced to the county. ‘<strong>Sport</strong> Unlimited’, a £36<br />
million national programme funded by <strong>Sport</strong> England, will get more children<br />
taking part in sports that interest them most outside of school. <strong>Sport</strong> Unlimited<br />
targets the 50% of young people who are described as ‘semi-sporty’. The<br />
programme is an integral part of the DCSF PE and <strong>Sport</strong> Strategy that is focused<br />
on getting every child in England to participate in five hours of PE and<br />
sport every week. Year one saw <strong>SASSOT</strong> receiving £195,000, a figure that has<br />
been increased to £248,000 for year two of the programme. The award is the<br />
culmination of a lot of hard work by the CSP, Local Authorities and School<br />
<strong>Sport</strong>s Partnerships in developing a delivery plan that offers an exciting range<br />
of new sports activities to 5-19 year olds across the sub-region.<br />
Achievements<br />
The successful appointment of a <strong>Sport</strong> Unlimited Administrative Officer based<br />
within the <strong>SASSOT</strong> team at Stafford<br />
Good communications network has been set up between us as a CSP and the<br />
9 lead areas within our region which are; Cannock, East Staffs, Lichfield, Newcastle,<br />
South Staffs, Stafford, Staffs Moorlands, Stoke-on-Trent and Tamworth.<br />
Also good contacts have been made with other organisations such as <strong>Sport</strong>ing<br />
Champions and other CSPs across the UK<br />
Retained 809 participants across the county in total for Autumn Year 1 and 66% of<br />
leads met their 60% Retain target<br />
All monitoring and evaluation work has been successfully collated throughout the<br />
county and put forward to <strong>SASSOT</strong> who from this have compiled all reports that is<br />
required of the <strong>Sport</strong> Unlimited programme and submitted within the set deadlines.<br />

good lessons learnt which will be carried forward to Year 2<br />
Set up of <strong>Sport</strong> Unlimited web page on the <strong>SASSOT</strong> website including a discussion<br />

sharing of good practices and success stories<br />
As a result of running many successful activities such as cheerleading, girls football<br />
and boxing, new clubs have now been set up and a very well attended<br />

Building on the successes and lessons learned from Year 1 of the <strong>Sport</strong> Unlimited<br />
programme, the new plan focuses on providing a range of alternative sporting<br />
activities such as climbing, BMX, cheerleading and many other sports that<br />
will hopefully attract young people from a range of ability and interest levels<br />
Expand the <strong>Sport</strong> Unlimited website including a ‘programme toolkit’ which<br />
will contain documents, templates and forms that project leads can download<br />
as and when they require<br />
Look at streamlining the administration process of the programme and<br />
providing customer satisfaction surveys<br />

Tackling sport inequalities has remained high on the agenda for <strong>SASSOT</strong>.<br />
Efforts have been focused on achieving increased participation and widened<br />
access amongst the following target groups: women and girls, black ethnic<br />
minority communities, disabled people and those on lower incomes.<br />
The work of ‘<strong>SASSOT</strong> Equality and Diversity Group’ has helped to steer the<br />
work of the partnership in particular through the implementation of the<br />
‘ACCESS <strong>Across</strong> <strong>Staffordshire</strong> Funding Scheme’. As the partnership looks back<br />
on the past 12 months there have been positive steps forward towards addressing<br />
inequalities.<br />
As the Government continues to raise the profile of this important work area,<br />
<strong>2009</strong>-2010 provides exciting opportunities to improve the quality of sport and<br />
physical activity experiences by under-represented groups.<br />

<strong>SASSOT</strong> ACCESS <strong>Across</strong> <strong>Staffordshire</strong> Funding Scheme has awarded over<br />
£14,000 to various across projects across the county that provide sport and<br />

We are continuing our support of the Community <strong>Sport</strong> and Physical Activity<br />
Networks (CSPANs). The CSPANs are integral to the strategic planning and<br />
delivery of sport and physical activity in accordance with the local needs.<br />
In the past our work in this area has been guided by <strong>Sport</strong> England strategies,<br />
however the recognition of how the 2012 Olympics can provide a positive and<br />
lasting impact on the health and well-being of the nation. This has broadened<br />
our objectives and the work that the CSPANs undertake will hopefully help to<br />
achieve the Legacy Action Plan target of getting 2 million more people active<br />
by 2012.<br />
Achievements<br />
Support of the ‘Health Fit’ Community Investment Fund (CIF) project in<br />
partnership with South Staffs PCT (SSPCT) which targets those in the population<br />
who have lifestyle risks and are most at risk from leading a sedentary<br />
lifestyle<br />
Two Physical Activity Development Officers (PADOs) are now in post and<br />
look after the East and West divisions of SSPTC – they are developing a<br />
‘catalogue’ of activities that are available across the SSPCT area and are<br />
suitable for Health Fit participants<br />
In the East there are currently four Physical Activity Delivery officers and<br />
the South Staffs Health Watch programme have recruited two Physical Activity<br />
Delivery Officers who at present are trained to deliver health walks,<br />
and gentle exercise to music and will be setting up targeted sessions within<br />
community settings<br />
Continued support of Walk and Talk Plus – this is a CIF funded project<br />
which is intergenerational and provides walks led by trained leaders covering<br />
the areas of Lichfield, Cannock and Rugeley, Tamworth and Fazeley<br />
CSPAN Leads Networking event – this was held at the end of March and<br />
provided the opportunity for CSPAN Leads to share the good practice that<br />
is happening across the county and Stoke-on-Trent. Presentations were<br />
given by <strong>Sport</strong> England West Midlands’ Relationship Manager (Communities),<br />
Sandra Roden and the Regional Co-ordinator for the Physical Activity<br />

Key developments in this area have been:<br />
Delivering the second annual CSP Coaches Conference in October <strong>2008</strong><br />
with over 140 coaches attending and taking part in 11 different development<br />
workshops<br />

The implementation of the <strong>SASSOT</strong> coach bursary scheme which has so far<br />
granted £14.5k towards 191 level 1, 2 and 3 qualifications costing a total of £38.5k<br />
The successful roll out of year one of the apprenticeship scheme in which 16<br />
young people are receiving sports related training and qualifications along with<br />
valuable work experience whilst attached to a number of local employers. This<br />
project is led by the Stoke on Trent s City Learning and Development Team<br />
Expansion and improvements to the coach database which has now been<br />
made available to all <strong>Staffordshire</strong> and Stoke on Trent Local authorities,<br />
NGBs and SSPs<br />
Further engagement with Business Link West Midlands and Skills Active<br />
via a Train to Gain employer engagement event in February <strong>2009</strong>. This saw<br />
representatives from Local authorities, NGBs, SSPs and the private sector<br />
being signposted to mainstream funding opportunities<br />
The completion of the West Midlands Middle Management training programme<br />
which saw 12 staff from across <strong>Staffordshire</strong> obtain an ILM level 5<br />
qualification and many more undertake 360 and facet 5 studies<br />

The introduction of a North <strong>Staffordshire</strong> Coach Support Network which<br />
along with Stoke on Trent City council, Newcastle SSP, <strong>Staffordshire</strong> University,<br />
Newcastle College, Keele University and <strong>Sport</strong>s Coach UK provides<br />
a joined up approach to coach recruitment and training in the area.<br />

The focus for <strong>2009</strong>/10 is building on the success of the projects developed as<br />

<strong>SASSOT</strong> has been awarded the Advanced of the National Standards for<br />
Safeguarding in <strong>Sport</strong>. As a condition of the <strong>Sport</strong> England core funding every<br />
CSP has to obtain the three levels of National Standards for Safeguarding<br />
Children in <strong>Sport</strong>, Preliminary, Intermediate and Advanced. <strong>SASSOT</strong> successfully<br />
obtained the Preliminary Level in 2004 and the Intermediate Level in<br />
2007. Following the submission of a portfolio of evidence in December <strong>2008</strong>,<br />
to the Child Protection in <strong>Sport</strong> Unit, <strong>SASSOT</strong> became the first CSP in the West<br />
Midlands to be awarded the Advanced Level of the Standards in March <strong>2009</strong>.<br />

Yet again it has been a successful year for our education and training<br />
programme with over 750 coaches, volunteers and sports professionals<br />
accessing a range of courses and workshops. <strong>SASSOT</strong> continues to work<br />
closely with <strong>Sport</strong>s Coach UK, NGB and Local Authority partners to deliver<br />
both sports specific and generic courses and workshops.<br />
The multi skills coach development programme has again run successfully.<br />
Working in partnership with <strong>Staffordshire</strong> University, 16 students have<br />
received training and are now deployed with the School <strong>Sport</strong>s Partnerships<br />
in Stoke-on-Trent, <strong>Staffordshire</strong> Moorlands and Newcastle helping to<br />
deliver a multi skills programme.<br />
Plans for the next 12 months<br />
Using the additional CIF funding from the <strong>SASSOT</strong> workforce plan we will be<br />
continuing to deliver our education and training programme. The new<br />

Achievements<br />
The Special Schools <strong>Sport</strong>s Festival continues to go from strength to<br />
strength and was in its seventh year in <strong>2008</strong><br />
On Wednesday 2nd July, over 220 pupils from 12 of the County’s Special<br />
Schools enjoyed a day to remember at the festival, which is held annually<br />
at Shobnall Leisure Complex, Burton upon Trent<br />
The date for the event coincided with the Youth <strong>Sport</strong> Trust’s National<br />
School <strong>Sport</strong> week. The aim of this week is to celebrate all that has been<br />
achieved in PE and School <strong>Sport</strong> and encourage all schools to raise the<br />
profile of PE and School <strong>Sport</strong> at a local level<br />
The festival brought together young athletes from across <strong>Staffordshire</strong> and<br />
Stoke-on-Trent participating in 6 different sports making it one of the biggest<br />
disability sporting events in the county<br />
Securing £1,500 sponsorship from <strong>Staffordshire</strong> telecommunications<br />
company Qualitel<br />
35 event volunteers were recruited from Burton College and Stafford<br />
Grammar School to support the festival on the day<br />
The festival provided a day to celebrate sport and to develop pathways for<br />
pupils to continue to participate in sport outside the school environment<br />

Over 550 young athletes from across the county competed in <strong>Sport</strong> <strong>Across</strong><br />
<strong>Staffordshire</strong> and Stoke-on-Trent’s Youth Games at Stoke-on-Trent’s Fenton<br />
Manor <strong>Sport</strong>s Complex and Newcastle-under-Lyme’s Roe Lane Playing<br />
Fields on the 5th July <strong>2008</strong>.<br />
Achievements<br />
550 athletes aged 5–16 took part in girls football, tag rugby, girls cricket,<br />
mini tennis and triathlon events.<br />
Taster sessions and demonstrations was provided for competitors in basketball,<br />
canoeing, badminton and table tennis<br />
The event was supported by 20 young ambassodors from the 10 School<br />
<strong>Sport</strong> Partnerships throughout the County<br />

Following significant changes to both local and national funding arrangements,<br />
the long term future of the Youth Games is being reviewed by the <strong>Staffordshire</strong><br />

The past year has been a hive of activity within the county and <strong>SASSOT</strong> has been<br />
there every step of the way reporting and celebrating the achievements and<br />
commitment to sports delivery within the county. The <strong>SASSOT</strong> Marketing and<br />
Communications Plan has provided the focus for the partnership over the past<br />
12 months. <strong>SASSOT</strong> has embraced the use of various communication systems,<br />
promotional material, events, advertisement, sponsorship, and media relations.<br />
After the successful award of a Marketing ‘Community Investment Fund’ bid, the<br />
partnership outsourced a series of marketing workshops delivered by ‘Good-<br />
Form’ Consultancy which benefited national governing bodies of sport and local<br />
sports development officers.<br />

Research<br />
Following an in depth review of sport, health and equality literature <strong>SASSOT</strong><br />
commissioned <strong>Staffordshire</strong> University to conduct research into black, minority<br />
and ethnic sports participation. The research investigated the reasons why<br />
these communities are poorly represented in sport environments and volunteering<br />
roles. Case studies within <strong>Staffordshire</strong> were identified as well as key<br />
community hubs. Interviews were held with community members and a series<br />
of recommendations to improve BME sport engagement have been identified:<br />
Improved utilisation of local facilities within communities<br />
Enhanced communication and engagement<br />
Encouragement of family based activities<br />
Integration of activities within existing groups and networks<br />
Increased numbers of ethnic instructors<br />
Active People Survey 2<br />
Due to the success of the 2005/6 Active People Survey, the survey was<br />
repeated in 2007/08. Although our overall participation rate (3 x 30 mins<br />
moderate intensity activity) decreased slightly it was not seen to be statistically<br />
significant due to the decreased sample size. We were delighted to see<br />
that three of the <strong>Staffordshire</strong> Local Authorities, East <strong>Staffordshire</strong> (23%),<br />
Newcastle-under-Lyme (23.5%) and South <strong>Staffordshire</strong> (22.3%) saw an<br />
increase in participation. On very positive <strong>SASSOT</strong> witnessed an increase in<br />
volunteering, club membership, tuition and competition, please see the table<br />

<strong>SASSOT</strong> conducted a Partnership Satisfaction Survey in March <strong>2009</strong> the result<br />
of which will be made available during July <strong>2009</strong>. The survey provided<br />
partners the opportunity to comment on the quality of services they receive<br />
allowing us continuously improve and add value to the services we offer.<br />

management data relating to this LAA indicator and the <strong>Staffordshire</strong><br />
Children and Young People’s Plan.

We are the Champions….yes <strong>2008</strong>/09 saw <strong>SASSOT</strong> as the top performing<br />
CSP nationally with regards to the number of <strong>Sport</strong>ing Champion visits<br />
across the Partnership.<br />
A total of 37 <strong>Sport</strong>ing Champions visited events, festivals, leadership and volunteering<br />
academies and opened new facilities during the course of the year,<br />
bringing world-class athletes face-to-face with young people to inspire and<br />
motivate them to participate in sport. provide motivational talks, question<br />
and answer sessions, workshops, demonstrations and coaching sessions.<br />
The young people and parents were thrilled to meet the athletes, see their<br />
skills in action and actually touch an Olympic medal commenting: “To see a<br />
top athlete who as won a medal made the young people listen and try that bit<br />
more. Young people need good role models and in sport you couldn’t ask for<br />
better CHAMPIONS. !!!! Excellent.”<br />
MINI EVENT RUNS RINGS ROUND<br />
THE OLYMPICS (17 JULY <strong>2008</strong>)<br />
The Beijing Olympics may not have been underway<br />
but a slice of the Olympiad came to<br />
Burntwood. Chase Terrace Technology College<br />
hosted a mini Olympics for the local primary<br />
schools, ahead of the actual games<br />
which started on August 4.<br />
Moving forward over the next two years, <strong>Sport</strong> England’s <strong>Sport</strong>ing Champions<br />
scheme will focus on the 5-hour offer and support <strong>Sport</strong> Unlimited programmes.<br />
By working in partnership with our strong sub-regional network<br />
of school sport partnerships, national governing bodies and local authority<br />
sports development officers we hope to continue to benefit from even more<br />
<strong>Sport</strong>ing Champion visits.<br />

The college was awash with red, white and<br />
blue as pupils were divided into two camps:<br />
Great Britain and USA.<br />
The day started with the traditional opening<br />
ceremony with a performance by dancers and<br />
singers. Then, just like the real Olympic<br />
Games, the children went on procession - with<br />
the ‘Olympic’ torch - around the field, turning it<br />
into a see of starts, stripes and Union Jacks.<br />

was delighted to be there on the day leading<br />
the procession, providing an inspirational talk<br />
and even allowing the young athletes to touch<br />

The event was organised by Chase Terrace<br />
Technology College pupil Hannah Corbett who<br />
is Young Ambassador for sport in the area.<br />
Hannah said: “Although the events were different<br />
to a normal Olympics, it allowed each<br />
child to excel, enjoy and be a winner in sport.”<br />

This has been another exciting year for Physical Education, School <strong>Sport</strong><br />
and Physical Activity within Stoke-on-Trent.<br />
Achievements<br />
Last year’s PESSYP data showed us that 87% of children have accessed two<br />
hours of PE and School sport. This is a further rise of 4% on the previous<br />
year’s figures and reflects the impact School <strong>Sport</strong> Partnerships (SSPs)<br />
are having in our schools.<br />
Stoke School <strong>Sport</strong> partnerships are fully involved in the key programmes<br />
of the PESSYP national strategy. The Competition Manager for Stoke has<br />
been proactive in increasing the range and variety of intra and inter-school<br />
competitions available to 5 to 19 year olds. A number of schools have dealt<br />
with transport problems in staging virtual competitions in golf, skipping<br />
and rowing.<br />
The <strong>Sport</strong> Unlimited programme has been managed by the local authority<br />
offered a variety of activities in 10 week blocks including multi sports,<br />
trampolining, martial arts, dance, golf, futsal, rugby, badminton, street<br />
dance and volleyball.<br />
The Stoke Playground to Podium programme has so far delivered two<br />
identifying ability days for special and mainstream students who have a<br />
recognised disability. School students have appreciated the chance to participate<br />
against other disabled students from different schools.<br />
North Stoke SSP continues to pioneer the development of a Leadership<br />
Academy nationally. Activities now include: the grading of sports leaders,<br />
regular training for the delivery of Active Play and TOP Activity, termly<br />
academy workshops featuring practical activities from community sports<br />
coaches, opportunities to apply to be a sports ambassador, SSP young ambassador<br />
or a Dreams and Teams international exchange leader.<br />
Plans for the next 12 months<br />
The Stoke- on-Trent and <strong>Staffordshire</strong> Local Delivery Agency for continuing<br />
professional development have been working for the past twelve months to<br />
further enhance the support of teachers and adults. The seventh annual Stoke<br />
SSP Conference will take place at <strong>Staffordshire</strong> University in September.<br />
Key decisions on the development of physical education, physical activity and<br />
school sport continue to be made at the termly city wide advisory working<br />
group with the support of the Association of Physical Education.<br />

This year has continued to see the success around sport, physical education<br />
and active recreation grow across the education sector. The eight School<br />
<strong>Sport</strong>s Partnerships have now established their work programmes and<br />
the <strong>2008</strong> PESSCL figures show the amount of young people involved in two<br />
hours high quality PE and school sport exceed that national PSA target. This<br />
is a real achievement as two years ago the county was 3% below the national<br />
target. This year will see continuing challenges for the education sector, a<br />
new secondary curriculum and a substantial review of the primary curriculum<br />
will both lead to PE reflecting on the learning in which young people<br />
are involved.<br />
Achievements<br />
As part of the developments in <strong>Staffordshire</strong> this year, a group of teachers<br />
visited Canada to reflect on the teaching and learning differences between<br />
the UK and North America. The visit highlighted a growing link between<br />
key agencies to try to combat obesity something which the LAA group in<br />
<strong>Staffordshire</strong> is currently trying to accomplish. The level of facilities in<br />
Canada were impressive with sportshalls containing pull out seating areas,<br />
ice hockey arenas and health and fitness suites to accurately measure<br />
and support fitness. With Building Schools of the Future currently having a<br />
key stakeholder group in <strong>Staffordshire</strong> some of these experiences will be<br />
useful when we start to look at what flexible, modern physical education<br />
facilities might look like<br />
The key stage one Leap project has operated in over 170 schools reaching<br />
over 250 teachers. It has helped teachers to focus on the key areas of<br />
physical development and how young children can be supported by tying<br />
home/school learning together<br />
The Boys Expression and Communication in <strong>Staffordshire</strong> [BECS] project<br />
used the new secondary curriculum to challenge the use of dance in boys’<br />
secondary education. Key dance artists were established on 8 school sites<br />
to work with male staff. The work culminated in a performance in Stoke at<br />
Victoria Hall Theatre, Hanley with over 200 boys participating<br />
Plans for the next 12 months<br />
As the county continues to reflect the importance of parents in young people’s<br />
physical activity choices, the work around key stage one is being further<br />
developed. After a pilot programme we will work with a number of schools<br />
to help parents support young people who might have early motor development<br />
issues. Movement libraries in schools will support this development.<br />
Following on from this work parents involved will be offered the chance to<br />
take a one day sports leader award to help them support delivery at their<br />
child’s school. This should help to support the push to the five-hour offer<br />
The school swimming service continues to undergo a substantial review<br />
and this year will see a number of pilot projects around how schools might<br />
plan for swimming delivery in different ways<br />
Things are moving quickly in the PE and school sport world and these are<br />
indeed exciting times. Well done to all those involved in <strong>Staffordshire</strong>, you<br />

CANNOCK AND RUGELEY SSP LEADERSHIP ACADEMY <strong>2009</strong><br />
Leadership Academies form part of the Step into <strong>Sport</strong> programme for young people. Cannock and Rugeley SSP launched its Leadership<br />
Academy in January <strong>2009</strong>. The academy provide opportunities for students from year 11 to year 13 to further develop their skills<br />
and involvement in the planning and delivery of sports festivals and their management and delivery of after-school clubs, activities<br />
and competitions. Students were selected to become members of the academy as a result of their enthusiasm for PE and commitment<br />
and involvement in <strong>Sport</strong>s Leadership and Volunteering activities at school.<br />
OBJECTIVES<br />
The main objectives of the Leadership Academy are to raise the profile of leadership and volunteering across the partnership and to<br />
create opportunities for young people to develop their leadership skills. This workforce of young leaders can then go on to support the<br />
5 hour offer for other young people. The Leadership Academy aims to increase the quality, quantity and diversity of young people<br />
engaged with sports leadership and volunteering. It is also hoped that the young leaders themselves will become more responsible,<br />
confident and skilled young people.<br />
ACHIEVEMENTS<br />
Leadership Academy evening 12th February at Rugeley Leisure Centre attended by <strong>Sport</strong>ing Champion Adam Whitehead. Leadership<br />

HOCKEY BOOST<br />
Newcastle-under-Lyme School <strong>Sport</strong> Partnership has been working with<br />
Newcastle-under-Lyme High School to promote hockey in the local area. The<br />
aim was to promote hockey and ensure that there was high quality lessons<br />
delivered in schools across the Partnership. An afternoon workshop was arranged<br />
for teachers, assistants and/or coaches. This session was available to<br />
all schools. The afternoon was structured into 4½ hour modules including,<br />
drills, umpiring and officiating, small sided games and progressions from basics<br />
to lessons. This was a huge success with 10 teachers attending the afternoon.<br />
As a follow on from the afternoon, those teachers that attended took<br />
their knowledge back to school to begin to implement within lessons. To monitor<br />
and promote the work that had been continuing in the schools, a taster day<br />
was arranged at Newcastle-under-Lyme High School. All schools that took<br />
part in the teachers’ training afternoon were invited.<br />
Schools brought ten year 9 boys that do not play for a school team. These<br />
pupils were offered a coaching session in the morning and a mini tournament<br />
in the afternoon. This was a huge success! All pupils gained<br />
knowledge and enthusiasm through the day. Newcastle SSP is looking to<br />
organise a termly hockey event for year 9/10 boys. This is going to be<br />
discussed at the next School <strong>Sport</strong>s Association meeting. We are also<br />
including hockey in our future Partnership Games.<br />

SOUTH STAFFS LEADERSHIP<br />
ACADEMY<br />
South Staffs School <strong>Sport</strong> Partnership began<br />
their Leadership Academy in the autumn term of<br />
<strong>2008</strong>. The Partnership planned a series of events<br />
for Years 10-13. At the first event in October <strong>2008</strong><br />
a conference for 24 Year 11 students from the<br />
Partnership’s 6 High Schools at Wightwick Hall<br />
Special School was held and covered new skills<br />
- Skipping and Level 1 <strong>Sport</strong>shall Athletics (as a<br />
bolt-on award). In December <strong>2008</strong> a Young Ambassadors<br />
Conference involving 13 Young People<br />
from Years 10-13 was held at Cannock Cricket<br />
Club with the purpose of developing positive role<br />
models across the 6 families of schools. In<br />
March, 3 School <strong>Sport</strong> Partnerships ( South<br />
Staffs, Cannock and Rugeley and Lichfield)<br />
joined forces at Rugeley Leisure Centre to develop<br />
the work of 60 Year 12 Leaders who have<br />
been working in sports clubs through the Step<br />
into <strong>Sport</strong> scheme.<br />
OBJECTIVES<br />
• To further ‘train and develop’ young leadership<br />

Over the last year <strong>Staffordshire</strong> University has continued to provide the<br />
partnership with a crucial link to Higher Education, its students and its research<br />
expertise. This has helped to improve opportunities for our current<br />
and future workforce and provide an evidence base from which the partnership<br />
has benefited. For example, as identified in the literature review carried<br />
out last year for <strong>SASSOT</strong>, participation of black and minority ethnic<br />
(BME) groups is of significant interest to the partnership and its community.<br />
Culture, stereotypes, and access are often cited as barriers to participation<br />
and initiatives to ameliorate these are common place, however, the overall<br />
impact of these is under researched. <strong>Staffordshire</strong> University will now identify<br />
and recommend the interventions most likely to benefit Stoke and <strong>Staffordshire</strong>’s<br />
BME communities.<br />

LINKS WITH PRIMARY CARE TRUSTS [PCTs]<br />
Increasing participation in physical activity promotes healthier lifestyles contributes to narrowing of health inequalities<br />
and can provide economic gains by reducing costs associated with physical inactivity. The three PCTs<br />
working across <strong>Staffordshire</strong>, South <strong>Staffordshire</strong> PCT, NHS North <strong>Staffordshire</strong> and Stoke-on-Trent PCT, have<br />
increasing levels of physical activity high on their agenda. Working with key partners involved in promoting participation<br />
in physical activity, CSPAPs including <strong>SASSOT</strong> are uniquely positioned to boost delivery of this agenda<br />
alongside sport. The Local Area Agreements include high level targets and delivery plans to achieve this aim.<br />

partnership. Over the last year, the PCT has made a strong commitment to<br />
reducing health inequalities and improving the health of the population, by<br />
concentrating efforts on reducing the risks of cardiovascular disease. The Public<br />
Health Five Year Plan ‘Mind the Gap’ addresses the need to increase physical<br />

NHS North <strong>Staffordshire</strong>’s Public Health - Health Improvement Team has<br />
commissioned a range of Health Improvement programmes which aim to<br />
provide new capacity for physical activity and healthy lifestyle initiatives and<br />
expand existing programmes. In line with the NHS North <strong>Staffordshire</strong>’s<br />
“Staying healthy” strategy priorities to tackle local health inequalities, the<br />
programmes prioritise delivery in our priority wards areas where rates of<br />
ill health and healthy life years fall below the average.<br />
Achievements<br />
Supporting people to stay healthy by keeping active and maintain a healthy<br />
weight is a key focus of our work. During <strong>2008</strong> we have developed, commissioned<br />
and implemented a range of services to enable this to happen. Here are<br />
some examples of the lifestyle services that we have put in place;<br />
MEND WEIGHT MANAGEMENT<br />
PROGRAMME (MIND, EXERCISE,<br />
NUTRITION AND DO IT!)<br />
The MEND programme provides 10 weeks of fun<br />
family based nutrition and physical activity sessions<br />
for children who are over their healthy<br />
weight. It is being provided across Newcastle<br />
under Lyme by Time 4 <strong>Sport</strong> and <strong>Staffordshire</strong><br />
Moorlands by Parkwood Leisure.<br />
OBJECTIVES<br />
To support children aged between 7-13 years<br />
who are over their healthy weight to obtain a<br />
healthy weight.<br />
ACHIEVEMENTS<br />
• Two initial programmes ran between January<br />
and March<br />
• 17 families entered into this programme and<br />
14 families completed the programme<br />
• All children in the programme had moved<br />
towards their healthy weight by the end of<br />
the 10 weeks<br />
• All children on the programme really enjoyed<br />
the fun interactive sessions.<br />

area. This is a new outreach community based service targeting the priority<br />
wards and providing help for adults to plan healthy lifestyle change with<br />

A peer led walking scheme to coordinate the development of the peer led<br />
and independent walking infrastructure across North <strong>Staffordshire</strong><br />
Healthy Walks information pack outlining new health walk routes in Newcastle<br />
under Lyme priority ward areas and 12 new signed and graded walking<br />
routes in Newcastle, Leek and Biddulph<br />
A library based pedometer loan scheme<br />

Over the last year the focus has been translate the Floor Target Action<br />
Plan (FTAP) for physical activity recommendations into commissioning intentions<br />
and securing investment.<br />
As a result NHS Stoke on Trent has commissioned two work streams:<br />
WEA: CHEST PROJECT<br />
In the last 12 months NHS Stoke on Trent commissioned<br />
the Worker Education Association<br />
West Midlands to offer physical activity opportunities<br />
to adults with a BMI>25 with a focus on<br />
Black and Minority Ethnic Groups (BME) with diabetes.<br />
Although wider groups were not excluded.<br />
The initial ‘exercise in the community’ model was<br />
adapted from the Tandustri project in Dudley to<br />
offer free and culturally appropriate physical activity<br />
sessions for adults in Stoke on Trent.<br />
OBJECTIVES<br />
• To offer and provide tier level culturally appropriate<br />
specialist support to BME communities,<br />
particularly those who are sedentary.<br />
It is also suitable for beginners as-well as advance<br />
learners to ensure progression<br />
• To signpost learners to additional services and<br />
opportunities whether as part of the WEA adult<br />
education programme or to other providers<br />
e.g. healthy walks, weight management<br />
ACHIEVEMENTS<br />
• 500 beneficiaries engaged of which 300 were<br />
new participants<br />
• 86% of beneficiaries maintained or lost<br />
weight with an average weight loss of 1.6kg<br />
from attending the 10 week programme<br />
• 29 CHEST programmes delivered across 13<br />
locations across the City e.g. Sikh Temple,<br />
Children Centres, Libraries, Youth Centres<br />
and Day Care Centre for adults with learning<br />
difficulties but accessed by Asian ladies<br />
• Personal development and lifestyle changes<br />
among beneficiaries e.g. feeling more confident<br />
about themselves and improving awareness of<br />
the importance of taking regular exercise<br />
• Improved community cohesion as people from<br />
different ethnic/cultural backgrounds have come<br />
together to share expectations and experiences<br />
of health education and improve their health<br />
Federation of Stadium Communities to roll out phase 2 of the of the Healthy<br />
Walks programme across Stoke on Trent with the target of reaching 1000<br />
sedentary beneficiaries in the first year (<strong>2009</strong> to 2010). This follows the<br />
development of 20 ‘closer to home’ self led walking maps and training a<br />
pool of 100 volunteer walk leaders.<br />
Community development workers for health to focus on healthy urban planning,<br />
physical activity and health eating in 3 particular neighbourhoods with<br />
enhanced evaluation being conducted by <strong>Staffordshire</strong> University.<br />

Strategic alignment to PCT’s World Class Commissioning Plans to ensure<br />
continuous high profile of the issues beyond the life of the Local Area Agreement’s<br />
NI08 indicator<br />
Stoke on Trent’s FTAP physical activity cited as a good practice case study in<br />
the Department of Health’s National Physical Activity Strategy ‘Be Active Be<br />
Healthy’<br />
Stoke on Trent presented its experience and learning on the FTAP physical<br />
activity at the Regional launch of the National Physical Activity Strategy organised<br />
by Physical Activity Network West Midlands (PANWM)<br />
NHS Stoke on Trent has been developing with a provider to deliver a webenabled<br />
pedometer scheme in collaboration with Stoke on Trent City Council<br />
to support at least 7000 to be more active via walking. Launch of the staff<br />
wellness scheme will be from April/May <strong>2009</strong><br />

development of sport across the country. <strong>Staffordshire</strong> and Stoke-on-Trent are determined to make the most of<br />
these opportunities.<br />

The last 12 months have been a very exciting time in the build up to London<br />
2012. The Beijing Olympics and Paralympics and the success of British<br />
athletes was inspiring and helped us imagine what it will be like to have the<br />
Games on our doorstep. <strong>Staffordshire</strong> and Stoke-on-Trent is encouraging<br />
partners to make this vision a reality through the delivery of our Legacy<br />
Action Plan for the 2012 Games.<br />
There are already opportunities to get involved - we are encouraging people to<br />
get active through the People Dancing programme, Community Games and<br />
free swimming, asking schools to sign up to the London 2012 Get Set Education<br />
programme and inviting cultural and sporting organisations to take part in<br />
the Cultural Olympiad, including the annual London 2012 Open Weekend.<br />
‘OUR GAMES’ STORY’ <strong>2009</strong>-10<br />
MOBILE MUSEUM EXHIBITION<br />
The new exhibition, ‘Our Games’ Story’, is featured<br />
on each of the three vehicles, but featuring<br />
sections specifically geared for each partner.<br />
Therefore our vehicle features <strong>Staffordshire</strong> and<br />
Black Country Olympians and Paralympians,<br />
past present and future, as well as opportunities<br />
to take part in the Cultural Olympiad in <strong>Staffordshire</strong>.<br />
As well as a schools pack, activities and<br />
handling materials, this exhibition includes<br />
reminiscence resources for elderly users in care<br />
homes and day centres.<br />

OBJECTIVES<br />
To take two teams with support coaches to<br />
train and play in the Noordwijk area of Holland<br />
Provide 6 hours of additional coaching and 3<br />
matches per age group against Dutch club<br />
teams. To develop team spirit and to encourage<br />
boys from different clubs to interact and<br />
work together in a competitive environment<br />
ACHIEVEMENTS<br />
The high quality of the exhibition is reflected<br />
in its success in applying for the London 2012<br />
‘Inspire Mark’, one of only three projects in<br />
the West Midlands to be awarded during the<br />
first round of applicants.<br />

Achievements<br />
The second <strong>Staffordshire</strong> and Stoke-on-Trent 2012 Conference was held<br />
on 26 February <strong>2009</strong> and the sub-regional Legacy Action Plan was launched<br />
(www.staffordshire.gov.uk/2012).<br />
The Museum on the Move ‘Our Games’ Story’ exhibition was launched on 10<br />
March and research has discovered 120 Olympians and Paralympians with links<br />
to <strong>Staffordshire</strong> and the Black Country dating back to the 1900 Paris Games.<br />
Trentham Lakes was added to in the London 2012 Pre-Games Training Camps<br />
Guide (www.london2012.com/trainingcamps) for Paralympic Rowing.<br />
<strong>Staffordshire</strong> County Council awarded funding to 27 young athletes through<br />
the Young People’s <strong>Sport</strong>s Grants scheme.<br />
Lord Sebastian Coe visited Stafford <strong>Sport</strong>s College and St. Peter’s High<br />
School in Stoke-on-Trent to see some of the examples of good practice and<br />
meet some of the areas potential Olympians and Paralympians.<br />
Every local authority in the sub region held an event to mark the Olympic<br />
Handover to London on 24 August and 58 schools took part in the Paralympic<br />
Handover on 17 September<br />
<strong>Staffordshire</strong> and Stoke-on-Trent held 12 events for the London 2012 Open<br />
Weekend, which was the launch of the Cultural Olympiad on 26-28<br />
September <strong>2008</strong>.<br />
Stoke-on-Trent hosted the finish for Stage 4 of the Tour of Britain cycling event.<br />
25% of the schools and colleges in the sub region registered on the London<br />
2012 Get Set Education Programme (www.london2012.com/getset).<br />
Four ‘Prepare for 2012’ business workshops were held for local companies<br />
to raise awareness of contract opportunities related to the Games.<br />
8 local authorities in the sub region have registered to participate in the<br />
Government’s Free Swimming Programme.<br />
Plans for the next 12 months<br />
Support the development of a dance strategy for the sub region and coordinate<br />
the enhanced delivery of opportunities in dance through the People<br />
Dancing Programme.<br />
Develop Community Games - two new Community Games events are taking<br />
place during National School <strong>Sport</strong> Week – Haywood High Community<br />
<strong>Sport</strong> and Health Festival and the Oakamoor and South Moorlands Games.<br />
Cannock Hockey Club will host three test matches between<br />
England and Pakistan between 28 June and 4 July with a view<br />
to discussing the potential use of the facility as a Pre-Games<br />
Training Camp for London 2012.<br />

by a Senior Competition Manager. The team are an integral part of the School<br />
<strong>Sport</strong> Partnership network and take the lead in working towards the government’s<br />
ambition of ‘creating a world class system for competitive school<br />
sport, which will provide opportunities for all young people, contribute to the<br />
5 hour offer and provide pathways to support the development of talent’.<br />

The Competition Manager team have been involved in planning, running<br />
and assisting with competitions that have involved in excess of 10,000<br />
young people since September.<br />

Athletics continues to thrive in <strong>Staffordshire</strong> with huge steps taken in the past<br />
twelve months through the excellent relationships with School <strong>Sport</strong> Partnerships<br />
and clubs. <strong>Sport</strong>shall athletics in schools has been taken to ‘another level’<br />
with fantastic development across the County in schools. Competition in<br />
sportshall athletics is now taking place for both primary and secondary age<br />
athletes providing a pathway to <strong>Staffordshire</strong>’s excellent athletic clubs. This<br />
development is due to a considerable amount of planning from School <strong>Sport</strong>s<br />
Partnerships, Competition Managers, Athletics Clubs and <strong>Sport</strong>shall Associates<br />
all of whom I thank enormously. It has been very exciting to be a part of what is<br />
now an established and successful development for athletics.<br />
Outside of sportshall athletics, <strong>Staffordshire</strong> athletics clubs have been providing<br />
athletes with outstanding opportunities in their communities and their athletes’<br />
performance at competitions reflects this. Clubs are also continuing to provide<br />
athletic opportunities for the non-competitor with Jog England and similar<br />
programmes thriving. As always it is a pleasure to work with such dedicated<br />

the junior New Zealand squad. Since Cheryl’s appointment she has continued<br />
with Matt’s work and has developed more opportunities for the <strong>Sport</strong> across<br />
<strong>Staffordshire</strong> and Stoke on Trent. Since Cheryl has been in post Gail Emms<br />
retired from the <strong>Sport</strong> but is now the Badminton England ambassador.<br />

CASE STUDY<br />
U13 DEVELOPMENT GROUP<br />
COMPETITION<br />
<strong>Staffordshire</strong> Cricket further enhanced its Player<br />
Pathway through piloting an u13 Development<br />
Group Competition. Each of the eleven Cricket Development<br />
Groups (CDGs) across the county, which<br />
are made up of club representatives, local authority<br />
and school sport representatives, formed a squad<br />
from players nominated by their clubs who were<br />
not current members of the county u13 age group<br />
squad. The squads would play a minimum of four<br />
games at which county coaches would attend to<br />
‘talent spot’. Those players identified as the best<br />
performers were given the opportunity to play in<br />
two matches against the current County Age group<br />
players. These games were used as Performance<br />
based trial matches for talent selection for the following<br />
season’s Under 14 County Age group squad.<br />

process could then be nominated (using the<br />
<strong>Staffordshire</strong> Cricket Nomination Form) to the<br />
County Age Group Coach for consideration for inclusion<br />
in the Winter Squad.<br />
OBJECTIVES<br />
The objectives of the competition were to enable<br />
<strong>Staffordshire</strong> Cricket to monitor and identify talent<br />
from a greater pool of players than those already<br />
linked with county age group cricket. The<br />
competition would provide opportunities for<br />
those players who may have previously fallen out<br />
of the county pathway or were late developers<br />
within the game. Clubs were asked to nominate<br />
players who were not already county players to<br />
attend a series of trials and coaching sessions to<br />
enable CDG squads to be selected and play in a<br />
number of trial games. County age group coaches<br />
would then attend the trial games and select<br />
those players who demonstrated potential to become<br />
county players in next season’s u14 age<br />
group. These players would then be invited the<br />
county u14 winter net programme.<br />
ACHIEVEMENTS<br />
As with any new initiative there were a number<br />
of teething problems but great credit goes to the<br />
CDGs who worked hard to run trials and coaching<br />
sessions. The u14 age group coach and manager<br />
were highly impressed by the quality of<br />
their trialists. Manager Nick Jelfs commented,<br />
“I believe it was a very worthwhile exercise. The<br />
standard at the initial sessions (approx 40 trialists)<br />
was the highest I have experienced. All the<br />
trialists were of good level and deserved to attend<br />
a county session. From our initial sessions<br />
we cut the squad to 20 for winter sessions, 6 of<br />
whom came through the development programme.<br />

<strong>Staffordshire</strong> Cricket has enjoyed another excellent 12 months. The county<br />
has seen a number of organisational changes with a new Chair in Gerald<br />
Williams and a new Cricket Development Manager in Jason Britton. The<br />
end of September saw the closure to cricket’s 12 month operating period<br />
with <strong>Staffordshire</strong> Cricket achieving its targets in the ECB’s Improvement<br />
Panning Process having met its conditions to ensure receipt of our full performance<br />
related funding.<br />
Achievements<br />
In the 12 months to September <strong>2008</strong>, <strong>Staffordshire</strong> Cricket has seen continued<br />
increases in key areas of improvement; participation in the game<br />
of cricket has increased by 5%; the number clubs achieving Clubmark accreditation<br />
has increased by 8%, club membership has gone up by 13%<br />

England Hockey continues to increase its strong base of coaches by<br />
running coach education courses in the area, training coaches and assistant<br />
coaches in line with the UKCC framework. We continue to work with clubs<br />
to become accredited through our clubsfirst programme and consequently<br />
develop school-club links to ensure we provide opportunities across all age<br />
groups. We have also begun introducing our new junior hockey game called<br />
quicksticks throughout the country.<br />

HOLLAND TOUR <strong>2009</strong><br />
A group of <strong>Staffordshire</strong> coaches discussed<br />
late in <strong>2008</strong> about taking a tour to Holland of<br />
boys from the JDC’s and JAC’s at Easter.<br />
Plans were drawn up and we began to invite<br />
boys early in <strong>2009</strong>.<br />
OBJECTIVES<br />
• To take two teams with support coaches to<br />
train and play in the Noordwijk area of Holland<br />
• Provide 6 hours of additional coaching and 3<br />
matches per age group against Dutch club<br />
teams. To develop team spirit and to encourage<br />
boys from different clubs to interact and<br />
work together in a competitive environment<br />
ACHIEVEMENTS<br />
34 players from 3 clubs formed 2 x 17 boy’s<br />
squads from 13 to 18 years of age. 3 level 2<br />
coaches, 2 level 1 coaches and a first aid and<br />
welfare officer supported the teams who began<br />
their tour with a very early start on Easter<br />
Monday. Bright sunshine blessed the tour<br />
during the week and the boys relaxed in their<br />
spare time in the local swimming pool or on<br />
the beach. Training sessions were fun and<br />
progressive. Matches were played against<br />
Roomburg, Alecto and HBS Bloomendal on<br />
Tuesday, Wednesday and Thursday evening<br />
with each team winning, drawing and losing<br />
one game each<br />

<strong>2008</strong>/09 has seen the <strong>Staffordshire</strong> netball junior league and academies<br />
strengthen and grow. Both the <strong>Staffordshire</strong> junior netball development<br />
group and <strong>Staffordshire</strong> County Netball Association have been working<br />
hard to develop junior and adult netball not only for players but to also<br />
develop officials and coaches. <strong>2008</strong>/09 saw the first time each school sport<br />
partnership was represented in the <strong>Staffordshire</strong> High Five Festival and<br />
it looks set to get better. With a 45% increase in <strong>Sport</strong> England funding<br />
for England Netball, the next four years are going to be an exciting time<br />
for netball.<br />

competing to become <strong>Staffordshire</strong><br />
County High Five Champions.<br />
Boys and girls in years 5 and 6 participated in<br />
the festival, which showcased the best high<br />
five-netball talent in the county.<br />

netball organiser’s award put their skills to<br />
the test with some officiating and scoring under<br />
the supervision of volunteers from the<br />

The Rugby Football Union Community Department were focused on the retention<br />
of players during the <strong>2008</strong>-9 season. This is inline with our strategic<br />
plan and followed on from the recruitment campaign which was built around<br />
the interest generated from the Rugby World Cup, the previous season. To<br />
help achieve this objective, a national initiative called Play On was born;<br />
Play on was built upon the foundations of the Go Play Rugby campaign of the<br />
previous year.<br />
Locally, the professional and volunteer arm of the RFU have led the campaign<br />
with success and have built a strong network of people (coaches, refs,<br />
volunteers) who should help sustain the growth we have seen in our sport.<br />
Achievements<br />
The national campaign ‘Play On’ is primarily focused on sign-posting and<br />
retaining players as they leave one rugby journey to another i.e. from a rugby<br />
club to a university or vice versa. The Play On Campaign identified three areas<br />
where reductions in playing numbers occurs:<br />
The retention of players from school to FE/HE or employment<br />
The retention of players from graduation to employment<br />
Geographical relocation<br />
To combat this we have put in place a network of volunteers at local rugby<br />
clubs, universities and FE colleges who communicate with one another to<br />
ensure that a player leaving one area is welcomed to the next step. These<br />
volunteers are called Pathfinders.<br />
Leading on from the anticipated retention of players and increase in teams,<br />
we have had to think about developing the coaches who will be potentially<br />
coaching these teams, the volunteers that will help administer these teams<br />
and the referees that will help officiate the anticipated increase in fixtures. To<br />
help meet this object we have:<br />
PLAY ON - CLUB REFEREE<br />
RECRUITMENT<br />
This particular project offered club volunteers<br />
the opportunity attend one of three Entry Level<br />
Referee Courses across the county. There<br />
were a total of 24 subsidised places available<br />
to club members.<br />
OBJECTIVES<br />
The primary objective was to increase the<br />
number of qualified club referees therefore<br />
making for a more enjoyable and safer rugby<br />
playing experience.<br />
ACHIEVEMENTS<br />
Eventually, we qualified 20 club volunteers to<br />
the ELRA standard and received some very<br />
positive feedback on the project and the content<br />
of the course.<br />
Ran 2 Club Volunteer Coordinator Workshops focused on how a CVC can<br />
recruit more help at their club<br />
Ran 3 Entry Level Referee Qualification Courses to increase the amount of<br />
qualified referees at the local clubs<br />
Ran several Rugby Ready Courses throughout the county to up-skill the<br />
coaching workforce and qualify the coaching workforce<br />

Looking forward, the delivery team will continue to work closely with our key<br />
partners in the School <strong>Sport</strong>s Partnerships and the Further and Higher Education<br />
Sectors. We will also be trying to accredit our community rugby clubs<br />
to the Clubmark Standard (Seal of Approval) and by combining the two objectives,<br />
sign post more young people to our local rugby clubs.<br />
We will also look to continue with the next 2 year strategic theme entitled<br />
‘People and Places’, which is focused on improving our rugby clubs facilities<br />
while trying to increase the number of referees, coaches and volunteers that<br />
these clubs have at their disposal.<br />

YOUNG AQUATICS ORGANISERS<br />
COURSE<br />
The Young Aquatics Organisers course (YOA)<br />
is a new initiative this year provided by the<br />
Amateur Swimming Association. The course<br />
is designed to give participants the skills<br />
needed to run an aquatics event and the opportunity<br />
to use their skills in a supportive<br />
environment. The course was delivered in<br />
partnership with Lichfield Swimming Club<br />
and 10 young people aged 14–16 took part.<br />
Having completed the course work, the 10<br />
young people worked together to organise a<br />
‘timed swim’ for their local swimming club.<br />
The swimmers responded well to the newly<br />
qualified YOAs and the Club Coach was<br />
pleased with the results!<br />
OBJECTIVES<br />
To retain young people in sport, to widen their<br />
understanding of sport and to increase the<br />
number of volunteers in swimming.<br />

This is an exciting time for swimming! From gold medal success at Beijing<br />
to the Government’s Free Swimming initiative for under 16s and over 60s,<br />
we have a host of activities to celebrate. West Midland Swimming, <strong>Staffordshire</strong><br />
County <strong>Sport</strong>s Partnership, local authorities and swimming clubs are<br />
all working together to ensure that everyone has the opportunity to access<br />
high quality provision whether they want to learn to swim, have fun in the<br />
pool or compete with the best in the country. We are particularly pleased<br />
with the enthusiasm shown by the young volunteers who took up the challenge<br />
provided by the local swimming development officer, Sheila McCleod.<br />
Achievements<br />
In partnership with <strong>Sport</strong> England, a full time coach has been engaged to<br />
support local clubs, coaches and swimmers. Nathan Hilton is currently delivering,<br />
regular, extra training sessions for 35 talented swimmers in the<br />
partnership. Coaches in all our clubs are working hard to ensure their swimmers<br />
have the opportunities to be the best they can be<br />
Coaches in the partnership have shown real commitment to training this year.<br />
20 candidates, from a number of clubs, have gained level 1 qualifications, 3<br />
have gained level 2 and I coach is currently in a level 3. Although some funding<br />
has been provided to access the courses, many of these coaches give up their<br />
time on voluntary basis to help their local clubs and community<br />

Table Tennis within <strong>Staffordshire</strong> is one of the strongest in the country. It<br />
has a high number of clubs and leagues that offer quality services to all.<br />
Many clubs have achieved Clubmark and are helping to support the bigger<br />
picture of sport within their local areas. The county schools competitions<br />
are starting to grow, thanks to the support from the new competition managers<br />
and dedicated Partnership Development Managers. A new table tennis<br />
centre in East <strong>Staffordshire</strong> will allow for the first time, regional events<br />
to be run in the county.<br />
Achievements<br />
Staffs schools table tennis competition continues to grow. The annual<br />
team competition attracted its biggest ever numbers, this was held at<br />
St Margaret Ward’s Catholic High School in Stoke on Trent. The annual<br />
individual competition attracted large numbers and included a qualifying<br />
event for East Staffs players which we hope to expand next year<br />
Started slowly to deliver UKCC course. The first Level 1 and 2 has been<br />
delivered in the county<br />
A purpose built table tennis facility opened in December at Robert Sutton<br />
Catholic <strong>Sport</strong>s College in Burton on Trent. This has the capacity to house<br />
twenty tables and host major national competitions<br />

<strong>2008</strong>/9 has been an interesting and challenging year for <strong>Staffordshire</strong> Tennis<br />
with many changes in all areas following a national restructure. Alison<br />
McDonald (Talent and Performance Co-ordinator) and I started working for<br />
Tennis <strong>Staffordshire</strong> at the start of <strong>2008</strong> and Martyn Rock (Director of <strong>Sport</strong>,<br />
Stafford <strong>Sport</strong>s College) was elected as the new Chairman at the AGM held<br />
in January <strong>2009</strong>. It is an exciting time for Tennis <strong>Staffordshire</strong> as we continue<br />
to deliver the Blueprint for British Tennis.<br />
Achievements<br />
Increasing the number of regularly competing juniors has been our number<br />
one priority this year. We now have doubled the number of juniors<br />
competing in comparison to this stage last year, this increase has been<br />
down to improving the quality and quantity of junior competitions<br />
Development of a network of key clubs that will be at the heart of all tennis<br />
activities such as junior coaching and competitions. The following three<br />
clubs in <strong>Staffordshire</strong> have achieved Tennis Clubmark - Burton, Draycott<br />
and Basford<br />

We now have seventeen coaches with an Individualised Coach Development<br />
Plan and also run two coach forums during the year which has enabled<br />
us to update the coaches and provide important information on various<br />
subjects<br />
Two children from <strong>Staffordshire</strong> to attend a National Talent Identification<br />
Day and six key players that have been identified through Regional Talent<br />
ID days. They are being clustered together at performance clubs so that we<br />

TAMWORTH VOLLEYBALL CLUB<br />
Junior Development Programme<br />
Tamworth VC is a long established successful<br />
volleyball club that competes at a local and regional<br />
level. In early <strong>2008</strong> they decided to develop<br />
a junior section of the club in order to allow<br />
young people to learn a new sport, develop<br />
and play in a quality assured environment.<br />
Through the hard work of the club’s committee<br />
and the formation of key partnerships the<br />
club has been able to set up a Junior Academy<br />
that began operating in October <strong>2008</strong>.<br />
OBJECTIVES<br />
• Tamworth VC set out the following objectives<br />
for setting up a junior club section:<br />
• To engage the Tamworth SSP and other key<br />
partners to deliver volleyball inside and outside<br />
of the curriculum contributing towards<br />
the 5 hour offer<br />
• To attract funding to allow the club to put<br />
into place a development plan that would<br />
ensure the club had the capacity and structure<br />
to be able to deal with the new membership<br />
• To establish a junior club and facilitate competition<br />
at a local level with a view to progressing<br />
into regional festivals<br />

Volleyball England has had another great year achieving all KPIs set out<br />
in the 2005-09 Whole <strong>Sport</strong> Plan and being successful in achieving an increased<br />
funding award for the delivery of the new Strategic Plan <strong>2009</strong>-13.<br />
The <strong>Sport</strong> <strong>Across</strong> <strong>Staffordshire</strong> and Stoke on Trent area has also shared in<br />
this success with two fantastic volleyball clubs continuing to embrace and<br />
deliver the key outcomes of Volleyball England.<br />
<strong>2009</strong> promises to be an exciting year for volleyball with new funding and new<br />
projects such as the Premier League 4 <strong>Sport</strong> project, which means Volleyball<br />
England are delighted to be working with <strong>SASSOT</strong> to deliver our common<br />
goals.<br />

Two Volley 1 Clubmark accredited Volleyball Clubs (Newcastle (Staffs) VC<br />
and Tamworth VC) who are both now working towards Volley 2 accreditation<br />
Tamworth VC successfully setting up a junior club section linking into a<br />
number of schools in the Tamworth SSP<br />
Tamworth VC facilitating a coaching for teachers’ award for the teachers in<br />
the Tamworth SSP to be able to deliver volleyball within the curriculum<br />
Newcastle (Staffs) VC along with the Newcastle SSP able to put in place<br />
funding to employ a full time coach to be able to deliver an extensive young<br />
people programme across Newcastle and North Stoke<br />
Newcastle (Staffs) VC being identified as the ‘hub’ club in the Premier<br />

East Staffs United is the name of the CSPAN<br />
for East <strong>Staffordshire</strong>. The main purpose of<br />
East Staffs United is to work together to develop<br />
a strategic vision for East <strong>Staffordshire</strong><br />
aimed at increasing opportunities and widening<br />
access to sport and physical activity to assist<br />
in raising current participation rates by at<br />
least 1% year on year.<br />
OBJECTIVES<br />
The main objective of East Staffs United is to<br />
develop and build a culture within East <strong>Staffordshire</strong><br />
which creates an environment that<br />
supports and promotes the whole community<br />
to be active and participate in sport and physical<br />
activity, improving our resident’s health<br />
and lifestyle, educational attainment and aspiration<br />
as well as social cohesion, safety and<br />
economic wellbeing. To provide and support<br />
the development of local people and relevant<br />
facilities to enable all residents equal access<br />
to achieve our mission.<br />
To develop action plans, with relevant partners<br />
from the public, private and voluntary<br />
sectors to achieve a coordinated approach in<br />
the development of sport and physical activity<br />
within East <strong>Staffordshire</strong>, which will be delivered<br />
through mainstreamed and externally<br />

ACHIEVEMENTS<br />
Since East Staffs United was formed in<br />
September 2007, sport and physical activity<br />
has played a major part in helping to deliver<br />
targets across a number of partners’ government<br />
agendas including, children’s Safeguarding<br />
Board and the LAA sub group such<br />
as children and young people, health and<br />
well-being.<br />
East <strong>Staffordshire</strong> Borough Council <strong>Sport</strong>s Development Team, is based at<br />
Shobnall Leisure Complex in Burton upon Trent, and organises and delivers<br />
a number of projects across the borough in both Uttoxeter and Burton<br />
and all the rural villages that lie between. <strong>Sport</strong> East Staffs are looking forward<br />
to <strong>2009</strong>, having had a successful year in <strong>2008</strong>. The team has continued<br />
to deliver a number of initiatives across the borough engaging over 14,000<br />
people, and aim to increase this number during the coming year, as the new<br />
East Staffs <strong>Sport</strong> and Physical Activity Strategy is implemented through the<br />
Community <strong>Sport</strong> Physical Activity Network [CSPAN], East Staffs United.<br />

Lichfield District Council celebrates another successful year (<strong>2008</strong>/09). Our<br />
success is attributed to the excellent partnerships that have been forged<br />
with organisations. Through working in partnership, the District Council has<br />
produced significant achievements which include:<br />

The introduction of Play Rangers, funding was provided through the Big<br />
Lottery to purchase a transit van, funding was also received from the Community<br />
and Learning Partnerships - North Lichfield and King Edwards VI.<br />
This has provided 2 Play Rangers to deliver outdoor play include informal<br />
sports, games, activities and play using the natural environment<br />
PANNA FOOTBALL<br />
Positive Futures received funding from the Lichfield<br />
District Community Safety Partnership<br />
to purchase a Panna football inflatable<br />
arena. The games are played in a 4x6 metre<br />
inflatable pitch. The matches are three minutes<br />
long and the person who scores the most<br />
in the three minutes wins, unless one person<br />
‘Nutmegs’ (plays the ball through the legs)<br />
their opponents, then the game is over.<br />
OBJECTIVES<br />
Panna sessions, provide an alternative football<br />
game to traditional football. Giving young<br />
people who do not like team games a chance<br />
to engage in sports with others.<br />
ACHIEVEMENTS<br />
Sessions have been well attended by<br />
the young people during both term time and<br />
holiday courses. The young people also got<br />
the chance to participate in a Panna tournament<br />
which took place during the half term<br />
holidays. There have been a number of enquiries<br />
from new young people who have shown<br />
an interest in the sessions.<br />
Saturday Init – Funding secured through CIF. This project targets 13-19<br />
year olds by providing access to Burntwood Leisure Centre facilities on<br />
a Saturday evening and has been successful in engaging young people in<br />
positive activities at a time when anti-social behaviour is at a peak<br />
Football Foundation Grant approved for the funding of a brand new changing<br />
room pavilion at Hospital Road, Burntwood. Due to open in August <strong>2009</strong><br />
Positive Futures – funding secured for further 12 months to continue to<br />

The last twelve months have been an exciting and successful time for South<br />
<strong>Staffordshire</strong> with many positive outcomes being achieved throughout the<br />
year. Again, as with previous years, this has been achieved through excellent<br />
partnership working with local agencies to get the most out the resources<br />
available to us to develop sport and physical activity within in the district.<br />
The introduction of locality working within South <strong>Staffordshire</strong>, which has<br />
seen the district divided into 5 locality areas, should improve work in the<br />
future as it can be targeted to the needs of each locality.<br />
KINVER BIKE TRACK<br />
One of the areas of good practice, identified in<br />
the latest Quest assessment, highlighted the<br />
team’s ability to not just focus on sport but to<br />
include play, physical activity, art and general<br />
community development to be as effective and<br />
cross-cutting as possible. The bike track in<br />
Kinver was an excellent example of this.<br />
OBJECTIVES<br />
The Kinver Action Group (KAG) had consulted<br />
with the young people in the area and one of<br />
the things the young people wanted was a<br />
bike track. Through the Play England Play<br />
Builder programme, which is facilitated by<br />
<strong>Staffordshire</strong> County Council, the KAG put a<br />
funding application together and were awarded<br />
funding for a BMX bike track in Kinver.<br />
Achievements<br />
The South <strong>Staffordshire</strong> Community <strong>Sport</strong>s Network is now fully operational<br />
and consists of a main strategic group and three sub groups which<br />
focus on children and young people, adults and older people and sports<br />
grant aid<br />
The Community Development Team went through their second assessment<br />
for Quest <strong>Sport</strong>s Development achieving a score of 83% which puts<br />
us in the highly commended category across the country<br />
The council has now set up a football development group, which will aim<br />
to mirror the cricket development group in the district and further develop<br />
football in the area<br />
The Codsall and Bilbrook Boxing Club, which was set up in <strong>2008</strong>, has moved<br />
from strength to strength and through funding from <strong>Staffordshire</strong> Youth<br />
Service and the Codsall Community and Learning partnership should become<br />
full sustainable in <strong>2009</strong><br />
Partnership working with the South <strong>Staffordshire</strong> School <strong>Sport</strong>s Partnership<br />
has been able to double the amount of after school sports coaching<br />
schools receive<br />
The SUSSED Out and About outreach programme has seen an increase<br />
in parishes in the district taking up the scheme which has enabled more<br />
children and young people to access activities in rural communities<br />

The past year has been another busy and productive one for <strong>Sport</strong>s Development<br />
in Stafford Borough. The team have been busy delivering many<br />
projects and initiatives for young people and building on the success of last<br />
year’s achievements.<br />

STREET CHEER<br />
Through <strong>Sport</strong> Unlimited we have been able to<br />
work in partnership with the Stafford and<br />
Stone School <strong>Sport</strong>s Partnership to develop<br />
and deliver a series of cheerleading sessions<br />
OBJECTIVES<br />
The aim was to use <strong>Sport</strong> Unlimited funding to<br />
train one person to become qualified to deliver<br />
Street Cheer to young people as well as<br />
purchase appropriate equipment for the participants.<br />
Some of the money was also used to<br />
fund the coach to run sessions for local communities<br />
as well as establish cheerleading<br />
clubs.<br />
ACHIEVEMENTS<br />
Over the past six months the coach has qualified<br />
to level 3 standard and has delivered<br />
Street Cheer sessions to over 150 young people.<br />
Taster sessions have been run at a variety<br />
of venues around the Borough and two cheerleading<br />
clubs have been created. The clubs,<br />
based on school sites, are taking place one<br />
evening a week and are attracting large numbers<br />
of participants to each session. Young<br />
leaders have also come on board to help run<br />
the sessions and are currently undertaking<br />
their level one qualification.<br />
The excellent working relationship with the Stafford and Stone School<br />
<strong>Sport</strong>s Partnership has continued and together we have become involved<br />
in the <strong>Sport</strong> Unlimited Project, run through <strong>SASSOT</strong>. <strong>Sport</strong> Unlimited has<br />
enabled us to offer an increased and diverse range of sporting opportunities<br />
for young people within the Borough and is so far working well. Some<br />
of the activities that we have been able to offer through the programme<br />
include Girls Rugby, Cheerleading and Athletics<br />
The resurrection of the <strong>Staffordshire</strong> Youth Games in <strong>2008</strong> enabled us<br />
to give around 70 young people the opportunity to experience competitive<br />
sport in a fun environment. The games also provided progression for<br />
teams from our Borough tournaments, giving them the chance to compete<br />
at a County level<br />
We have been successful in receiving funding from the Big Lottery to run<br />
three new projects. These projects aim to provide activities for young people<br />
both after school hours and in school holidays. The three elements are<br />
Mobile Skate Park, Summer Inclusion project and a Play Ranger service in<br />
local parks<br />
We have continued to run our 5Alive activity project through the children’s<br />
fund, which is still proving popular with young people. This year the project<br />
took the format of sports and arts activities running in the summer holidays<br />
targeting a variety of rural areas around the Borough<br />
Within the past twelve months we have also been working with the Community<br />
and Learning Partnerships that have been established around the<br />
Borough. The team have linked with the C&LPs to help identify gaps in<br />
provision for young people and to help address the shortfalls in each area<br />

SMDC has clear targets for improving the infrastructure of sport in the District,<br />
both at the high level competitive end, down to recreational, informal<br />
forms of physical activity. There is a commitment to improving opportunities<br />
to participate in sport and also to upgrading and developing facilities across<br />
the Moorlands.<br />
LEEK BOXING ACADEMY<br />
<strong>Staffordshire</strong> Moorlands District Council has<br />
helped establish the Leek Boxing Academy in<br />
conjunction with boxing coach Daniel Stanton.<br />
Daniel has previously set up a similar academy<br />
in Liverpool and attracted a number of<br />
‘hard to reach’ young people in deprived parts<br />
of the city.<br />
OBJECTIVES<br />
The objective is to provide young people in<br />
Leek with the opportunity to positively channel<br />
their energy into something that will enable<br />
them to be physically fit and active and<br />
also learn the discipline and control that boxing<br />
training provides. The academy has already<br />
done a number of taster sessions in<br />
schools and community centres in Leek and<br />
now has its own property in the town centre.<br />

of members as a result of the taster sessions.<br />

Our partnership with Parkwood Leisure will see 3 posts created to create<br />
closer links between the community and the leisure centre providers.<br />
These posts will be linked to increasing numbers of coaches and volunteers,<br />
ensuring development plans are implemented at the improved facilities<br />
and generally being prominent figures in each of the 3 main towns<br />

The last twelve months have certainly been very busy for the <strong>Sport</strong> and Leisure<br />
Services team at Stoke-on-Trent City Council. We have continued to<br />
support and develop many projects and programmes that continue to make<br />
the service offered to the residents of Stoke-on-Trent very successful.<br />
ENERGISE PLUS<br />
Energise Plus is the new sports and leisure discount<br />
scheme operated by Stoke on Trent City<br />
Council and replaces the Recreation Key Card<br />
Scheme. The scheme was officially launched on<br />
October 26 <strong>2008</strong> by Lord Mayor Capey at Fenton<br />
Manor <strong>Sport</strong>s Complex, after a significant marketing<br />
campaign and Energise Plus promotional<br />
road show at strategic locations across the city.<br />
The scheme is part funded by NHS Stoke on<br />
Trent and the objectives are to increase participation<br />
in concessionary users.<br />
OBJECTIVES<br />
The City’s participation target is to achieve 30%<br />
of people being active for at least 30 minutes 5<br />
times a week by 2012 The target for Energise<br />
Plus card holders for <strong>2009</strong> is 8,300 with a 1% increase<br />
every year after. Based on the latest set<br />
of population statistics (2005 ONS data) provided<br />
by the City Council’s Knowledge Management<br />
Section, the Energise Plus card scheme will<br />
have a target audience of approximately 112,000<br />
of which it is anticipated that the scheme will engage<br />
75% of these people<br />
ACHIEVEMENTS<br />
The scheme launch and continuous marketing<br />
drives has been particularly successful in recruiting<br />
almost 6,000 new members since October<br />
last year achieving 71% of the annual target.<br />
Energise Plus was award a commendation from<br />
the Government Business Awards in March <strong>2009</strong><br />
and was a runner up award from 150 other application<br />
from sports and leisure providers<br />
across the country.<br />
Quest scores have increased within the leisure centres and we have once<br />
again demonstrated that we provide good facility provision and customer<br />
service to the visitors at our centres.<br />
Working in partnership with Building Schools for the Future and the Big Lottery<br />
Fund, Sandon High School is now a thriving community venue and capacity<br />
at this flagship centre is very much sought after.<br />
Achievements<br />
Closing the Gap (CtG) is a national unique programme designed to raise<br />
participation levels amongst socially excluded young people through key<br />
partnerships. The programme has supported 24 local organisations, including<br />
the Coalville Residents Association, created a sustainable sports<br />
academy on the estate and led to a successful bid of £180,000 from the<br />
North <strong>Staffordshire</strong> Primary Care Trust for StreetGames in the city. Other<br />
successful projects include Integrated Family Support Unit, North <strong>Staffordshire</strong><br />
Young Carers, Blackfriars Day Centre and a number of Children’s<br />
Centres including Treehouse, Kingsland and Crescent. All these projects<br />
now have trained staff in sport and deliver sustainable sport sessions for<br />
their young people. Closing the Gap has now successfully gained mainsteam<br />
funding and continues to work with new projects<br />
Stoke-on-Trent hosted The Cycle Tour of Britain for the first time in 18<br />
years. <strong>Sport</strong> and Leisure Services played a key role in this event and developed<br />
the very first Potteries Pedlar Pied Piper community ride before the<br />
race came through the City. This ride encouraged many people to take to<br />
the saddle and join in this exciting and prestigious event<br />
The Energise Plus scheme is now well under way. The scheme has provided<br />
people with the opportunity to become involved in active recreation<br />
at a reduced cost. 4,000 people have signed up for the scheme in the seven<br />
months that it has now been operating<br />
<br />
The Lifestyle Support Programme which is funded by <strong>Sport</strong> England, NHS<br />
Stoke-on-Trent and Stoke-on-Trent City Council is now entering its second<br />
year. The scheme which is a GP referral programme aims to reduce health<br />
inequalities within Stoke-on-Trent and improve patient’s health and wellbeing<br />
by providing them with opportunities to participate in a variety of<br />
physical activity interventions<br />

Continue to develop and extend the membership of the <strong>Sport</strong> and Physical<br />
Activity Partnership<br />
Host the Tour Series <strong>2009</strong> and the Tour of Britain<br />
The <strong>Sport</strong> Personality of the Year awards will take place on 2nd June <strong>2009</strong>.<br />
The congregation will include many famous sports personalities both past<br />
and present<br />
Phase one of the <strong>Sport</strong> and Activity Strategy is now complete, work is progressing<br />
on phase two and will be available on the website by July.<br />

opportunities, run from 4pm-6pm Monday<br />
to Thursday, with extended hours (6-8pm)<br />
during the summer.<br />

number of under 16 year olds participating<br />
in sports activities.<br />
• Reduce incidents of anti-social behaviour<br />
• Increase levels of physical activity<br />
