2 Sport Across Staffordshire and Stoke-on-Trent Annual Report 2008 - 2009
As Chair of Sport Across Staffordshire and Stoke-on-Trent, I am delighted to
be able to write the foreword on behalf of the Partnership in what has been
another year of successful delivery.
2008/09 saw the culmination of delivery against our original 3-year Business
Plan and I am pleased to be able to report that we have built on our previous
success and achieved all the targets set out.
2008/09 has also been a year of transition as we embarked on the preparation
of our new delivery plan to meet the future needs of our national, regional
and local partners.
We are proud of the strong partnerships that have been developed across Staffordshire
and Stoke-on-Trent for the development of PE, sport and physical
activity and we are delighted that County Sports Partnerships have been recognised
as a key deliverer of two important national strategies: Sport England’s
Strategy for Sport and the Department of Health’s Physical Activity Strategy.
SASSOT is looking forward to working with Partners as we strive to achieve a
lasting legacy from London 2012.
2008/09 saw SASSOT recognised again for setting high standards and best
practice with the achievement of the Child Protection in Sport Unit’s National
Standard for Safeguarding Young People in Sport Advanced Level. Congratulations
to Ben Hollands, our Safeguarding lead, our two Board Member Safeguarding
Champions and Partners on the achievement.
Thanks must go to our core partners: all local authorities across the
area, Staffordshire University and Sport England for their funding of the
Partnership and to all Partners for their commitment to ensuring that
increasing participation in PE, Sport and Physical Activity remain a key
priority for Staffordshire and Stoke-on-Trent. A strong partnership approach
to delivery means that we can utilise and share the specialist knowledge
which each partner brings to their sphere of work.
I am proud to be Chair of an excellent and committed Board and we are
fortunate to have wide representation by experts from key Partners involved
in the delivery of sport, physical education and physical activity.
The Board’s role is to provide strategic leadership, direction and oversee
delivery of the Partnership’s work.
My thanks go to Board colleagues for their hard work and for providing the
necessary drive for us to achieve another successful year.
Of course, the Partnership could not have achieved what it has to-date without
a dedicated and knowledgeable team of staff. The team have worked
extremely hard to support Partners and deliver on the targets set out in our
Delivery Plan and on behalf of the Board and all Partners, I would like to record
my thanks to the team for their work over the past 12 months. The same
applies to all of those volunteers and supporters of sport and physical
activities that benefit the partnership directly or indirectly, and I am pleased
to express the views of all our members who also provide such support
in many different ways.
I and my Board colleagues look forward to working with all Partners as
together we champion participation enjoyment and success through sport,
physical education and physical activity throughout Staffordshire.
Sport England in the West Midlands (SEWM) has continued to have excellent
working relationships with SASSOT during 2008-2009. We congratulate the
SASSOT Director, core team, executive board and all partners on their continued
progress, which has seen maturing partnership work on a number of
fronts together with notable successes and achievements.
Sport England is pleased to have part-funded the production of a sub-regional
facilities framework for Staffordshire. SEWM regional staff have worked
closely with SASSOT providing check and challenge consultation throughout
its development - SASSOT has responded positively to our suggestions for
improvement and ensured the evidence provided within the framework was
sufficiently robust. In addition, our partnership has worked effectively in the
Building Schools for the Future programme where SEWM staff have been
able to add value to the process at appropriate times.
Congratulations go to staff and partners throughout SASSOT on the significant
achievement of the Advanced Standard for Safeguarding and Protecting
Children in Sport. SEWM also recognise the achievement of a number of
nationally reported targets. Within the Step into Sport programme, SASSOT
once again exceeded the national average for facilitating young volunteers
into local placements.
In terms of National Lottery funding for sport, SASSOT and partners have
worked hard to develop a number of quality applications, which have led to 8
Community Investment Fund awards being made during the year totalling
almost £900,000, towards total project costs of over £3 million. These included
an award of £500,000 to the Stoke PCT ‘Be Healthy & Active’ project.
Sport England has now undergone a major restructure to enable us to effectively
deliver the core elements around grow, sustain and excel within our
2008-11 Strategy and to achieve the overall target of one million people doing
more sport by 2012. SASSOT and the 48 other county sports partnerships are
key partners in the delivery of this strategy, and from 2009-10 will be contracted
by Sport England to support the sub-regional and local delivery of the
new plans of 46 national governing bodies of sport. With SASSOT’s track
record in delivery, exemplary governance arrangements, and well-developed
partnerships and networks, we look forward to working with SASSOT to
achieve continuing success.
It has been a transitional 12 months in community sport following the
change of emphasis in Sport England’s latest strategy. CSPs have been
identified as playing a key role in supporting NGBs to deliver the key outcomes
of this strategy by providing a nationally agreed range of services
that all NGBs can tap into. At the same time NGBs have had to produce new
whole sport plans that articulate how they are going to deliver against Sport
England’s three key themes of Grow, Sustain and Excel. At a local level this
means that most NGBs have been working through to the end of existing
plans whilst working with Sport England to identify what resources will be
in place to support delivery in the Staffordshire and Stoke sub-region from
April 09. From a CSP perspective SASSOT has been working to ensure that
it is fit for purpose and in a position to deliver all the required core services
for NGBs under its new agreement with Sport England.
Achievements
Putting in place a range of support services for NGBs that meet the requirements
of SASSOT’s new award agreement with Sport England
Working with athletics to obtain new funding from England Athletics to
support an Athletics Network in the South Staffordshire area
Providing a range of communications services to ensure effective engagement
between NGBs and other key partners including quarterly NGB Forum
meetings, NGB Newsletter and SSP/NGB networking days
Maintaining existing NGB/CSP partnership agreements
Commissioning new NGB led activity through the Sport Unlimited programme
Plans for the next 12 months
Work with Sport England and the NGB network to identify priority sports
for the sub-region
Support NGBs to deliver their Whole Sport Plans within the Staffordshire
and Stoke sub-region
Develop new partnership agreements with NGBs that reflect Sport England’s
enhanced and core services requirements and any specific services
to be provided over and above these
Continue to provide hosting arrangements for NGB officers where required
Ensure effective delivery of the new enhanced and core services for NGBs
SASSOT recognise that sports clubs are at the heart of the future development
of sport in the country and they play a crucial role within their
communities. They offer sustainable opportunities for a wide range of
people and abilities to participate in sport and physical activity and they are
fundamental to the 1% increase in participation year on year and contribute
to improving healthier, safer and more vibrant communities. One of the key
elements in supporting participation in sport is building a quality club
infrastructure across the sub-region whilst improving and developing the
capacity for sports clubs to attract new members. SASSOT will help assist
National Governing Bodies of Sport in the development of active, accessible
and accredited clubs through national and sub-regional programmes.
people in regular participation
Plans for the next 12 months
Increasing the number of Clubmark/NGB accredited/SASSOT QualityMark
sports clubs
Replicating the sports club ‘Capacity’ project throughout the sub-region
Develop a benefits package for accredited clubs. SASSOT are keen to encourage
all local authorities, SSPs, schools and other agencies to demonstrate
their support by clearly reviewing, enhancing and stating the range
of the benefits made available to accredited clubs and adopting a Clubmark
Charter as policy in each local authority area
Promote the availability of potential sources of funding and help to secure
funding for sports clubs by providing advice and assistance in preparing
PE and Sport Strategy for
Young People (PESSYP)
CHRIS TURNER | Club Development Manager
tel 01785 619 681
email cturner@staffordbc.gov.uk
In 2002, DCSF and DCMS launched the National PE, School Sport and Club Links
(PESSCL) strategy and began to transform the landscape of PE and sport in
schools. Through it, they have created a national structure, which has enabled
more children and young people to take part in a wider range of sports for more
time. Building on this success, the new PE and Sport Strategy for Young People
(PESSYP) was developed which wants to ensure that sport becomes a natural
part of every young person’s life, not only during their school years, but also into
their college and working lives. The new ambition is to:
Create a new ‘5 hour offer’ for all 5-16 year olds. Continue to increase the
number of 5-16 year olds taking part in at least two hours high quality PE
and sport at school each week; and create new opportunities for them to
participate in a further three hours each week of sporting activity, through
school, voluntary and community providers; and
Create new opportunities for all 16-19 years olds to participate in three hours
each week of sporting activities through their colleges or in local clubs.
The new PE and Sport Strategy for Young People forms part of a Public Service
Agreement: ‘To deliver a successful Olympic Games and Paralympic
Games with a sustainable legacy and get more children and young people
taking part in high quality PE and sport’.
Achievements
Training workshops coordinated for 70 School Sport Coordinator’s including
PE and Sport at the Heart of the School and Increasing Participation in
High Quality Competition.
Over 65 SSCo’s attended a Networking Event held at the Britannia Stadium,
Stoke City FC which focussed on supporting the wider strategy of embedding
and understanding the roles and responsibilities within the 5-hour offer.
Distributed funding for School Sport Partnerships to deliver 15 NGB Bolt-on
courses and grants for Step into Sport students to attend NGB Level One’s.
Brokered high quality Step into Sport placement opportunities for young
people in community sports clubs within the sub-region and the development
of a club placement database.
From the 07/08 cohort of young volunteers involved in the Step into Sport programme,
100 students have volunteered within a community sports placement
with a total of 19 different NGB’s engaged and offering placements.
14 young volunteers achieved their Gold award (200 hours volunteering)
Plans for the next 12 months
Enhanced promotion of the Step into Sport scheme to sports clubs and
organisations and their role in offering quality placements to young leaders
and the benefits it can bring to the club and young people.
Support the development and provision of Leadership Academies in each SSP
Collate and produce a sub regional sports events/short term projects calendar
for students in Leadership Academies
Develop an incentives grant project for Leadership Academies which will
reward SiS volunteers who have completed a certain number of school or
community based volunteering hours with a grant to assist them to access
NGB Bolt on’s or Level 1’s.
YEAR 7 & 8 GIRLS 5-A-SIDE
FOOTBALL COMPETITION
Girls from 6 high schools in the North of
Stoke-on-Trent participated in regular training
sessions and tournaments over 10 weeks
and aimed at increasing participation
amongst semi-sporty young people. The sessions
were set up by volunteers Sarah Minshall
and Kate Beer and run by coaches from
Sport and Leisure Services at Stoke-on-Trent
City Council. The sessions aimed at increasing
confidence, skill and ability of the young
people involved and proved successful with 10
5-a-side teams formed from 6 schools.
The girls’ football project will continue in the 6
high schools with a hope to repeat its success
with girls from years 9 and 10.
Stoke-on-Trent City Council’s Sport and Leisure
Department in association with the FA
and Staffordshire Fire and Rescue Service developed
a Girls Football Coaching Development
Centre. The centre provided the girls
from the years 7 and 8 project the opportunity
to continue playing football and was also open
to any girls in the city between the ages of 12-
16. The centre was aimed at semi-sporty girls
who wanted to play for fun and was run by
qualified female coaches. The centre helped
to develop skill and ability and also offered
pathways for girls to join local football teams.
01 Thistly Hough Cup Competition Winners
An exciting new programme aimed at getting more young people involved in
community sport has been introduced to the county. ‘Sport Unlimited’, a £36
million national programme funded by Sport England, will get more children
taking part in sports that interest them most outside of school. Sport Unlimited
targets the 50% of young people who are described as ‘semi-sporty’. The
programme is an integral part of the DCSF PE and Sport Strategy that is focused
on getting every child in England to participate in five hours of PE and
sport every week. Year one saw SASSOT receiving £195,000, a figure that has
been increased to £248,000 for year two of the programme. The award is the
culmination of a lot of hard work by the CSP, Local Authorities and School
Sports Partnerships in developing a delivery plan that offers an exciting range
of new sports activities to 5-19 year olds across the sub-region.
Achievements
The successful appointment of a Sport Unlimited Administrative Officer based
within the SASSOT team at Stafford
Good communications network has been set up between us as a CSP and the
9 lead areas within our region which are; Cannock, East Staffs, Lichfield, Newcastle,
South Staffs, Stafford, Staffs Moorlands, Stoke-on-Trent and Tamworth.
Also good contacts have been made with other organisations such as Sporting
Champions and other CSPs across the UK
Retained 809 participants across the county in total for Autumn Year 1 and 66% of
leads met their 60% Retain target
All monitoring and evaluation work has been successfully collated throughout the
county and put forward to SASSOT who from this have compiled all reports that is
required of the Sport Unlimited programme and submitted within the set deadlines.
Successful organisation and attendance to Learning Events resulting in lots of
good lessons learnt which will be carried forward to Year 2
Set up of Sport Unlimited web page on the SASSOT website including a discussion
forum
Creating a standard case study request form which will help with research, the
sharing of good practices and success stories
As a result of running many successful activities such as cheerleading, girls football
We are continuing our support of the Community Sport and Physical Activity
Networks (CSPANs). The CSPANs are integral to the strategic planning and
delivery of sport and physical activity in accordance with the local needs.
In the past our work in this area has been guided by Sport England strategies,
however the recognition of how the 2012 Olympics can provide a positive and
lasting impact on the health and well-being of the nation. This has broadened
our objectives and the work that the CSPANs undertake will hopefully help to
achieve the Legacy Action Plan target of getting 2 million more people active
by 2012.
Achievements
Support of the ‘Health Fit’ Community Investment Fund (CIF) project in
partnership with South Staffs PCT (SSPCT) which targets those in the population
who have lifestyle risks and are most at risk from leading a sedentary
lifestyle
Two Physical Activity Development Officers (PADOs) are now in post and
look after the East and West divisions of SSPTC – they are developing a
‘catalogue’ of activities that are available across the SSPCT area and are
suitable for Health Fit participants
In the East there are currently four Physical Activity Delivery officers and
the South Staffs Health Watch programme have recruited two Physical Activity
Delivery Officers who at present are trained to deliver health walks,
and gentle exercise to music and will be setting up targeted sessions within
community settings
Continued support of Walk and Talk Plus – this is a CIF funded project
which is intergenerational and provides walks led by trained leaders covering
the areas of Lichfield, Cannock and Rugeley, Tamworth and Fazeley
CSPAN Leads Networking event – this was held at the end of March and
provided the opportunity for CSPAN Leads to share the good practice that
is happening across the county and Stoke-on-Trent. Presentations were
given by Sport England West Midlands’ Relationship Manager (Communities),
Sandra Roden and the Regional Co-ordinator for the Physical Activity
Network West Midlands, Suzanne Gardner
Plans for the next 12 months
Developing a web-based forum for the CSPANs
Continuing the support of CSPAN across Staffordshire and Stoke-on-Trent
Conducting an audit of physical activity opportunities across Staffordshire
and Stoke-on-Trent
Working closely with the PCTs and CSPANs to develop new projects that
will increase the number of opportunities for people to increase their levels
of physical activity
A “Promoting Activity Toolkit” workshop to be provided for CSPAN members
to assist them with the promotion of their projects and events.
Achievements
The Special Schools Sports Festival continues to go from strength to
strength and was in its seventh year in 2008
On Wednesday 2nd July, over 220 pupils from 12 of the County’s Special
Schools enjoyed a day to remember at the festival, which is held annually
at Shobnall Leisure Complex, Burton upon Trent
The date for the event coincided with the Youth Sport Trust’s National
School Sport week. The aim of this week is to celebrate all that has been
achieved in PE and School Sport and encourage all schools to raise the
profile of PE and School Sport at a local level
The festival brought together young athletes from across Staffordshire and
Stoke-on-Trent participating in 6 different sports making it one of the biggest
disability sporting events in the county
Securing £1,500 sponsorship from Staffordshire telecommunications
company Qualitel
35 event volunteers were recruited from Burton College and Stafford
Grammar School to support the festival on the day
The festival provided a day to celebrate sport and to develop pathways for
pupils to continue to participate in sport outside the school environment
Plans for the next 12 months
To deliver a successful festival for over 300 young people on the 2nd July 2009
Secure further/additional sponsorship with Qualitel Business Telecoms
Specialists
To keep the emerging Playground to Podium (P2P) work strand and the
Special Schools Festival separate. P2P will focus on developing talent
pathways, talent identification and competition whereas the festival will
continue as a celebration of sport event focusing on participation
As part of our developing Equity plan and to aid the transition from school
to community sport, SASSOT will be developing a Disability Sports directory
and encouraging more clubs to provide pathways for theses athletes
to continue to participate in sport
The 2009 festival to be more developmental and to build on existing links to
make it a more sustainable event
Research
Following an in depth review of sport, health and equality literature SASSOT
commissioned Staffordshire University to conduct research into black, minority
and ethnic sports participation. The research investigated the reasons why
these communities are poorly represented in sport environments and volunteering
roles. Case studies within Staffordshire were identified as well as key
community hubs. Interviews were held with community members and a series
of recommendations to improve BME sport engagement have been identified:
Improved utilisation of local facilities within communities
Enhanced communication and engagement
Encouragement of family based activities
Integration of activities within existing groups and networks
Increased numbers of ethnic instructors
Active People Survey 2
Due to the success of the 2005/6 Active People Survey, the survey was
repeated in 2007/08. Although our overall participation rate (3 x 30 mins
moderate intensity activity) decreased slightly it was not seen to be statistically
significant due to the decreased sample size. We were delighted to see
that three of the Staffordshire Local Authorities, East Staffordshire (23%),
Newcastle-under-Lyme (23.5%) and South Staffordshire (22.3%) saw an
increase in participation. On very positive SASSOT witnessed an increase in
volunteering, club membership, tuition and competition, please see the table
below for the full results:
Partnership Satisfaction Survey
SASSOT conducted a Partnership Satisfaction Survey in March 2009 the result
of which will be made available during July 2009. The survey provided
partners the opportunity to comment on the quality of services they receive
allowing us continuously improve and add value to the services we offer.
The young people and parents were thrilled to meet the athletes, see their
skills in action and actually touch an Olympic medal commenting: “To see a
This has been another exciting year for Physical Education, School Sport
and Physical Activity within Stoke-on-Trent.
Achievements
Last year’s PESSYP data showed us that 87% of children have accessed two
hours of PE and School sport. This is a further rise of 4% on the previous
year’s figures and reflects the impact School Sport Partnerships (SSPs)
are having in our schools.
Stoke School Sport partnerships are fully involved in the key programmes
of the PESSYP national strategy. The Competition Manager for Stoke has
been proactive in increasing the range and variety of intra and inter-school
competitions available to 5 to 19 year olds. A number of schools have dealt
with transport problems in staging virtual competitions in golf, skipping
and rowing.
The Sport Unlimited programme has been managed by the local authority
offered a variety of activities in 10 week blocks including multi sports,
trampolining, martial arts, dance, golf, futsal, rugby, badminton, street
dance and volleyball.
The Stoke Playground to Podium programme has so far delivered two
identifying ability days for special and mainstream students who have a
recognised disability. School students have appreciated the chance to participate
against other disabled students from different schools.
North Stoke SSP continues to pioneer the development of a Leadership
Academy nationally. Activities now include: the grading of sports leaders,
regular training for the delivery of Active Play and TOP Activity, termly
academy workshops featuring practical activities from community sports
coaches, opportunities to apply to be a sports ambassador, SSP young ambassador
or a Dreams and Teams international exchange leader.
Plans for the next 12 months
The Stoke- on-Trent and Staffordshire Local Delivery Agency for continuing
professional development have been working for the past twelve months to
further enhance the support of teachers and adults. The seventh annual Stoke
SSP Conference will take place at Staffordshire University in September.
Key decisions on the development of physical education, physical activity and
school sport continue to be made at the termly city wide advisory working
group with the support of the Association of Physical Education.
This year has continued to see the success around sport, physical education
and active recreation grow across the education sector. The eight School
Sports Partnerships have now established their work programmes and
the 2008 PESSCL figures show the amount of young people involved in two
hours high quality PE and school sport exceed that national PSA target. This
is a real achievement as two years ago the county was 3% below the national
target. This year will see continuing challenges for the education sector, a
new secondary curriculum and a substantial review of the primary curriculum
will both lead to PE reflecting on the learning in which young people
are involved.
Achievements
As part of the developments in Staffordshire this year, a group of teachers
visited Canada to reflect on the teaching and learning differences between
the UK and North America. The visit highlighted a growing link between
key agencies to try to combat obesity something which the LAA group in
Staffordshire is currently trying to accomplish. The level of facilities in
Canada were impressive with sportshalls containing pull out seating areas,
ice hockey arenas and health and fitness suites to accurately measure
and support fitness. With Building Schools of the Future currently having a
key stakeholder group in Staffordshire some of these experiences will be
useful when we start to look at what flexible, modern physical education
facilities might look like
The key stage one Leap project has operated in over 170 schools reaching
over 250 teachers. It has helped teachers to focus on the key areas of
physical development and how young children can be supported by tying
home/school learning together
The Boys Expression and Communication in Staffordshire [BECS] project
used the new secondary curriculum to challenge the use of dance in boys’
secondary education. Key dance artists were established on 8 school sites
to work with male staff. The work culminated in a performance in Stoke at
Victoria Hall Theatre, Hanley with over 200 boys participating
Plans for the next 12 months
As the county continues to reflect the importance of parents in young people’s
physical activity choices, the work around key stage one is being further
developed. After a pilot programme we will work with a number of schools
to help parents support young people who might have early motor development
issues. Movement libraries in schools will support this development.
Following on from this work parents involved will be offered the chance to
take a one day sports leader award to help them support delivery at their
child’s school. This should help to support the push to the five-hour offer
The school swimming service continues to undergo a substantial review
and this year will see a number of pilot projects around how schools might
plan for swimming delivery in different ways
Things are moving quickly in the PE and school sport world and these are
indeed exciting times. Well done to all those involved in Staffordshire, you
really are making a difference to young people’s lives
CANNOCK AND RUGELEY SSP LEADERSHIP ACADEMY 2009
Leadership Academies form part of the Step into Sport programme for young people. Cannock and Rugeley SSP launched its Leadership
Academy in January 2009. The academy provide opportunities for students from year 11 to year 13 to further develop their skills
and involvement in the planning and delivery of sports festivals and their management and delivery of after-school clubs, activities
and competitions. Students were selected to become members of the academy as a result of their enthusiasm for PE and commitment
and involvement in Sports Leadership and Volunteering activities at school.
OBJECTIVES
The main objectives of the Leadership Academy are to raise the profile of leadership and volunteering across the partnership and to
create opportunities for young people to develop their leadership skills. This workforce of young leaders can then go on to support the
5 hour offer for other young people. The Leadership Academy aims to increase the quality, quantity and diversity of young people
engaged with sports leadership and volunteering. It is also hoped that the young leaders themselves will become more responsible,
confident and skilled young people.
ACHIEVEMENTS
Leadership Academy evening 12th February at Rugeley Leisure Centre attended by Sporting Champion Adam Whitehead. Leadership
Academy Conference 26th March - triple partnership event, Cannock and Rugeley, South Staffs and Burntwood and Lichfield SSPs.
Sporting Champion Andy Sinton attended the day. Leaders took part in a variety of workshops and achieved a bolt-on award in either
sportshall athletics, tag rugby, tri-golf or tag rugby.
HOCKEY BOOST
Newcastle-under-Lyme School Sport Partnership has been working with
Newcastle-under-Lyme High School to promote hockey in the local area. The
aim was to promote hockey and ensure that there was high quality lessons
delivered in schools across the Partnership. An afternoon workshop was arranged
for teachers, assistants and/or coaches. This session was available to
all schools. The afternoon was structured into 4½ hour modules including,
drills, umpiring and officiating, small sided games and progressions from basics
to lessons. This was a huge success with 10 teachers attending the afternoon.
As a follow on from the afternoon, those teachers that attended took
their knowledge back to school to begin to implement within lessons. To monitor
and promote the work that had been continuing in the schools, a taster day
was arranged at Newcastle-under-Lyme High School. All schools that took
part in the teachers’ training afternoon were invited.
Schools brought ten year 9 boys that do not play for a school team. These
pupils were offered a coaching session in the morning and a mini tournament
in the afternoon. This was a huge success! All pupils gained
knowledge and enthusiasm through the day. Newcastle SSP is looking to
organise a termly hockey event for year 9/10 boys. This is going to be
discussed at the next School Sports Association meeting. We are also
including hockey in our future Partnership Games.
OBJECTIVES
• To promote hockey within the area
• Increase the number of teachers to deliver high quality lessons
• Engage those boys that do not play in a school team
• Form a sustainable link with Newcastle SSP and Newcastle-under-Lyme
High School
ACHIEVEMENTS
• Teachers are more confident to deliver hockey lessons during curriculum time
• Increased the interest of hockey in the local area
• Engaged non-team players
• Formed strong links with Newcastle-under-Lyme School
• Providing high quality hockey in curriculum time and trying to arrange
competitions between schools
Over the last year Staffordshire University has continued to provide the
partnership with a crucial link to Higher Education, its students and its research
expertise. This has helped to improve opportunities for our current
and future workforce and provide an evidence base from which the partnership
has benefited. For example, as identified in the literature review carried
out last year for SASSOT, participation of black and minority ethnic
(BME) groups is of significant interest to the partnership and its community.
Culture, stereotypes, and access are often cited as barriers to participation
and initiatives to ameliorate these are common place, however, the overall
impact of these is under researched. Staffordshire University will now identify
and recommend the interventions most likely to benefit Stoke and Staffordshire’s
BME communities.
Achievements
Produced a review of selected academic and industry based research that
has the potential to influence the sport and active recreation agenda in
Staffordshire
In partnership with key partners identified and trained students to support
the delivery of local sports programmes (e.g. training students to deliver
Increasing participation in physical activity promotes healthier lifestyles contributes to narrowing of health inequalities
and can provide economic gains by reducing costs associated with physical inactivity. The three PCTs
working across Staffordshire, South Staffordshire PCT, NHS North Staffordshire and Stoke-on-Trent PCT, have
increasing levels of physical activity high on their agenda. Working with key partners involved in promoting participation
in physical activity, CSPAPs including SASSOT are uniquely positioned to boost delivery of this agenda
alongside sport. The Local Area Agreements include high level targets and delivery plans to achieve this aim.
new participants
• 86% of beneficiaries maintained or lost
weight with an average weight loss of 1.6kg
from attending the 10 week programme
• 29 CHEST programmes delivered across 13
locations across the City e.g. Sikh Temple,
Children Centres, Libraries, Youth Centres
and Day Care Centre for adults with learning
difficulties but accessed by Asian ladies
• Personal development and lifestyle changes
among beneficiaries e.g. feeling more confident
about themselves and improving awareness of
the importance of taking regular exercise
• Improved community cohesion as people from
different ethnic/cultural backgrounds have come
together to share expectations and experiences
of health education and improve their health
Federation of Stadium Communities to roll out phase 2 of the of the Healthy
Walks programme across Stoke on Trent with the target of reaching 1000
sedentary beneficiaries in the first year (2009 to 2010). This follows the
development of 20 ‘closer to home’ self led walking maps and training a
pool of 100 volunteer walk leaders.
Community development workers for health to focus on healthy urban planning,
physical activity and health eating in 3 particular neighbourhoods with
enhanced evaluation being conducted by Staffordshire University.
Achievements
Key achievements over the last year include:
The last 12 months have been a very exciting time in the build up to London
2012. The Beijing Olympics and Paralympics and the success of British
athletes was inspiring and helped us imagine what it will be like to have the
Games on our doorstep. Staffordshire and Stoke-on-Trent is encouraging
partners to make this vision a reality through the delivery of our Legacy
Action Plan for the 2012 Games.
There are already opportunities to get involved - we are encouraging people to
get active through the People Dancing programme, Community Games and
free swimming, asking schools to sign up to the London 2012 Get Set Education
programme and inviting cultural and sporting organisations to take part in
the Cultural Olympiad, including the annual London 2012 Open Weekend.
Athletics continues to thrive in Staffordshire with huge steps taken in the past
twelve months through the excellent relationships with School Sport Partnerships
and clubs. Sportshall athletics in schools has been taken to ‘another level’
with fantastic development across the County in schools. Competition in
sportshall athletics is now taking place for both primary and secondary age
athletes providing a pathway to Staffordshire’s excellent athletic clubs. This
development is due to a considerable amount of planning from School Sports
Partnerships, Competition Managers, Athletics Clubs and Sportshall Associates
all of whom I thank enormously. It has been very exciting to be a part of what is
now an established and successful development for athletics.
Outside of sportshall athletics, Staffordshire athletics clubs have been providing
athletes with outstanding opportunities in their communities and their athletes’
performance at competitions reflects this. Clubs are also continuing to provide
athletic opportunities for the non-competitor with Jog England and similar
programmes thriving. As always it is a pleasure to work with such dedicated
individuals who volunteer to make this all possible. Many thanks.
U13 DEVELOPMENT GROUP
COMPETITION
Staffordshire Cricket further enhanced its Player
Pathway through piloting an u13 Development
Group Competition. Each of the eleven Cricket Development
Groups (CDGs) across the county, which
are made up of club representatives, local authority
and school sport representatives, formed a squad
from players nominated by their clubs who were
not current members of the county u13 age group
squad. The squads would play a minimum of four
games at which county coaches would attend to
‘talent spot’. Those players identified as the best
performers were given the opportunity to play in
two matches against the current County Age group
players. These games were used as Performance
based trial matches for talent selection for the following
season’s Under 14 County Age group squad.
Players who were not able to be part of this selection
process could then be nominated (using the
Staffordshire Cricket Nomination Form) to the
County Age Group Coach for consideration for inclusion
in the Winter Squad.
OBJECTIVES
The objectives of the competition were to enable
Staffordshire Cricket to monitor and identify talent
from a greater pool of players than those already
linked with county age group cricket. The
competition would provide opportunities for
those players who may have previously fallen out
of the county pathway or were late developers
within the game. Clubs were asked to nominate
players who were not already county players to
attend a series of trials and coaching sessions to
enable CDG squads to be selected and play in a
number of trial games. County age group coaches
would then attend the trial games and select
those players who demonstrated potential to become
county players in next season’s u14 age
group. These players would then be invited the
county u14 winter net programme.
ACHIEVEMENTS
As with any new initiative there were a number
of teething problems but great credit goes to the
CDGs who worked hard to run trials and coaching
sessions. The u14 age group coach and manager
were highly impressed by the quality of
their trialists. Manager Nick Jelfs commented,
“I believe it was a very worthwhile exercise. The
standard at the initial sessions (approx 40 trialists)
was the highest I have experienced. All the
trialists were of good level and deserved to attend
a county session. From our initial sessions
we cut the squad to 20 for winter sessions, 6 of
whom came through the development programme.
We have now chosen our County
squad of which 2 came through the programme.”
The national campaign ‘Play On’ is primarily focused on sign-posting and
retaining players as they leave one rugby journey to another i.e. from a rugby
club to a university or vice versa. The Play On Campaign identified three areas
where reductions in playing numbers occurs:
The retention of players from school to FE/HE or employment
The retention of players from graduation to employment
Geographical relocation
To combat this we have put in place a network of volunteers at local rugby
clubs, universities and FE colleges who communicate with one another to
ensure that a player leaving one area is welcomed to the next step. These
volunteers are called Pathfinders.
Leading on from the anticipated retention of players and increase in teams,
we have had to think about developing the coaches who will be potentially
coaching these teams, the volunteers that will help administer these teams
and the referees that will help officiate the anticipated increase in fixtures. To
help meet this object we have:
PLAY ON - CLUB REFEREE
RECRUITMENT
This particular project offered club volunteers
the opportunity attend one of three Entry Level
Referee Courses across the county. There
were a total of 24 subsidised places available
to club members.
OBJECTIVES
The primary objective was to increase the
number of qualified club referees therefore
making for a more enjoyable and safer rugby
playing experience.
ACHIEVEMENTS
Eventually, we qualified 20 club volunteers to
the ELRA standard and received some very
positive feedback on the project and the content
of the course.
Ran 2 Club Volunteer Coordinator Workshops focused on how a CVC can
recruit more help at their club
Ran 3 Entry Level Referee Qualification Courses to increase the amount of
qualified referees at the local clubs
Ran several Rugby Ready Courses throughout the county to up-skill the
coaching workforce and qualify the coaching workforce
Plans for the next 12 months
Looking forward, the delivery team will continue to work closely with our key
partners in the School Sports Partnerships and the Further and Higher Education
Sectors. We will also be trying to accredit our community rugby clubs
to the Clubmark Standard (Seal of Approval) and by combining the two objectives,
sign post more young people to our local rugby clubs.
We will also look to continue with the next 2 year strategic theme entitled
‘People and Places’, which is focused on improving our rugby clubs facilities
while trying to increase the number of referees, coaches and volunteers that
these clubs have at their disposal.
YOUNG AQUATICS ORGANISERS
COURSE
The Young Aquatics Organisers course (YOA)
is a new initiative this year provided by the
Amateur Swimming Association. The course
is designed to give participants the skills
needed to run an aquatics event and the opportunity
to use their skills in a supportive
environment. The course was delivered in
partnership with Lichfield Swimming Club
and 10 young people aged 14–16 took part.
Having completed the course work, the 10
young people worked together to organise a
‘timed swim’ for their local swimming club.
The swimmers responded well to the newly
qualified YOAs and the Club Coach was
pleased with the results!
OBJECTIVES
To retain young people in sport, to widen their
understanding of sport and to increase the
number of volunteers in swimming.
ACHIEVEMENTS
• 10 newly qualified young volunteers supporting
their local swimming club
• These young people have now gone on to
gain the ASA Time Keepers Award and are
actively volunteering at other events
This is an exciting time for swimming! From gold medal success at Beijing
to the Government’s Free Swimming initiative for under 16s and over 60s,
we have a host of activities to celebrate. West Midland Swimming, Staffordshire
County Sports Partnership, local authorities and swimming clubs are
all working together to ensure that everyone has the opportunity to access
high quality provision whether they want to learn to swim, have fun in the
pool or compete with the best in the country. We are particularly pleased
with the enthusiasm shown by the young volunteers who took up the challenge
provided by the local swimming development officer, Sheila McCleod.
Achievements
In partnership with Sport England, a full time coach has been engaged to
support local clubs, coaches and swimmers. Nathan Hilton is currently delivering,
regular, extra training sessions for 35 talented swimmers in the
partnership. Coaches in all our clubs are working hard to ensure their swimmers
have the opportunities to be the best they can be
Coaches in the partnership have shown real commitment to training this year.
20 candidates, from a number of clubs, have gained level 1 qualifications, 3
have gained level 2 and I coach is currently in a level 3. Although some funding
has been provided to access the courses, many of these coaches give up their
time on voluntary basis to help their local clubs and community
The number of accredited clubs continues to increase in the partnership
Plans for the next 12 months
A new County Swimming Co-ordinator for the Amateur Swimming Association
will be appointed to work with all our clubs and partners to provide help
and support in all aspects of swimming and associated activities. This will be
a new ‘one-stop shop’ for swimming!
The last twelve months have been an exciting and successful time for South
Staffordshire with many positive outcomes being achieved throughout the
year. Again, as with previous years, this has been achieved through excellent
partnership working with local agencies to get the most out the resources
available to us to develop sport and physical activity within in the district.
The introduction of locality working within South Staffordshire, which has
seen the district divided into 5 locality areas, should improve work in the
future as it can be targeted to the needs of each locality.
KINVER BIKE TRACK
One of the areas of good practice, identified in
the latest Quest assessment, highlighted the
team’s ability to not just focus on sport but to
include play, physical activity, art and general
community development to be as effective and
cross-cutting as possible. The bike track in
Kinver was an excellent example of this.
OBJECTIVES
The Kinver Action Group (KAG) had consulted
with the young people in the area and one of
the things the young people wanted was a
bike track. Through the Play England Play
Builder programme, which is facilitated by
The past year has been another busy and productive one for Sports Development
in Stafford Borough. The team have been busy delivering many
projects and initiatives for young people and building on the success of last
year’s achievements.
Achievements
STREET CHEER
Through Sport Unlimited we have been able to
work in partnership with the Stafford and
Stone School Sports Partnership to develop
and deliver a series of cheerleading sessions
OBJECTIVES
The aim was to use Sport Unlimited funding to
train one person to become qualified to deliver
Street Cheer to young people as well as
purchase appropriate equipment for the participants.
Some of the money was also used to
fund the coach to run sessions for local communities
as well as establish cheerleading
clubs.
ACHIEVEMENTS
Over the past six months the coach has qualified
to level 3 standard and has delivered
Street Cheer sessions to over 150 young people.
Taster sessions have been run at a variety
of venues around the Borough and two cheerleading
clubs have been created. The clubs,
based on school sites, are taking place one
evening a week and are attracting large numbers
of participants to each session. Young
leaders have also come on board to help run
the sessions and are currently undertaking
their level one qualification.
The excellent working relationship with the Stafford and Stone School
Sports Partnership has continued and together we have become involved
in the Sport Unlimited Project, run through SASSOT. Sport Unlimited has
enabled us to offer an increased and diverse range of sporting opportunities
for young people within the Borough and is so far working well. Some
of the activities that we have been able to offer through the programme
include Girls Rugby, Cheerleading and Athletics
The resurrection of the Staffordshire Youth Games in 2008 enabled us
to give around 70 young people the opportunity to experience competitive
sport in a fun environment. The games also provided progression for
teams from our Borough tournaments, giving them the chance to compete
at a County level
We have been successful in receiving funding from the Big Lottery to run
three new projects. These projects aim to provide activities for young people
both after school hours and in school holidays. The three elements are
Mobile Skate Park, Summer Inclusion project and a Play Ranger service in
local parks
We have continued to run our 5Alive activity project through the children’s
fund, which is still proving popular with young people. This year the project
took the format of sports and arts activities running in the summer holidays
targeting a variety of rural areas around the Borough
Within the past twelve months we have also been working with the Community
and Learning Partnerships that have been established around the
Borough. The team have linked with the C&LPs to help identify gaps in
provision for young people and to help address the shortfalls in each area
Plans for the next 12 months
Build on the success of our Sport Unlimited projects by offering a greater
number of activities for young people to access
Re-launch the Stafford Borough Community Sports and Physical Activity
Network (CSPAN) in line with the new National Physical Activity Plan. The
membership will be extended to wider partners and aim to drive forward
the sport and physical activity agenda in Stafford Borough
Staffordshire Moorlands District Council has continued to implement its
new Sports Strategy in 2008-9 by maintaining and improving its links with
key partners such as the School Sports Partnership, the Community and
Learning Partnership and Sport Across Staffordshire and Stoke on Trent.
SMDC has clear targets for improving the infrastructure of sport in the District,
both at the high level competitive end, down to recreational, informal
forms of physical activity. There is a commitment to improving opportunities
to participate in sport and also to upgrading and developing facilities across
the Moorlands.
LEEK BOXING ACADEMY
Staffordshire Moorlands District Council has
helped establish the Leek Boxing Academy in
conjunction with boxing coach Daniel Stanton.
Daniel has previously set up a similar academy
in Liverpool and attracted a number of
‘hard to reach’ young people in deprived parts
of the city.
OBJECTIVES
The objective is to provide young people in
Leek with the opportunity to positively channel
their energy into something that will enable
them to be physically fit and active and
also learn the discipline and control that boxing
training provides. The academy has already
done a number of taster sessions in
schools and community centres in Leek and
now has its own property in the town centre.
ACHIEVEMENTS
The academy has already attracted a number
of members as a result of the taster sessions.
01 Leek Boxing Academy coach Daniel Stanton
Moorlands Sports Awards
Achievements
Continued development of Community Activity Network that now has a
clear centralised reporting mechanism for the project groups in conjunction
with our Performance Manager
Commitment to major facility development in Biddulph, Cheadle and Leek
as well as supporting smaller scale facility developments in rural areas
Significant increase in financial commitment to development of coaches
and volunteers as a result of consultation with clubs and organisations
Successful first term of Sport Unlimited programme
Establishment of Health Trainer programme across 4 targeted Moorlands
wards
Continuation funding for very successful Children’s Fund project targeting
children at risk of becoming obese
Continued success of Outreach activity projects in Biddulph, Cheadle and Leek
Outdoor Activity Coach delivering orienteering, archery, biking to schools
and groups across the District
Plans for the next 12 months
To work closely with individuals, clubs and organisations to increase the
number of coaches and volunteers qualified in the District which will in
turn increase opportunities for participation
The Community Activity Network will demonstrate results from the project
groups on areas including volunteering, access to facilities, opportunities
for older people and the health agenda
Our programme of facility development should see significant improvements
to venues in the main towns providing more opportunities for people
to participate in high quality facilities
Our partnership with Parkwood Leisure will see 3 posts created to create
closer links between the community and the leisure centre providers.
These posts will be linked to increasing numbers of coaches and volunteers,
ensuring development plans are implemented at the improved facilities
and generally being prominent figures in each of the 3 main towns
Manager
The last twelve months have certainly been very busy for the Sport and Leisure
Services team at Stoke-on-Trent City Council. We have continued to
support and develop many projects and programmes that continue to make
the service offered to the residents of Stoke-on-Trent very successful.
ENERGISE PLUS
Energise Plus is the new sports and leisure discount
scheme operated by Stoke on Trent City
Council and replaces the Recreation Key Card
Scheme. The scheme was officially launched on
October 26 2008 by Lord Mayor Capey at Fenton
Manor Sports Complex, after a significant marketing
campaign and Energise Plus promotional
road show at strategic locations across the city.
The scheme is part funded by NHS Stoke on
Trent and the objectives are to increase participation
in concessionary users.
OBJECTIVES
The City’s participation target is to achieve 30%
of people being active for at least 30 minutes 5
times a week by 2012 The target for Energise
Plus card holders for 2009 is 8,300 with a 1% increase
every year after. Based on the latest set
of population statistics (2005 ONS data) provided
by the City Council’s Knowledge Management
Section, the Energise Plus card scheme will
have a target audience of approximately 112,000
of which it is anticipated that the scheme will engage
75% of these people
ACHIEVEMENTS
The scheme launch and continuous marketing
drives has been particularly successful in recruiting
almost 6,000 new members since October
last year achieving 71% of the annual target.
Energise Plus was award a commendation from
the Government Business Awards in March 2009
and was a runner up award from 150 other application
from sports and leisure providers
across the country.
Quest scores have increased within the leisure centres and we have once
again demonstrated that we provide good facility provision and customer
service to the visitors at our centres.
Working in partnership with Building Schools for the Future and the Big Lottery
Fund, Sandon High School is now a thriving community venue and capacity
at this flagship centre is very much sought after.
Achievements
Closing the Gap (CtG) is a national unique programme designed to raise
participation levels amongst socially excluded young people through key
partnerships. The programme has supported 24 local organisations, including
the Coalville Residents Association, created a sustainable sports
academy on the estate and led to a successful bid of £180,000 from the
North Staffordshire Primary Care Trust for StreetGames in the city. Other
successful projects include Integrated Family Support Unit, North Staffordshire
Young Carers, Blackfriars Day Centre and a number of Children’s
Centres including Treehouse, Kingsland and Crescent. All these projects
now have trained staff in sport and deliver sustainable sport sessions for
their young people. Closing the Gap has now successfully gained mainsteam
funding and continues to work with new projects
Stoke-on-Trent hosted The Cycle Tour of Britain for the first time in 18
years. Sport and Leisure Services played a key role in this event and developed
the very first Potteries Pedlar Pied Piper community ride before the
race came through the City. This ride encouraged many people to take to
the saddle and join in this exciting and prestigious event
The Energise Plus scheme is now well under way. The scheme has provided
people with the opportunity to become involved in active recreation
at a reduced cost. 4,000 people have signed up for the scheme in the seven
months that it has now been operating

The Lifestyle Support Programme which is funded by Sport England, NHS
Stoke-on-Trent and Stoke-on-Trent City Council is now entering its second
year. The scheme which is a GP referral programme aims to reduce health
inequalities within Stoke-on-Trent and improve patient’s health and wellbeing
by providing them with opportunities to participate in a variety of
physical activity interventions
Plans for the next 12 months
Continue to develop and extend the membership of the Sport and Physical
Activity Partnership
Host the Tour Series 2009 and the Tour of Britain
The Sport Personality of the Year awards will take place on 2nd June 2009.
The congregation will include many famous sports personalities both past
and present
Phase one of the Sport and Activity Strategy is now complete, work is progressing
on phase two and will be available on the website by July.
