down special textbook committee 

The Liberal Democratic Party’s 

Okinawa branch has proposed 

abolishing its special committee 

established last year to provide 

input on the Ministry of Education decision 

to alter high school textbook 

accounts of mass suicides during the 

Battle of Okinawa. 

The ruling party’s spokesman says 

“It’s not yet 100% satisfied with answers 

from the government,” but the executive 

committee group believes it has done all 

that it can. The decision to break up the 

committee is not being met with universal 

acceptance; many <strong>LDP</strong> members 

want to keep the special committee in 

operation until the Ministry of Education 

lives up to its promises to restore original 

language to textbooks before April. 

The Ministry of Education last May 

ordered five high school textbook publishers 

to delete references to the 

Japanese Imperial Army ordering 

Okinawans to use hand grenades to commit 

mass suicide, rather than surrender to 

invading American forces. Survivors of 

the 1945 Battle of Okinawa have long 

described the soldiers’ orders, particularly 

on Zamami Island. Japanese military 

officers on Okinawa during the battle 

have denied the charges.

Man drowns

no oxygen coming through their regulators 

and tried to signal a third man on the surface 

in a boat. The pair wanted to be 

pulled back aboard the boat, but officials 

say it appeared the friend didn’t notice the 

brothers’ plight. 

Authorities say the compressor had 

run out of gas. By the time the man on the 

surface refueled and started the engine, 

sending air below, it was too late for the 

older brother, who panicked and drowned. 

His younger brother brought him to the 

surface, but it was too late. 

American Engineering 

tagged for tax evasion 

American Engineering Corporation, a 

company heavily involved with contracts 

on U.S. military installations, has been 

charged by the Naha Prosecutors Office 

with concealing revenues to avoid paying 

corporate taxes. 

The Okinawa office of the National 

Tax Office, suspicious about the figures 

being reported by American Engineering 

over the past few years, launched an investigation 

and discovered major errors in the 

amount of sales being reported. Tax officials 

say declarations were suspiciously 

low, a move made to reduce the amount of 

taxes owed. 

The Tax Office says American 

Engineering under reported earnings by 

¥220 million over the past three years, 

leading the company to not pay any corporate 

taxes. American Engineering was 

ordered to pay a total of ¥330 million, a 

figure including penalties. American 

Engineering Corporation has reportedly 

admitted to the tax evasion charges. 

The National Tax Office filed its accusation 

against American Engineering with 

the Naha Prosecutors Office last April. 

The Prosecutors Office conducted its own 

investigation, which led to the charges filed 

Monday. 

Cops searching for man 

puncturing car tires 

More than a dozen cars were attacked 

by an ice pick wielding man Sunday night, 

the second series of attacks in less than two 

weeks, and Ginowan Police are looking for 

the culprit. 

Police say they’re looking for a man 

believed to be 50~60 years of age in connection 

with the tire puncturing of 15 

parked cars in a four-hour period late 

Sunday evening in the Futenma area. A 

car owner saw the man carrying an ice pick 

running away from the scene. He told 

investigators the man was “a little fat” and 

had short silver hair. 

Ginowan Police say another rash of 

tire puncturing took place January 11th and 

12th in the Nodake area, with 17 cars 

involved. They say the puncture marks in 

both series of attacks appear to be from the 

same type sharp object, which fits the 

description of an ice pick. 

Leery Olympians turn to 

Japan for training camps 

Three countries have chosen Okinawa 

as the site for their pre-Olympic training 

camps, and twelve others have announced 

similar plans to train in Japan prior to the 

August Olympics in Beijing. 

England, Spain and Australia have 

already selected Ishigaki Island as the site 

for their training camps. They, along with 

numerous other countries, have expressed 

concerns about Beijing’s overcrowded conditions 

and polluted air, and opted to train 

in a better atmosphere. Some have also 

voiced worries about possible food poisoning 

in Beijing. 

Greece, the United States, France, 

Finland, Sweden, Germany, Denmark, 

Holland, Poland, Bahrain, Ireland and New 

Zealand have already announced they will 

establish training camps in Japan. No sites 

have been selected yet. 

Okinawa is aggressively wooing the 

countries in hopes of attracting them to the 

prefecture. Officials are already predicting 

Okinawa will be the best and most popular 

spot for Olympic camps. Additional countries 

are also expected to choose Japan as 

summer training sites. 

Budgets, financial woes 

override peoples’ concerns 

Okinawa is feeling the pinch of government 

reform and decentralization as 

much as other prefectures, and few people 

are pleased with the cutbacks being 

imposed by former Prime Minister 

Junichiro Koizumi’s Trinity Reform Plan. 

A Ryukyu University professor who 

last year spearheaded a forum about the 

central government’s handling of the economy 

and prefectural fiscal issues, says “the 

Japanese government is telling just the 

problem of financial situations changing,” 

and not taking into consideration the needs 

of people. Professor Jun Shimabukuro 

says the problem is going to “make problems 

because the government doesn’t take 

the broad view of the situation, like 

between peoples’ relations and trusting 

each other, the community consciousness, 

and social relations that are being 

destroyed here in Okinawa.” 

He says the focus is only on money, 

pointing out that issues like moving 

Futenma Marine Corps Air Station to 

Henoko is polarizing the community, 

“<strong>split</strong>ting the residents into two groups of 

residents.” He says the question is how to 

get residents in the Henoko area trusting 

each other. 

Cars, foods blamed for 

Okinawa longevity decline 

Pundits are calling Okinawa’s declining 

longevity records the result of “the 

seduction of car life making Okinawans fat 

and lazy.” 

Okinawa, once the epitomy of long 

life, has slipped in the ratings, and the prefecture 

has been tagged by some “The 

Island of corpulence”. Obesity is increasing, 

life expectancy dropping for both men 

and women, and exercise seems to be 

something locals fail to embrace. 

The automobile is being blamed for 

everything, as Okinawans drive everywhere 

instead of walking or using 

Okinawa’s imperfect public transportation 

system. Officials acknowledge that the 

lack of public transportation makes it difficult 

for people to get home, particularly 

after long nights of eating and drinking. 

The Prefecture Monorail Section says 

the number of cars on Okinawa roadways 

is increasing at a rapid clip, by about 2.3% 

each year. Every family on Okinawa, it 

says, has at least one car. People use cars 

even to go to the supermarket, researchers

Policeman sending threats 

in text messages arrested 

The northern Okinawa woman was 

puzzled about dozens of messages received 

on her cellular phone saying “I will kill 

you. I’m going to settle the account with 

you.” 

After receiving nearly 60 such messages, 

and after she sent the unknown message 

sender her own messages saying 

“Please don’t send mail to me”, she turned 

the matter—and her cell phone—over to 

Ishikawa Police to investigate. They did, 

and found the threatening messages were 

coming from their own police station. 

Police traced the caller’s cell phone to 

one belonging to a 49-year-old police sergeant 

assigned to the Ishikawa Police 

Station. The officer has denied sending the 

calls to the woman, telling his superiors he 

doesn’t even know the woman. She, in 

turn, told police she doesn’t know the 

policeman, either. 

Investigators from the prefecture 

inspectors section confirmed the calls did 

come from the policeman’s phone, and

subsequent interrogation revealed that he 

did send the messages, but to the wrong 

person. He admitted he didn’t realize his 

friend had cancelled the cell phone number, 

and that the number had been reassigned 

to the lady who received his threats. 

Ishikawa Police arrested the police sergeant. 

“We are very sorry about this scandal,” 

a police inspector says. “We would 

like to apologize to the lady victim and to 

everybody.” The inspector said “We are 

strongly advising our staff, telling them 

never again to do such a thing.” According 

to investigators, the sergeant began sending 

the messages last November after he didn’t 

receive answers to his calls to his lady 

friend. 

Heron recovering nicely; 

fishermen breathe relief 

The black face spatula heron rescued 

January 13th after being tangled for more 

than a month in fishing line is responding 

well to veterinary care in Tomishiro, and 

fishermen are relieved. 

The bird has gained 100 grams, veterinarians 

say, and is eating up to 80 small 

fish a day. The heron’s still less than half 

the 2kg weight it should be, but doctors 

predict he’ll bounce back and soon be able 

to be released. Doctors say the bird had an 

irregular pulse and was tired when rescued, 

but there were no fish hooks or fishing line 

in the stomach.

Soaring oil prices have pushed the Japanese government 

into an aggressive bio fuels production 

program, with Okinawa at the hub of promotion. 

Ryukyu Oil Company has been chosen as the test 

company for a five-year program to market bio fuels. 

The Ministry of Economy, Trade and Industry has begun 

the test down to local fuel station levels, planning to 

install new pumps at 19 service stations in the coming 

several years to experiment with e3 gasoline. The 

Ministry has worked with NEDO, the institute of industrial 

mechanics’ development program, and earmarked ¥1.5 

billion for the experiment. 

Bio fuels are produced using sugar cane being grown 

on Miyako Island since 2007. The e3 bio fuel is in competition 

with oil wholesalers, who are promoting ETBE, 

another type of gasoline using a mixture of ethanol produced 

from raw materials other than sugar cane. The e3 

bio fuel is currently available at only four Okinawa locations. 

“Ryukyu Oil Company will use the budget from the 

government and set up a special e3 fuel filling corner at 

the 19 gas stations,” a ministry official says. “Ryukyu 

Oil has become the trustee because they want to studying 

the process in order to spread e3 fuel nationwide.” 

Miyakojima City currently has a large scale bio 

ethanol work project in conjunction with the Ministry of 

Economy, Trade and Industry. The Ministry of 

Environment is also involved in the project.

The bird was first spotted in early 

December near the Tomishiro port, fishing 

line and hooks wrapped around its bill. It 

could not eat, and the more the bird tried, 

the more tangled the fishing line became 

around its leg. Rescue specialists were 

called from Tokyo, joining local bird specialists 

and veterinarians in finally capturing 

the bird in the Manko wetlands. 

Motokazu Hoshi says “there are a lot 

of endangered species coming to Okinawa 

from other countries for the winter, and we 

fishing lovers must know about manners.” 

Hoshi is Okinawa branch chairman of the 

Japanese Fishing Promotion Association, 

and his members are committed to “taking 

action and strengthening beach cleanup so 

we can protect birds and the environment.” 

He says the association will make posters 

showing pictures of birds whose bills are 

fouled by fishing lines, reminding members 

never to leave fishing lines in the water or 

laying on the beach. 

Transportation company 

settles overtime pay dispute 

A two-year court battle over whether 

Hokugan Transportation Company had to 

pay its workers overtime has ended, with 

the court ordering the company to pay.. 

The Fukuoka High Court’s Naha 

Branch ruled the company was wrong, and 

ordered it to pay the workers ¥47 million 

overtime pay, plus another ¥17.3 million 

for damages.

Tree house provides Sayori 

Park plenty of fun for kids 

It’s a one-of-a-kind, a tree house built 

just for youngsters. Children can scramble 

up the stairs into the house, or play 

on nets stretched across supports at Sayori 

Park. The park is not particularly large, 

but it has been designed as a perfect playground 

for kids. Filled with slides and 

twisting chutes, the net playground equipment, 

and even an animal seesaw, it’s a 

child’s delight. 

Older kids are not left out either, with 

facilities for baseball and basketball. 

Parents can sit in the shaded gazebos 

watching the scene, or looking across 

Awase Bay. There are rest room facilities 

in the park, although no parking. 

Sayori Park is reached by going 

straight from Kadena Air Base Gate 2, 

passing through the Takahara intersection 

then continuing until the San-A supermarket 

is on the left and a traffic light directly 

ahead. Turn left at the traffic light, continue

Okinawa Chapter, says “this problem is 

insistently discussed by the executive committee, 

and if problems come up again, we 

will have to set up some kind of organization 

again.” Toshinobu Nakazato disagrees. 

The chairman of the executive 

committee group says “If some people 

don’t want to break up the committee, it 

must be decided by the executive committee 

members.” 

Insiders say people within the party 

are upset by the decision. They say “we

Nakijin Castle 


within the castle were the King and his 

family, supply centers and a security army. 

The multi-level castle was the largest castle 

of the early years of the Ryukyu 

Dynasty. Its stone walls still stand, a site 

for visitors who transit the castle grounds 

daily from 9 a.m. to 5 p.m. 

The Nakijin Village History and 

Culture Center is west of the ruins. A 

series of shrines built to honor the gods are 

still standing, and a stone paved road runs 

along the Hanta Trail surrounding the castle. 

Nakijin Castle is an active archeological 

excavation site, with hundreds of artifacts 

continuing to be discovered tracing 

King Haniji’s trade relationships with 

China and countries of Southeast Asia, 

including Vietnam. 

The castle was named a National 

Historic Site by the Ministry of Education 

in 1972, and historians and archeologists 

pore through the grounds on a regular 

basis. The Kingdom of Hokuzan was 

heavily involved with Chinese trade, and 

Chinese pottery dating to the 13th century 

are still being uncovered. Vietnamese pottery 

supports historians’ theory Hokuzan 

dealt directly with Southeast Asia for 

spices, a treasured commodity in China 

during the time.

Nakijin Castle and the Hokuzan 

Kingdom fell in 1416, when the central 

Okinawa Chuzan Kingdom attacked and 

overpowered the region. The Hokuzan 

Kingdom had survived for a century, but 

the stronger forces of Chuzan King Hasi 

led King Haniji and his senior leaders to 

commit suicide. 

Absorbed into the Chuzan Kingdom, 

Nakijin Castle served as the kingdom’s 

northern outpost for more than 200 years, 

serving officials from Shuri. Its glory era 

ended in 1609, when Tokugawa Shogun 

ordered his regent back to Shuri, leaving 

Nakijin Castle an empty shell filled with 

ghosts and memories. 

Today, it’s alive with tourists celebrating 

beautiful sakura, the colorful pink cherry 

blossoms. The daily illuminations for 

the Cherry Blossom Festival run from 5:30 

p.m. to 9 p.m. February 2nd and 3rd are 

designated dancing days, with festival 

organizers setting a special stage for performing 

traditional song and dance. 

Admission fee is ¥300 for those under 18, 

and ¥400 for adults. 

Nakijin Castle is easy to reach. Travel 

north on Highway 58 toward Nago City. 

Inside the city, turn right, going northbound 

on Highway 72 to Nakijin Village. 

Once in the village, turn left onto Highway 

505 headed west. Travel three kilometers, 

then look for signs marking the route to the 

site.
