At the City of Merriam, we strive to be the best – in the services we provide you, the community events we put on, and programs we offer throughout the year. Still, we were pleasantly surprised when our 2018 Community Survey came back earlier this year with such positive results. When it comes to quality of life, 92 percent said you’re satisfied with life in Merriam and 91 percent are satisfied with the quality of our City services. I’m very pleased with these results but know we have much more to achieve. We always look for ways to improve and strive to provide you with the best services and amenities we can. (See more survey results on page 5.) We provide these services but know this is a team effort. You're helping us create a vibrant community. Construction on the new community center will soon be underway with a completion date set for 2020. You’re taking full advantage of grants the City is offering for exterior home improvements, neighborhood islands, and block parties. You’re participating in our community events offered throughout the year, and you’re voicing your opinions at our City Council meetings We are encouraged and invigorated about Merriam’s future and people, like you, who make our community Just Right. New Community Center Updates Design is almost complete for our new community center!

The City and the resident-led design committee spent the summer creating the interior and exterior look of the new community center. Residents provided input at two public open houses to help finalize the design process. A final design will be presented to City Council in September and groundbreaking on the new facility is expected by early fall. We continue to explore partnership opportunities with the Johnson County Public Library to help create a sense of community for Merriam residents. The Antioch branch is in need of new construction within the next few years, and the library board is considering relocating the branch to Vavra Park. A recent study determined there is enough room to house both facilities on the property without impacting programing. They would share a parking structure. The library relocation would enhance the communal feel of the site and be an asset to all Johnson County residents.

Survey results show the City is top rated in nine areas. The 2018 Community Survey assessed Merriam residents’ satisfaction with City services and compared the results with other communities across the Kansas City metro region. Merriam received the highest rankings in Kansas City for:

Back to School Public Safety Tips Starting this month, Merriam police officers will increase traffic enforcement around Merriam Park and Crestview elementary schools to help keep kids safe. Safety tips: • Drivers need to pay extra attention to the road as there will be children walking and riding bicycles to school.

• EVERYONE needs to wear a seatbelt. Officers will specifically look for unrestrained passengers and distracted driving (texting). • Parents should either escort their children or remind them to use sidewalks and crosswalks when walking to school.

• Kids riding bicycles should wear helmets and follow traffic rules.

• Remind children to never approach someone in a vehicle they don’t know. If someone they don’t know tries to get them to come to their car, they need to tell a trusted adult immediately.

Merriam Police Detective Promoted to Corporal Merriam Police Detective Laura Naegele was promoted to Corporal in May. She joined the Merriam Police Department in 2010 and had worked in the investigations division since 2015.

By the end of the year, Merriam will add two more HAWK lights on City streets. HAWK lights are similar to a conventional crosswalk signal but are considered safer because they are more visible to drivers.

More Pedestrian HAWK Lights Coming to Merriam

Merriam will place the new HAWK lights at Goodman St. and Johnson Drive and at Mastin St. and Johnson Drive by the end of the year replacing the current traffic signals. Currently, there are HAWK lights at Antioch Road and 61st St. and at 67th and Knox streets. How it works: the light remains dark until a pedestrian activates a walk button. The flashing yellow light followed by the steady yellow light means drivers should proceed with caution. Drivers must stop once there is a steady red signal. Once the red lights start alternating, you stop at the HAWK light but can then drive through if the pedestrian has safely crossed the road.

Fire Prevention Week: October 7–13 This year’s Fire Prevention Week campaign, “Look. Listen. Learn. Be aware. Fire can happen anywhere,” works to educate you about three steps to help reduce the likelihood of having a fire and how to escape safely in the event of one: “LOOK” for places a fire could start. Take a good look around your home. Identify potential fire hazards and take care of them. “LISTEN” for the sound of the smoke alarm. You could have only minutes to escape safely once the smoke alarm sounds. Go to your outside meeting place, which should be a safe distance from your home and where everyone should meet. “LEARN” two ways out of every room and make sure all doors and windows leading outside open easily and are free of clutter.

Sheila Sheridan Court Administrator Municipal Court ................................................................................................................................... Sheila Sheridan has worked as the court administrator at the Merriam Municipal Court since October 2010. Before working in Merriam, Sheila served as the clerk of the court in the Olathe Municipal Court. Her mother was the chief deputy clerk for Johnson County for 42 years, so Sheila says the court system runs deep in her family. What kind of court cases happen in the Merriam Municipal Court? Municipal court handles traffic infractions, misdemeanors, and city ordinance violations issued by code enforcement, animal control, and the city clerk. This includes driving under the influence, battery, theft, disorderly conduct, and possession of controlled substances and paraphernalia. What do you do? On Tuesdays and Thursdays, I go into the courtroom for court and enter information from the judge and prosecutor into the court system. I prepare revocations for people who have violated their probations and diversions. Every week, I issue bench warrants and suspend driver’s licenses for people who have failed to appear in court.

What do you like about your job? There is always something a little different every day. Whether it's a phone call from a defendant or attorney asking for information, there is always something I haven’t heard or experienced before, which says a lot after 30 years of doing this job. What’s something that the average person doesn’t know about the municipal court? We can take care of the majority of our cases without an attorney. The City of Merriam will let you amend your own traffic ticket, depending on the circumstance, without an attorney. Also, if defendants miss their court date, there’s always an opportunity for them to be able to walk in and see the judge or prosecutor.

Municipal Court Amnesty Days The Merriam Municipal Court will have two amnesty days on August 14 and 21 from 10 a.m. to noon. All Johnson County cities are participating in the amnesty days. Court officers will waive warrant fees on most recent warrants and won't call other agencies to arrest people on their warrants. This will give defendants a chance to take care of all their warrants without fear of being arrested. PAGE 8 // MERRIAM HIGHLIGHTS & RECREATION // FALL 2018

Why do you like working for the City of Merriam? The City has great leadership, and I feel like my ideas are listened to and valued. You feel like you are part of a team and that your job is important. What do you do in your spare time/hobbies? I've played softball since I was 8 years old. I keep telling myself I'm too old to play but I still travel for games. My pets are my family, but I find myself without a dog for the first time since 1989 as I just lost my 15-year-old lab, Remington, in May.


Merriam City Council approved hiring Christopher Mann as the City’s new part-time prosecuting attorney. Mann handles all traffic and city ordinance violations in the Merriam Municipal Court and will represent the City on cases appealed to the Johnson County District Court.

Merriam Hires New Prosecutor

In addition to serving as Merriam’s city prosecutor, Mann works as a part-time prosecutor for Gardner Municipal Court and has his own practice in Lenexa.

Prior to serving in his current positions, Mann acted as the Wyandotte County prosecutor and worked at the Kansas Securities Commission’s Office.

Mann received his law degree from Washburn Law School in 2007. He was a police officer with the Lawrence Police Department from 1998-2004 before an injury ended his career.

Rafael Durán, CIYT ................................................................

Rafael Durán is a constant smiling face at the Irene B. French Community Center where he has taught Iyengar Yoga and Yoshinkai Aikido since 2012. In 2000, he went to India to study at the Iyengar Institute, and said life has never been the same since.

How long have you taught yoga and what got you interested? I began teaching in 1995 at Shawnee’s Community Center. Ever in constant pain due to an old injury, I started attending weekly Iyengar Yoga classes in 1983. How did you begin teaching at the Merriam community center? The yoga express instructor contacted me and several others to let us know she would be teaching elsewhere. With resume in hand, I was interviewed by Dave Smothers (Parks and Rec assistant director) the next day and hired on the spot.

What do you like most about teaching? I regard it as a sort of 'service to others.’ Previously, I taught at the college level and that professorial streak is still there. What’s a common misconception about yoga? It is important to understand that yogāsana is not exercise in the usual sense. More accurately, it's a way to tone organs, strengthen muscles, improve balance, and alleviate the effects of stress.

What are you most looking forward to in the new community center? The new center will have larger mixed-use rooms where yogāsana/prānāyāma and aikito will be taught. It will also have a storage closet for all those props we use in class. What do you do in your spare time? I also teach Yoshinkai Aikido and therefore need to prepare and practice for classes. In addition, I see clients for Flowtrition or one-on-one private yogāsana sessions.

What did you do before becoming a yoga teacher? I taught college ceramics and sculpture after receiving a Master of Fine Arts in 1978. My artwork is in several collections throughout the country, including at the Topeka and Shawnee County Public Library. • It’s very important that you don’t rake leaves into the street or gutter and don’t block sidewalks.

• Please rake leaves into a pile along the curb/ edge of the lawn that’s as long and narrow as possible. Benjamin Lawn & Landscape trucks are equipped with a side mount vacuum. The machines can reach six feet into the yard so leaves beyond six feet may not be removed.

The City of Merriam Wants You to Get to Know Your Neighbors Grab some hot dogs and burgers – don’t forget your neighbors! The City of Merriam will now provide up to $200 to help pay for a neighborhood block party. You can use the Neighborhood Block Party Grant to help cover partyrelated expenses such as food, paper goods, party favors, and to hire entertainment/performers. However, you won’t be able to use the grant money to cover expenses for alcohol and tent or stage rentals. Block parties are a great way for neighbors to come together, build relationships, and engage in family fun activities.

Merriam City Council Approves New Public Art Project Merriam City Council approved its latest public art project “Hmmm...” by Boulder, Colorado artist Joshua Wiener. It features a caterpillar observing an iron butterfly placed atop a stone cairn. The piece is a playful exploration of place-making and identity. The caterpillar is mistaking the cairn as another caterpillar and then seeing its future as a butterfly. The cairn provides a nod to Merriam’s history of settling this area. The caterpillar and butterfly represent the transformation that’s happened over time.

The project was selected by the resident-led Merriam Public Art Committee after they conducted a national call for artists last summer. The sculpture will be located on Merriam Drive near Waterfall Park and installed next year.

This 5.25-acre park provides access to the Turkey Creek Streamway Trail. The pavilion has eight picnic tables and a large grill. Amenities include playground equipment, swings, open green space, and paved parking.

This facility is perfect for corporate picnics, family reunions, and other gatherings. Amenities include a bridge to Turkey Creek Streamway Park Trail, electrical hookups, playground equipment, and a sand volleyball court across the street at the community center. Tables and chairs aren't provided.

ID Card Admission

The Merriam Parks and Recreation Advisory Board meets on the fourth Tuesday of each month at 6 p.m. at the Irene B. French Community Center. The Board is comprised of one representative from each of the four City wards, three at-large positions, and one youth representative. Fitness center patrons must show a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Register Early!

Please register at least three working days prior to the start date of a class to prevent cancellation due to low enrollment. Many of our classes fill early due to popularity.

Scholarships

A limited number of recreation scholarships are available to help defray the cost of class and membership registration fees. Limited to Merriam residents; low-income guidelines apply. Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance in these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Refunds of less than $10 will be reimbursed with cash and will require a signature from the person eligible for the refund. Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the IBFCC front desk.

Program Instructors Needed

Turn your hobby or skill into a part-time job by teaching a class at the community center. Call 913-322-5550 to discuss your idea for a new program! Facility users are expected to respect community center property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the community center and within 10 feet of all entrances. The community center isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Sharing in Your Community’s Future

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. The Foundation also supports the arts in Merriam, annually donating a piece from the Heartland Artist Exhibition to the permanent collection hanging at the Irene B. French Community Center. Recent programs include scholarship assistance for Merriam Parks and Recreation programs and memberships; sponsorship of Summer Sundays in Merriam; new benches at all playgrounds; and assistance in the renovation and expansion of the Tim Murphy Art Gallery. Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability.

Chatlain Park 6300 Carter Ave.

One of Merriam’s most active and beautiful recreation spots is Chatlain Park. Located at 6300 Carter Ave., Chatlain Park is named after John C. Chatlain, a 40-year Merriam resident who served on our city council for 32 years.

Chatlain Park opened in July 2000. The 5.25-acre park provides an access point to the Turkey Creek Streamway Trail. Prior to 2000, the City of Merriam had relatively little park space. It wasn’t until the damaging floods in 1998 that sparked interest in growing our park system. The land, now home to Chatlain

Park, suffered extreme damage after five inches of rain fell in less than three hours. The City purchased the land to prevent future homes and businesses from overwhelming loss with more possible floods.

The original park included a playground, paved parking, and a drinking fountain. Today, residents can enjoy picnics, playtime, and access to the Streamway Trail. Look at the timeline to see how development and improvements to the park have continued throughout the years.

The section of trail that follows Turkey Creek in Merriam is approximately four miles of paved, multi-use trail running from 75th St. to Antioch Road. The trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park.
