Foreword Our 2019 Handbook is once again a testimony to the immense amount of work carried out by everyone connected with the Yorkshire Cricket Board. I wish to thank everyone who has contributed to its content and to thank the Operations Staff for its editing and production. The brand of “Yorkshire Cricket” - which encompasses the Cricket Board, the County Club and the Cricket Foundation - is now firmly in place, with many initiatives and resources now shared and integrated amongst the three departments for the benefit of the whole cricket community in Yorkshire. The Yorkshire Cricket Board relies on a huge volunteer workforce to run the recreational game and we sincerely thank all club and league officials, all sub-committee, League Councils, CDGs, Management Group/Board and Working Party members for their continued and much valuable support. Cricket in Yorkshire is dependent on the work of volunteers, whether it is as a Coach, Groundsman, Umpire, Scorer, Player, Club Secretary, Club Chairman, Treasurer, League Official etc. and we thank them most sincerely for their contribution to this great game of ours. The 2018 cricket season saw the third season of the Yorkshire Premier League structure, culminating in the champion of champions final at Emerald Headingley. My thanks go to all members of the Premier League Management Board, all of whom have all played a pivotal role in making this another huge success. The other historical change has been the management and delivery of County Age Group Cricket together with the new Regional Cricket programme alongside the Pathways to Excellence scheme under the banner of the Yorkshire County Age Group Cricket Management Board which is our major flagship programme that continues to develop young players and encourage them to achieve their potential within the sport. We now have over 800 players on our Pathways Scheme. The long hot summer of 2018 brought some great successes to our county on the field. We wish to congratulate Yorkshire U15’s on becoming National Champions for the second consecutive year; the Yorkshire U17’s on winning their national competition, the Yorkshire U14a team on becoming Northern Champions; U15 County Girls on winning the County Championship once again. Congratulations also goes to Wakefield Thornes who were winners on the Yorkshire Premier Leagues Championship Final; to Hanging Heaton CC - Vitality National T20 winners; Folkton & Flixton for winning the National Village Cup; to Richmondshire CC on winning Royal London National Club Championship... and finally to Sheffield and Bradford on reaching the ECB Core Cities Cup final for U17-U21s… Congratulations to Bradford on winning this all Yorkshire final. Several players of these players are now progressing on our Pathways to Excellence. Our congratulations to everyone … and we do wish everyone involved in the game every success for the season ahead. YCB Board of Directors The primary role of the YCB Directors is to promote and develop the game of cricket at all levels and in all situations within the recreational game and to provide governance support via a ‘check and challenge’ approach, primarily through bi-monthly Board meetings. The Directors also promote and implement the Yorkshire Cricket Board Development Plan, through the Yorkshire Cricket brand within the context of the current ECB Strategy (“Cricket Unleashed”) and the County’s Memorandum of Understanding with ECB. Board members are chosen for their experience and expertise in a variety of business and sporting areas which are of direct value to the YCB, particularly so in the significant period of governance and operational change experienced by County Boards in recent years following structural changes within the ECB. The overall skill sets of the Directors have to match the requirements of ECB with each Director being given a portfolio to oversee and influence. The Board as a whole is collectively responsible for promoting the success of the Company by directing the Company's affairs. In addition to these requirements for all directors, the non-executive directors are expected constructively to challenge and help develop strategy, to participate actively in the decision-making process of the Board, and to scrutinise the performance of management in meeting agreed goals and objectives. Most of the Directors currently sitting on the Board operate on a Non-Executive, unremunerated, and voluntary basis, with the overall responsibility for the day to day operations and strategy lying with the Board’s Executive Director, Andrew Watson. The current Directors are: Chris West (Chairman) Chris is a born and bred Yorkshireman, being a former career banker who held several senior Corporate Manager positions throughout the North-east. After retiring from Barclays in 2004 following 35 years’ service, he subsequently purchased a cricket correspondents business in 2006 which covered all club cricket from the Scottish borders down to North Yorkshire. Beyond the professional world he has spent a lifetime in recreational sport. Whilst he enjoyed a successful club football playing and administering career, his main passion has always been cricket. A one-club man, he began playing NYSD cricket for Stokesley in 1965 and amassed more than 1800 wickets and 11,000 runs before his playing retirement in 1998. Chris first became involved in cricket administration in 1967 at the age of 16, undertaking every role within his own club over many years before, in the 1980’s, branching out into league roles with the NYSD. Described in the January 2017 Cricketer magazine as a ‘visionary’, he has been the undoubted driving force behind the many significant developments in the NYSD over the last few decades.

Currently sitting on several ECB project groups, including the successful GTGO programme, he has served on a number of Durham CB committees. As well as his current role with the YCB he is chairman of the League Cricket Conference and a director of the National Cricket Conference. He is now in his 16th year as president of the NYSD, before that serving as secretary, and is president of Stokesley CC where his professional and practical expertise played a primary role in the ground redevelopment of 15 years ago that enabled the club to go on to host County second eleven cricket. Ian Cotterhill (Vice Chairman) Ian is a Level 2 Cricket Coach who played cricket for Rotherham Town, Rotherham Phoenix, Warmsworth, & Ulley Cricket Clubs in South Yorkshire. He currently serves as Coach/Manager of the Doncaster Joe Lumb representative side team. Ian previously served as Disciplinary Chair for the South Yorkshire Senior Cricket League. Ian joined the Board in 2012 and his duties include a remit for Corporate Governance & Companies House matters; Chair of Finance Sub-Committee, Remuneration Committee, and Rules Revision Group. He is also a Member of Scholarship Awards group. Professionally Ian is the owner of a Steel Trading Company. Andrew Watson (Executive Director) Andrew is the Executive Director for the Yorkshire Cricket Board being the executive lead within the Board of Directors. Andrew’s remit includes the management of all salaried staff, 21 Development Staff (7 Managers, 15 Community Cricket Officers), 1 County Age Group Co-ordinator) and 3 Operational staff employed by the YCB to deliver all aspects of recreational cricket in Yorkshire. This includes Club and League Development, School Development, Player and Player Pathway Development, Adult Player Participation and Retention, Workforce Development (volunteers & professional), Facility Development, Strategic Action Planning and Procedures and Key Partner Liaison at county, regional and national levels to enable the county to deliver the ECB strategy “Cricket Unleashed” together with the new “Inspiring Generations 2020-2024” at a local level. Andrew is a member of various national working parties for the ECB including the Project Advisory Group and the National CPA Facilities WP. He Chairs the YCB Child Welfare WP and was chair of the Regional Northern Directors meeting for the 6 North of England Counties from 2005 – 2015. He is an integral part of Originally employed as a Cricket Development Officer when the YCB was formed in 1996, Andrew is the YCB’s longest serving employee.

Mark Arthur (YCCC) Mark served on the Board as Chief Executive of YCCC. Mark arrived at Emerald Headingley in 2013 after holding similar positions at Nottinghamshire CCC and Nottingham Forest Football Club, where he worked for 13 years Mark started a career in sports administration at the Test and County Cricket Board (now the England and Wales Cricket Board) in 1990 before moving to Trent Bridge in 1994. He has over 20 years’ experience at the highest level of sports administration, both in cricket and football. Under Mark’s leadership, Yorkshire CCC has re-engaged with the wider cricketing and business communities, and, as a consequence the Club has returned to profit for the first time in 6 years. Philip Radcliffe Philip has served on the Board since 2005 being a former Vice Chairman and more recently Chairman of the Board until he stood down in 2016. His remit now within the Board includes league matters and he provides the link for umpires and scorers through his leadership role within the YCB Association of Cricket Officials (ACO). Philip’s experience includes a range of club and league administration roles within both Senior and Junior cricket. He currently serves as Bradford Junior League Chairman, a Bradford League Board member, the North Region Chairman of ECB ACO and Chairman of YCB ACO. He was previously a member of the ECB's Recreational Cricket Committee and is a former President of Joe Lumb and Yorkshire Junior Cricket Festival competitions and Heavy Woollen Cup Competition. Philip brings a vast knowledge of recreational cricket at both junior and senior levels. Jane Hildreth Jane was appointed to the Board of Directors in 2014 after several years as a volunteer within Women and Girls Cricket across the County. Jane grew up with a love of cricket having spent many summers watching her father play local club cricket. With a lack of Girls cricket locally Jane worked to establish Club and District cricket for girls in North Yorkshire. Jane’s specialist area within the Board is Women and Girls Cricket. In recent years Jane has managed the County U13s girls’ team and in 2015 was invited to attend Yorkshire County Cricket Board meetings as a representative for Women and Girls. In 2016 she became General Manager for the Yorkshire Diamonds.

Umar Rafiq Umar Rafiq joined the Board in 2015. Umar brings over 20 years’ experience of leading and managing diverse teams of people in sport, recreation and social inclusion within the public and voluntary sectors. Since 2014 Umar has been chair of Yorkshire cricket’s BME Forum having served on the Forum for over 20 years. In 2013 Umar received an Outstanding Services to Cricket Award in recognition of his work in building partnerships within cricket. Umar’s passion and love of sport is matched to his commitment to use cricket as a force for social good and delivering the vision of building, empowering and inspiring communities. His specialist area within the Board is BME cricket. Away from his sporting and professional commitments, Umar serves on a management committee for an elderly day care service; is an active member of a tenants and residents association; and serves as a school governor at a local infant and nursery school. Alan Birkinshaw Alan became a director of the Yorkshire Cricket Board in November 2016. He has been an official of the Bradford Premier League for 12 years, currently holding the position of development officer and editor of the competition’s website. After being elected as chairman of the Yorkshire Cricket Premier League working party in 2014 he was appointed chairman of the Yorkshire Cricket Premier League Board in 2015. His specific responsibility as a director of the Yorkshire Cricket Board is discipline and transfers. Alan will be chairing the sub-committee that will be reviewing disciplinary and transfer regulations.

OFFICIALS EDUCATION The Umpires education courses are from Stages One to Stages Four Stage One gives an overview of the basic Laws of the game and how to apply them and introduces the principles of field craft and match management. It is intended to give someone the confidence to officiate a match at the basic recreational level of the game where independent umpires are often not appointed. Stage Two complements Umpire Stage One by looking beyond the basic laws, builds on field craft and match management techniques and introduces the concept of working, as a team, with a colleague and the scorers. It develops the skills and knowledge required to be a member of a league panel. Stage Three is designed to help experienced umpires to develop their skills to the highest levels they can. As well as the interpretation and application of Law it also covers the management of the match, the field and the players on it. Man management and other practical aspects are also be covered. It is suitable for those umpires who, although not aspiring to Premier league cricket, still want to become the best umpire they can be. It is

also available as a set of continuing professional development modules for anyone looking to refresh or hone their skills. Stage Four will take umpiring one stage further covering the Laws, knowledge and skills to the highest levels of recreational cricket including multi-day matches. Although the progression chart below gives the educational standard expected for each level of appointment, the courses will be available to any umpire who has attended the previous Stage. In addition to the traditional face to face format there will also be online versions for those who cannot, or choose not to, attend the more traditional format of course or who wish to revisit any aspect of that course. SCORERS Any League or Association who require any scorers’ courses should contact the County Scorer Officer Andrew Hinchliffe (andrewhinchliffe@live.co.uk) REGIONAL APPOINTMENTS ECB ACO gives members access to progress to stand in ECB appointed matches subject to performance and availability. To help with this process a team of Regional Appointments Officers has been set up through the ECB Regions. The Co-ordinator for the North Region is David Ward This has meant that appointments are made in consultation with the counties and up-and-coming officials stand a better chance of being selected. Matches for which the Regional Appointment Officer is responsible include BUCS fixtures, the National Club Knockout, and County Age Group Under 19 and Under 17 and Women’s County Championship appointments Progression may involve accepting appointments outside an official’s usual county and even outside the Region. All Regional Appointments are made through the whostheumpire website www.whostheumpire.com. For some, the first stage on the progression pathway may be to move into a more senior league or accept some matches in a more senior league but all progression will involve assessment by a combination of colleagues, boundary assessors or captains. These leagues are: ECB Yorkshire Premier League (North) ECB Yorkshire Premier League (South ECB North Yorks/S Durham Premier League ECB Bradford Premier League Aire-Wharfe Huddersfield South Yorkshire Premier League York Senior Umpires who umpire in those leagues, but who do not stand in the top division or less than 6 matches will be classified “C2 to C4”, along with those who umpire in feeder league cricket - the next level down. BLACK AND MINORITY ETHNIC CRICKET The BME Forum is the focal point for promoting and developing access to cricket within the areas of the county with communities that have a BME heritage in the county. The key focus for the Forum is to monitor the delivery of the development centre programmes which provide a stepping stone into cricket for juniors within these communities. CHILD WELFARE The YCB have the County Welfare Officer, Ray Knowles, and currently 2 Assistant County Welfare Officers - Philip Robshaw covering North and East Yorkshire and Brian Farrell West Yorkshire. Safe Hands Courses Arrangements for the courses are administered by Jack Stockdale and Ray Knowles at the Yorkshire Cricket Board, with any general enquiries directed through them. Leagues, Cricket Development Groups and Area Councils lead on the planning of courses for their areas. Individuals can book via an online booking system with links to courses available through the YCB website. Club Welfare Officers It is mandatory for all affiliated clubs to appoint a Club Welfare Officer. These officers have a remit to provide advice on Safeguarding issues and ensure that the club adheres to all aspects of Safeguarding. The Club Welfare Officer should attend a ‘Safeguarding and Protecting Children’ workshop accredited by Sportscoach UK and the ECB Safe Hands Workshop. The Club Welfare Officer must also have a DBS check, and be vetted by ECB. On the DBS application form they should indicate their position as the club officer. Club Welfare Officers must attend a Safe Hands Workshop, either a Refresher course or (for new CWOs) a New Persons Safe Hands Workshop. SAFE HANDS & HOW TO DEMONSTRATE ‘DUTY OF CARE’ To demonstrate a duty of care, all cricket clubs: •Must constitutionally adopt the ECB’s “Safe Hands” Policy •Must define their Club’s own Safeguarding Policy Statement •Must follow the ECB reporting mechanism for concerns and additionally define and publish a process for club members to respond to, record and report concerns which might arise either within the club, or outside of the club which links to the ECB reporting mechanism. •Must recruit, appoint and organise the training of a Club Welfare Officer •Must have a “player profile system” to enable adults to exercise their duty of care in an emergency. •Must adopt the ECB Code of Conduct for Members and Guests Club Welfare Officers •Must adopt the ECBCA Code of Conduct for Coaches Clubs must ensure that the following policies and procedures exist within the Club: •Procedures for recruiting and appointing appropriate volunteers and / or paid staff including training and support for these volunteers or staff

•Procedures for Health & Safety / Risk Assessment, including the adherence to ECB policies / guidance on the wearing of helmets, fielding regulations, net safety, bowling directives, first aid, fluid intake, junior players participating in adult games & other similar matters •Discipline procedure – which MUST include guidance on the referral of any matters involving any person under the age of 18 and an appeals mechanism •Anti-bullying policy and procedures for dealing with bullying •Changing rooms and showering policy •Photography, video and the use of images policy (including press & website guidelines) •Transport policy •Supervising children at cricket sessions policy •Missing children policy •Procedures for managing children away from the club •Procedures for working with external partners; (i.e. Club personnel undertaking cricket activities in Schools or for Local Authorities or similar organisations, on a voluntary or paid basis) •E-Safety Guidelines on communication & interactive technologies •If working with disabled children: Guidance on working with disabled children. The DBS application system has moved online. What follows is a brief guide on how to initiate a DBS check: 1. Contact your CWO or a known DBS verifier (list available HERE) to initiate an online application via email (provide your full name, DOB, the name of the club you are affiliated with and a contact email address) - Ideally this should be someone within your club or organisation (e.g. umpires, scorers etc.). 2. You will receive an email. Follow the instructions and input your information online. 3. Take your identification documents to a verifier (you will receive a list of nearby verifiers) - have your application number handy. The verifier will confirm your details online whilst you are there. 4. The application will then be processed and a DBS certificate will be issued, subject to checks. For online verifiers to initiate an application, they must first search for the applicant by name within the online system (it won't find them as the application is yet to be initiated). The verifier will then be invited to submit a new application and can enter the details. Ideally, each club/organisation will have their own verifier to initiate applications. If you wish to become an online DBS verifier, or would like guidance on how to use the online system, please contact your local CCO or CDM or alternatively Jack or Ray for more details. If an application is initiated, the applicant will automatically be assigned to the verifier's club or association (e.g. ACO) on the system. If you have had an application initiated from outside your club/organisation and wish to change your association details, please contact Jack or Ray. The County Welfare Officer and Assistants can check if an individual has current vetting by ECB. DBS Checks from Other Organisations The ECB can accept DBS checks from other organisations, providing the individual is registered with the DBS Online Update Service and the check is the correct type of DBS check. (Individuals can only register for the online service within 19 days of receipt of their DBS Certificate.) If an individual states they have a DBS from another organisation, that they wish to use, the following question will be asked: 1) Have you registered with the DBS online update service? If the answer is no we cannot accept their DBS from another organisation and they must complete an ECB DBS application.

Participation Wicketz- Providing cricket in high deprived areas for free. Wicketz Yorkshire, a national Lordâ&#x20AC;&#x2122;s Taveners programme run in Yorkshire by the YCF, operates in Leeds, Bradford and Hull and aims to make a lasting, positive effect on those living in high deprived areas in Yorkshire, using Cricket as the hook. The project gets children off the streets and into cricket as well as working on community cohesion through a number of different activities. Sessions include tackling some hard-hitting subjects like gangs, knife crime and violence whilst also teaching children about diet, nutrition and cultural identity.

Education Yorkshire Cricket College- Using the brand of Yorkshire Cricket to provide a new educational learning experience to 16-18 year olds. Students study and train exclusively at Emerald Headingley Stadium, working towards their BTEC Level 3 in sport. Students train alongside and sometimes with, England and Yorkshire Professional cricketers and have unique work experience opportunities. Pathways after attending the college include University, going onto apprenticeships or beginning their career in sport.

Heritage Yorkshire Cricket Museum – Using Yorkshire Cricket’s rich history and heritage to inspire. The Yorkshire Cricket Foundation are responsible for the upkeep of the Yorkshire Cricket Museum. We also use Yorkshire Cricket’s heritage to underpin all our other community projects.

Health & Wellbeing Catch Up Club- Using the brand of Yorkshire Cricket to do good in the community The Yorkshire Cricket Foundation and Leeds Peer Support Service, Adult Social Care work in partnership to create an experience to connect people to their love of cricket. The Catch Up Club provides facilitated sessions for people living with dementia and their partners to be involved in the cricket experience.

DISCRETIONARY CLUB DEVELOPMENT FUND The aim of the Discretionary Development Grant Scheme is to assist clubs (who are not paying players) in starting a junior section/team where none has been running previously for 5 years or to assist clubs starting a woman’s team/ section or in starting a disabilities development section or an innovative project to increase junior participation. Maximum of £500.00 total project cost Clubs can claim up to 50% of project cost Clubs must be affiliated and actively working towards or achieved ECB Clubmark Clubs must have written support from the local Cricket Development Manager All applications are determined by the YCB Grant Aid Giving Committee

Information for clubs Over 95% of clubs in Yorkshire affiliate through the leagues in which their senior teams play. Clubs will, therefore, pay their YCB affiliation via their league on an annual basis. Where, for example, a 3rd XI plays in a Sunday League where the league affiliates their clubs, then the club will need to ensure that this team is also affiliated. Junior teams do not need to be affiliated but please include any senior women teams who are playing league cricket as part of your club. Where a Club is paying direct to YCB its remittance should be for all the teams it fields on the normal match day not covered by a league en-bloc affiliation. Please include a statement indicating all the leagues the club plays in. The fees for 2019 are: £50 PER CLUB AND £20PER SENIOR TEAM. A Secondary Affiliation package is also available at a flat rate of £20. This is applicable to one-team clubs who play mid-week or friendly fixtures only, many of whom will hire facilities from other clubs or municipal premises. This package is also available to clubs with teams playing in two Counties, whose primary affiliation is to a neighboring County (i.e. Lancashire, Nottinghamshire, etc.) but have, for example, a 3rd team playing in a Yorkshire league. Please note that the Secondary Affiliation package does not include the T20 Ticket offer.

Information for leagues We remain grateful to all the Leagues who collect club affiliation as part the annual league fees for clubs playing their leagues. Please ensure you continue to liaise with clubs and neighbouring leagues to ensure that all clubs with teams in your league are fully affiliated.

Submission of forms & Payment Completed forms and payment of fees should be returned by 31st May. Clubs/ leagues whose fees are not paid by 31st May will forfeit their membership rights which then affects insurance, grant rights and competition entries etc. Fees should be made payable to the Yorkshire Cricket Board with forms and payments to be forwarded to Membership and Affiliation, YCB Offices, Emerald Headingley Cricket Ground, Leeds LS6 3BU. TRANSFERS AND RELATIONS BETWEEN MEMBERS AND IN RESPECT OF INDIVIDUALS 9.1 DISCIPLINE 9.1.1 Suspension No member organisation shall accept into membership, association or service any person who after official enquiry and investigation shall have been adjudged guilty of such conduct as to have justified his expulsion or suspension from any organisation affiliated, directly or indirectly, to the YCB until the period of such disciplinary action has been completed and then only on the person being able to produce a YCB Transfer Form or appropriate recognised Clearance Certificate from the current Club or League. The YCB Disciplinary Officer should be informed by the member organisation to whom the person originally belonged. 9.1.2 Jurisdiction. In the event of a player, Club, or League or Association official, or any other person or Club or League or Association being adjudged guilty of misconduct by word or action or showing dissent or generally behaving in a manner which might bring the game into disrepute in any activity organised by or under the control of the YCB, the organising SubCommittee of the Board or the appropriate League Council shall take such action which they consider appropriate against the player, Club, League or Association official or any other person or Club or League or Association concerned, however in the case of independent cup competitions it is recommended that any disciplinary issue be referred to the parent League. Such penalties as are imposed shall be binding on Clubs, Leagues or Associations affiliated to the Yorkshire Cricket Board itself and to all its League Councils and reported to the YCB Disciplinary Officer. The Appeal Panel of the Board called to adjudicate in any such appeal shall not include any member with any interest in the case. 9.2 TRANSFER OF PLAYERS 9.2.1 Where a player is a bona-fide member of two or more clubs, affiliated to a Member Saturday League(s), his-her registration shall only be held by one of those clubs. Any movement for playing purposes between these clubs shall comply with all the transfer requirements of other sections of the rule. 9.2.2 When a Club has teams in more than one league, arrangements for the movement of players between the Leagues concerned should be agreed with the respective leagues prior to the commencement of the Season.

9.2.3 Should a player registered with any Member club, being under the age of 21 and not being capped by any County Club, be invited to play with the Yorkshire Academy team, he may do so and subsequently return to the club with which he is registered without the need for a YCB Player Transfer Form to be completed in either case. YCCC Academy players cannot be dual registered with clubs in the same division. 9.2.4 A player having played for a club in the current or immediately preceding season and wishing to play for a new club in his current league or any other league, must obtain a transfer from their previous club on the necessary YCB Player Transfer Form or similarly approved transfer form certifying that he has no obligations, financial, disciplinary or otherwise to that club. Any further change of club can only be by consent of the parties concerned following the procedure in the first paragraph. Where a player has entered into a written contract with a club for the following year, and in the event of a subsequent wish to further change clubs, the club for which he has signed the contract is deemed to be his previous club and the contract, unless terminated by consent, means he has an obligation to that club. Copies of all completed transfer forms must be submitted to the League Officer responsible for player registration. 9.2.5 A Club may also seek the transfer of a player from another club by use of an electronic transfer on the Play-Cricket platform, provided that the player has no obligations, financial, disciplinary or otherwise and that this is confirmed by his current club and approved by the Registration or other Officer of the League for the transfer of players in which the player may be taking part. 9.3 LOAN PLAYERS 9.3.1 Transfer Regulations shall be waived for players who have not reached their 17th birthday at midnight on the 31st August of the previous year in order to allow them to play for another club, (girls may be up to one year older) on a loan basis, with written or electronic consent of the club holding their registration, who shall retain their first option of the player. This does not apply to junior players who are considered first team members of the club holding their registration. 9.3.2 Adult players may transfer on a loan basis in order to assist shorthanded clubs. All adult loans must be sanctioned by the League Registration Officer responsible for transfers in advance to prevent team strengthening. Any player, whether adult or junior, involved in a loan transfer shall not be permitted to formally transfer to the borrowing Club for the current season or subsequent season without specific permission of

the loaning club and approval by the League Registration Officer or Official responsible for transfers. 9.3.3 Players may be â&#x20AC;&#x2DC;dual registeredâ&#x20AC;&#x2122; with two or more clubs in the instance of clubs loaning out players. Written or electronic permission must be given by the club holding the player registration, who will then be eligible to play for another named club until it is withdrawn. Junior players must also have parental permission. Dual registration players will not be permitted to permanently join any other Club they have played for under this rule for a period of 12 months after the agreement has been terminated unless both clubs agree. 9.4 TRANSFER OF CLUBS 9.4.1 A Club affiliated to a member league shall not negotiate with another member league with the intention to leave the former to join the latter without first obtaining permission, in writing through the YCB Club Transfer Form, from the member League to which it is affiliated. Such permission shall only be withheld if the club has failed to fulfil its financial obligations or has failed to observe the Rules of the member (league) in respect of withdrawal of membership which should not conflict with the Rules of the YCB. In the event of a dispute between the parties not being resolved within 21 days YCB may be asked to mediate in special circumstances on a case by case basis. 9.4.2 Permission to negotiate shall not be interpreted as resignation or dismissal but should the date by which resignations are due to be received pass without further written notification of future action from the club, the written permission to negotiate shall then be deemed to be invalid without further action being necessary by the member (league). 9.4.3 Clubs (or one of their teams) wishing to resign from any League or Association should give notice in writing before 30th June in the year previous to the season in which they intend to play in the new League or Association. 9.4.4 A list of clubs who are promoted or relegated into another league within the pyramid structure will be given to the YCB at the end of the season. Transfer forms will not be required.

9.5 MID-WEEK AND SUNDAY MATCHES 9.5.1 Rules 9.2 and 9.3 shall not prevent any players from taking part in mid-week and Sunday matches organised by any properly constituted and

independent Mid-Week and Sunday League, except in so far as the Rules may relate to the transfer of players and Clubs within such Leagues. 9.6 RELATIONS BETWEEN MEMBERS AND IN RESPECT OF INDIVIDUALS 9.6.1 All clubs and leagues that are currently playing within the YCB must adhere and abide by those rules set out by the Board including all clubs and leagues that are currently playing within the Yorkshire Cricket Premier Leagues.

Overseas Amateurs There are strict conditions relating to overseas amateurs and updated guidelines were issued by the ECB in December 2018. BOWLING ACTION REFERRALS Following the referral of a suspect bowling action to the Yorkshire Cricket Board an invitation to attend an assessment by the appointed coach, Jim Love, will be issued. Jim will arrange the time and venue with the individual for the first of two sessions that are available at no cost. The two sessions are as follows, 1. The Initial referral to observe/assess the action 2. To reassess the action and clear to bowl Individuals will be assessed & if required, asked to seek assistance before attending a referral session. Yorkshire Cricket Guidelines Yorkshire cricket has agreed guidelines to ensure that young players, parents and their coaches ensure that they are followed in the best interests of the young cricketers involved. This is to address fatigue, injury and the undermining of technique. The 25 days maximum rule has been introduced for 2017 which restricts the number of days representative cricket any elite junior can play per season with thin the following order of priority: ECB National Representative Side/Coaching. ECB Regional Representative Side/Coaching. ECB/ YCB County Representative Side/Coaching/YCCC Academy District Cricket Other representative games

Safety measures for helmets within recreational cricket

The ECB helmet safety measures are designed to reduce the risk of head and facial injuries within the game. Leagues and Clubs at the recreational level are reminded on the guidance:

Players over the age of 18 The ECB strongly recommends that all adult recreational cricketers should wear helmets for certain activities, preferably which meet the most recent British Safety Standard (see below). This recommendation applies to batting against all types of bowling, wicket-keepers standing up to the wicket (who may as an alternative wear face protectors) and fielders fielding closer than eight yards from the batsman’s middle stump, except behind the wicket on the off side. Under 18s The position in relation to U18s currently remains unchanged and is governed by the ‘ECB Guidance on the Wearing of Cricket Helmets by Young Players’ (https://www.ecb.co.uk/concussion-in-cricket/helmets). In essence, batsmen and wicketkeepers standing up to the stumps must wear head protection when playing or practising. That Guidance should be referred to in full for the position in relation to U18s. British Safety Standard The latest British Safety Standard is BS7928:2013 (for both adults and juniors). The full list of helmets meeting this standard is available at https://www.ecb.co.uk/concussion-incricket/helmets. What do Leagues and Clubs need to do? Whilst it is strongly recommended that all adult recreational cricketers wear helmets in the on-field circumstances detailed above, it is not mandatory for them to do so. For the avoidance of doubt, Leagues or Clubs do not need to go above and beyond the ECB’s recommendation by forcing their cricketers to wear helmets. However, Leagues and Clubs in recreational cricket should ensure that their cricketers are made aware of the ECB’s above recommendation in relation to helmets, including the need to check that any newly purchased helmets meet the latest British Safety Standard. Leagues and Clubs should always ensure that they have adequate public liability insurance.

Young Player Grants and Scholarships The following funds and sources of help are available to support young cricketers to reach their potential. These provide financial help to Young Cricketers unable to pursue their cricket opportunities where personal family and/or financial circumstances prohibit or restrict their acceptance and/or ability to participate in a cricket activity. Aid may be available to cover or to help cover the costs of travel, student fees or kit up to a maximum allocation of ÂŁ250.

MICHAEL BARKER HARDSHIP FUND A fund established through a legacy from the late Michael Barker to the Yorkshire Cricket Foundation to provide a financial hardship found for young cricketers. The fund provides financial help to Young Cricketers unable to pursue their cricket opportunities where personal family and/or financial circumstances prohibit or restrict their acceptance and/or attendance or cricket activity. Aid may be available to cover or to help cover the costs of travel, student fees or kit.

GEOFF BRADBY MEMORIAL AWARD SCHEME This is for the benefit of Young Cricketers in need. The aim is to provide financial help to those invited to attend YCB Junior and Youth trials and matches or the YCB Pathways to Excellence Scheme. The fund shall provide financial help to Young Cricketers invited to attend YCB Junior and Youth trials, representative matches or other approved activities under YCB or the YCB Pathways to Excellence scheme where personal family and financial circumstances prohibit or restrict their acceptance and/or attendance or cricket activity. Aid may be available to cover or to help cover the costs of travel, student fees.

BILL BOWES TRUST FUND A fund established by the former Yorkshire Leagues K O Competition and now administered by the YCB in memory of the former Yorkshire and England bowler Bill Bowes. It will provide financial help or scholarships to Young Cricketers wishing to attend courses where personal family and financial circumstances prohibit or restrict their acceptance and/or attendance. Preference will be given to any residential courses or residential cricket weeks/festivals but not to the detriment of other applications. Aid may be available to cover or to help cover the costs of travel, course fees or other approved expenses.

OUTSTANDING SERVICES TO CRICKET AWARDS (OSCAS) Wednesday 29th August 2018 saw the annual Outstanding Services to Cricket Awards (OSCAs) when Yorkshire cricket paid tribute to the fabulous contributions made by volunteers within recreational cricket. Attendees were invited to watch Yorkshire’s County Championship match against Somerset during the day, before making their way to the Headingley Pavilion for the awards ceremony. Pathways to Excellence The Pathways to Excellence Scheme is the winter coaching programme by which Yorkshire Cricket nurtures the development of the most talented young cricketers across the County. It is delivered as an indoor programme where the best performing players in junior representative cricket train together and access elite coaching programmes. The Scheme includes Gold, Silver and Bronze programmes which run during January, February and March. These elite programmes are underpinned by a District programme which runs October-December being the assessment process for junior players contending for a place in the elite programmes. Entry into the scheme is determined by player performances in outdoor representative cricket the season prior. Participants in the Gold, Silver and Bronze elite programmes secure their places through representing the full Yorkshire side in County Age Group cricket during the proceeding season. This covers county teams in the age groups U10, U11, U12, U13, U14 and U15. In 2018 the district programme contained 18 different centre locations for players from U9 through to U18 across the four newly re-structured districts. The County age group players received a passage onto an elite centre which comprised of 9 regional centres for Bronze, 6 Silver and 2 Gold. Places in the District Centres (run pre-Christmas) are for non-County players who have played District Cricket during the preceding season, together with the best performing players from the Yorkshire Junior Cricket Festival fixtures. Similar structures are in place for the Women and Girls Pathways Programme, including a Gold and Silver indoor programme running at Emerald Headingley. Academy/EPP Yorkshire CCC players contracted to the Academy and scholarship (U16s â&#x20AC;&#x201C;U19s). Gold Centres (2 groups, spilt by age) For the Top performing 40 players taken from the U12s, U13s, U14s, U15s, County Age Group teams: Midweek skill set sessions pre-Christmas with twice weekly coaching sessions during February and March and also four CAG squad training sessions in October and November.

All sessions delivered at Emerald Headingley Stadium Silver Centres (6 groups, split by age) For the players who played regular county age group cricket the previous year whose performances and/or future potential has been identified as making them a stand out young cricketer from U10s/U11s/U12s/U13s/U14s/U15s at County A and development teams. All sessions delivered at Emerald Headingley during January, February and March Bronze Centres (9 Centres, split by age including 1 Senior Bronze for 15-18 Years of age) All other players who played County Age group cricket (U10-U17s) plus promotions from the District Centre Programme. Sessions delivered during January, February and March at centres located in each District cricket area. District Centres (18 District Centres) Players who played District Cricket plus best of the players form the Yorkshire Junior Cricket Festival sides. Sessions delivered at District Centres during October, November and December. County Age Group Cricket The management structure of County Age Group Cricket (CAG) is run by the Yorkshire Junior Cricket Management Board which has full control over CAG & Regional Cricket from U10â&#x20AC;&#x2122;s through to U19â&#x20AC;&#x2122;s cricket. Jim Love, Performance Manager - Yorkshire County Age Group is charged to develop these programmes, including fixtures, selection, & the overseeing of Coaches & Managers throughout the age ranges. The 2018 season was the second run by Yorkshire Cricket, having taken over the reins from the Yorkshire Schools Cricket Association. There was a total of 123 scheduled games. On field results were once again very good. In a thrilling climax the U15A beat Devon to win the National ECB Championship. The U14A & U13A teams won their Northern Championship tables. At U12, U11 & U10 all teams all performed well & our Development teams proved our strength in depth, producing players for A teams & also some very good results. There were some outstanding performances, with four of our U15A players selected for the North of England.

Regional Cricket Programme - 2019 Regional cricket is the representative programme that sits beneath County Age Group cricket. Players selected to represent their regional side have been recognised as the best junior players within their age group and are in contention for selection to the full County side for the 2018 season. The Regional Cricket fixtures are tailored to help inform selection for the County Age Group sides, with players who perform well in these fixtures being put forward for final County trials. Phase 1 of the Regional programme forms the initial assessment stage before County trials.
