WELCOME TO HARBOROUGH urban district council and so there was not seen to be a need for a third tier of government in the form of a town council (as there was at Lutterworth). Although there is no town council, there is a highly active civic society which represents the views of residents concerning developments at local level and is consulted by the District Council on planning issues. The Market Harborough Civic Society has played a key role since 1977 in encouraging both the preservation of the historical fabric and sympathetic modern development by carefully perusing development plans. At the end of the first decade of the 21st century, Market Harborough had a population of around 21,000. Many of the big industrial names of the past have gone, although it is worth noting that the Harboro Rubber Company, which has been in existence since 1894, is still going strong in the

heart of the town, having taken advantage of the expansion in the use of synthetic elastomers and remaining relevant and competitive through innovation . The old factories which reached right into the centre of the town have now been converted or replaced by retailing, offices and housing. High technology businesses in the outlying business parks now service increasingly sophisticated markets. True to its history as a trading station, the town has seen a number of major shopping developments in recent years. Market Harborough is located only a few miles from major road routes, including the M1, A1 and A14, and an hour's drive from East Midlands and Birmingham Airports. However, a reminder that it jealously preserves its history is that the town centre in essence occupies the same plan as that laid out over 800 years ago. n 9

arket Harborough is a compact, bustling town on the south east Leicestershire border, lying within the district of Harborough. Though it is in a predominantly rural setting, the town is an important commercial, industrial and administrative centre, and includes the head offices of Harborough District Council. The town is now linked by continuous development with Little Bowden (which was still in Northamptonshire until 1888) and the two now form one urban area. In the 1974 local government reorganisation, Harborough District Council was formed by combining the former Market Harborough Urban District Council (which included Market Harborough and the Great and Little Bowdens) with a large slice of rural Leicestershire and the town of Lutterworth. The new district council was seen to all intents and purposes as taking over the duties of the former

FIT FOR MARKET predominantly in livestock grazed on the extensive surrounding grasslands. Certainly, by the 17th century the market was noted for its cattle, horses and sheep. By the 16th century, the marketplace covered a huge area tapering north from the Square into High Street and taking in modern-day Church Street. This area was once more or less open, interrupted only by St Dionysius' Church. But the area would also be subject to encroachment by a range of more or less permanent market stalls, and this process may have been encouraged by the construction of the Grammar School in 1614. Some of the market stalls would have had thatched roofs and later some would be of brick construction. There was a 'shambles', or permanent butchers' stalls, at the site of the Town Hall. When the Town Hall was built, as a gesture to the townspeople in 1788 by the Lord of the Manor, the Earl of Harborough, he left the ground floor free as a trading area for the butchers. Nevertheless, the marketplace's huge extent was now seriously under threat and buildings were subsequently erected between the Old Town Hall and the Church, squeezing the area available for the market and creating Church Street on the

east side. The market's position at the centre of the town came under further pressure in the 19th century when there were constant complaints about nuisance caused by the livestock. The rights to the market were bought from the then Lord of the Manor, Lord Barnard, in 1900 by Market Harborough Urban District Council which then moved it to a new site south of the river in 1903. A covered market for retail stalls was built nearby in 1928. The livestock market moved to its current site near to Lubenham in 1992 to make way for the St Maryâ&#x20AC;&#x2122;s Place shopping development. The Settling Rooms, where livestock traders retired to complete their deals, built in 1902 still reminds us of the importance the market once held. It now houses a number of community organisations and stands in the middle of the St Maryâ&#x20AC;&#x2122;s Place car park. Although the livestock market moved, Harborough District Council built a new market hall on Northampton Road for the retail market in 1993. Now run by a market management company, this continues to thrive and is an important aspect of the modern life of the town. n 11

arket Harborough was established in medieval times as a 'new town', the local landowner spotting the potential of its location midway between Leicester and Northampton at a river crossing and the eponymous market was its raison d'ĂŞtre from the beginning. The first written record of Harborough's market is from the beginning of the 13th century when its fees were being collected by the King himself. The trade emanating from the fertile Welland Valley was no doubt seen as a useful source of revenue for the Crown. The Earl of Clare, who held the rights to the Monday market at Rothwell, a few miles into Northamptonshire, was told in 1219 to move it to another day because it was perceived to be damaging Harborough's Monday market. Then, in 1221 Harborough's market was for some reason moved to Tuesday. Harborough livestock market continued to be held on this day until the beginning of the new millennium when it was changed to Wednesday so as not to clash with the only other remaining livestock market in Leicestershire, at Melton Mowbray. he town may not have its own Town Council, but it does have its own town hall. The imposing 'Old Town Hall' on High Street was built at the expense of the Earl of Harborough in 1788 for the townspeople to serve as a market hall and assembly rooms. In its time the building has also housed a cloth market and magistrates' court. The two 'Venetian' windows in the upper storeys on the north side of the building were added in the early 19th century. MANUFACTURING AT HEART

he factory of RW & H Symington & Co once employed a quarter of the town's population. Its most famous product was the Liberty Bodice corset. The factory closed in 1957

and what stood behind the present building (now home to Harborough District Council) was eventually pulled down in 1973. The top part of the bell tower from the demolished buildings was resited in Welland Park.

These elaborately designed Italianesque offices brought the manufacturing ethos right into the centre of the town, seeming to challenge St Dionysius' church for supremacy. They were built in 1889 on the site of a carpet factory. n

THE MAKING OF A TOWN when the Symington brothers began their businesses, one as tailor and draper and the other selling tea, later to become major employers. Factories were built close to the historic centre, and most prominent among these was the Symington corset factory. Much industrial development also took place south of the river

where, for example, there was a large brewery at the beginning of the 19th century. In 1898, Walter Haddon opened a type foundry on Lathkill Street, the Caxton Works. His company later started the manufacture of lead acid batteries and changed its name to Tungstone Products. The factory was only closed in 2002. n 15

t was in the middle of the 18th century that the manufacture of woollen fabrics (especially the finer worsted fabric) and woollen products began to increase in the town. But Market Harborough's growth was not only based on wool. In the 19th century the town expanded hugely as a manufacturing centre. This was

After the Dissolution of the Monasteries under Henry VIII in the 16th century, St Mary-in-Ardenâ&#x20AC;&#x2122;s Church seems to have been given its own parish, separate from that of Great Bowden. St Dionysius in Harborough remained technically a chapel to St Mary's until the 20th century, although its splendid 14th century spire is an indication that it had already established itself as the main place of worship in the parish. The dedication of the Parish Church to St Dionysius is unique in England. The tower and its spire of limestone, 160 feet high, dominate the centre of the town and tell of Harborough's wealth at the time they were built in the early 14th century. The spire is of broach design, common in the English Midlands. (The principle of the broach spire is to ease the visual transition from the square plan of the tower to the octagonal plan of the spire by placing half pyramids at the corners.)

The nave of the church, which dates chiefly from the 14th and 15th centuries, is built mostly of ironstone with limestone castellations. There is a sundial on the tower which dates from the middle of the 18th century. n

RARE SURVIVOR

he old Grammar School is a timber framed building fortunate to have survived the ravages of redevelopment. It stands next to the church, and it must often have been caught up in the bustle of the townâ&#x20AC;&#x2122;s ancient market - it is reputed to have doubled as a shelter for market traders. It was built in 1614 to house a school established by Robert Smyth. The building is decorated with ornamental barge-boards and pargetting with quotations from the Bible. The school moved out of the building in 1892 and it is now used for public meetings. It has recently undergone extensive renovations. n

espite its superior population and commercial prestige, Market Harborough was a part of the ecclesiastical parish of Great Bowden until the 16th century. Although there is mention of a place of worship in the town itself at the beginning of the 13th century, the church of St Dionysius was established as merely a 'chapel of ease'. Its function was to save locals the journey to its superior church, that of St Mary-in-Arden (on Great Bowden Road), itself subordinate to Great Bowden church itself. St Mary-in-Arden is now a ruin although it is occasionally used for special services. It dates back to the 14th century. Its steeple collapsed in the middle of the 17th century and the roof was dismantled in the 1950s. As a chapel of ease, Harborough's church was not permitted a graveyard - the dead were only permitted to be buried at St Mary's Church. This explains why the town's church has no

FROM BOATS TO TRAINS

n the 18th century, canals were seen as the answer to the difficulties of transporting goods by road. The Grand Union Canal, which linked London with Birmingham and Leicester, passed within five miles of Market Harborough at Foxton, and in 1809 a branch of the canal was begun from there with the intention of reaching all the way to Northampton, but in the event going no further than Market Harborough where the canal basin became a significant industrial area, including boat building. The 10 locks at Foxton are the longest flight in the British canal system. The village is also the location of the Foxton Inclined Plane, an ingenious barge-lift which circumvented the lock flight and speeded up traffic considerably. Unfortunately, this came too late to revitalise the

canal and was mothballed in 1911 and dismantled in 1928. The first railway to pass through the town ran from Rugby to Stamford. It was opened in 1850. This was followed by the north-south line which, by 1868, had become the line which we know today from St Pancras to the north. Later lines went to Northampton and Melton Mowbray so that, in the years after the Great War, trains from Market Harborough went to no fewer than six destinations. With the decline in goods traffic, all of these closed with the exception of the present line from St Pancras to Derby and Sheffield, although we can still see in and around Market Harborough the relics of abandoned railways. Fortunately, the handsome Queen Anne style station building remains in use today. n

arborough's strategic position in the transport network has been a source of its prosperity over the centuries leading to the establishment of a number of historic coaching inns. In fact by the 17th century, Harborough was described by one writer as consisting mostly of "inns and tradesmen". The town was a crossroads from the beginning and there was already a bridge over the river in the 13th century which may have survived until as late as the 18th. Increased road travel however highlighted the parlous state of the country's roads which had hitherto been in the care of local parishes. The answer was to sell the major through-roads to turnpike trusts, the first of which in England was established in the second half of the 17th century. Harborough's main roads were all turnpiked by the middle of the 18th century. At this time, there were three coaches passing daily each way between Nottingham and London and three each way between Derby and London, their occupants calling upon the hospitality of the town. Four of Harboroughâ&#x20AC;&#x2122;s historic coaching inns are still standing: The Angel, The Three Swans, The Talbot, and The Peacock (these last two now restaurants). n

eicestershire was a county of large pastures and estates well into the 18th century and was comparatively underpopulated compared with much of England. In medieval times, it had contained many large hunting parks. The land further coalesced under the enclosure process, creating the ideal environment for

fox-hunting with hounds. Indeed, Market Harborough, together with Melton Mowbray further north, became the centre of the sport in the East Midlands and this continued to be the case up to the First World War. Wealthy landowners planted countless small woods as fox coverts and these are still a feature of the landscape today.

The 19th century author George John WhyteMelville (1821-1878), who made a genre of the fox hunting novel, even named one of his books Market Harborough (or How Mr Sawyer went to the shires). n

arket Harborough features at key points during the Civil Wars of the 17th century. The Royalists under Charles's nephew, Prince Rupert, plundered the town in the first year of the wars, 1642. It also played a part before the famous battle of Naseby. The Royalists had just sacked Leicester when, in 1645, King Charles I set off south to relieve the siege of Oxford by the New Model Army under Sir Thomas Fairfax. Fairfax got wind of the king's approach and lifted the siege in order to engage him. Charles decided to retreat before this happened and turned north east from Daventry, reaching Market Harborough on June 14th where he was joined by Rupert from Leicester. Royalist

forces. Following Naseby, Oliver Cromwell, at that time General of Horse, moved into Harborough and wrote to Parliament from here. He used St Dionysius's Church to hold Royalist prisoners. n 21

Drama

The theatre now boasts an 118-seat auditorium and a 50-seat studio theatre In 1980 more fund-raising enabled the creation of a true theatre auditorium with raked seating and a proper lighting box. More recently, adjacent premises - public toilets and a small shop were acquired. The frontages were maintained, the toilet entrance being replaced by a two-storey glass and steel display area where the Harlequin sculpture now sits proudly in its upper window. Behind these, the building was re-developed to include a lift

to the auditorium for patrons who do not wish to climb two flights of stairs. The theatre now boasts an 118-seat auditorium with one wheelchair position; a smallish stage (about 18 feet square with almost no wing space); a 50-seat studio theatre which doubles as a lounge with bar and kitchen; and, filling every nook and cranny, the dressing rooms, workshops and stores needed by a complete practical theatre. Still an amateur enterprise but with professional standards, the Theatre hosts a full season of plays and visiting shows. Local film club Octagon Films has installed cinema equipment and regularly screens films and live broadcasts of plays, opera and ballet, from major theatres and concert halls. Local charities hire the lounge for coffee mornings, art exhibitions, and community events. n

arborough Theatre stands in Church Square, adjacent to the magnificent parish church of Saint Dionysius, and the Old Grammar School. There have been buildings on the theatre site for centuries, including The Green Dragon, an old coaching inn with a dodgy reputation and, allegedly, the ghost of a murdered customer, which haunts the theatre. It is appropriate that this building is the home of make-believe. The inn was demolished in 1935, and replaced with a fake building. Although it looks like an old merchant's house from the Elizabethan period, with stone walls, mullioned windows, leaded lights and stout oak doors, it was, in fact, constructed as a cycle-shed for the corset-makers in the nearby factory! The Managing Director's office looked out into Church Square, and he insisted that the new building be designed to resemble an old town-house to disguise its rather mundane purpose and to provide an attractive frontage in this pleasant square. Market Harborough Drama Society has been presenting plays here since 1947, initially hiring the first-floor hall as a performing space. In 1969, after a fund-raising appeal, they purchased the freehold and, above the front door, erected the Harborough
