Abstract

Herein disclosed are two general payment execution systems for stored value cards that incorporate expected value payment means for refunding balances on such cards. One system enables people to refund balances on cards whose account balances are stored on a central computer. The other system enables people to refund balances on cards whose balances are stored on a magnetic medium that is part of the cards.
