Definitions
- Containers such as luggage and other cargo are screened with technical equipment (such as X-rays and specially designed test equipment) to prevent weapons or explosives from being brought aboard an aircraft.
- technical equipment such as X-rays and specially designed test equipment
- the invention is therefore based on the object to provide an apparatus and a method for monitoring containers, which simplify or improve the monitoring.
- a device for monitoring a container having a seal which is designed to change its state in an opening of the container. Furthermore, the device has an arithmetic unit which is set up to receive the state of the seal and to communicate the state of the seal by means of a communication means.
- a seal changes its state when the container is opened.
- An arithmetic unit receives the condition of the seal and communicates it with the aid of a communication means.
- the device and the method have the advantage that an unauthorized opening of the container is detected and signaled by the arithmetic unit communicating the state of the seal by means of the communication means. This increases safety, for example in the treatment of transport and hand luggage. Furthermore, later safety checks can be omitted if the processor communicates that the condition of the seal is intact. As a result, the previously known workflow in the monitoring of containers, especially in baggage handling at airports, greatly simplified.
- the arithmetic unit is set up to store at least one certificate in a memory, which represents a status of the container.
- the arithmetic unit stores at least one certificate in a memory, which represents a status of the container.
- a certificate enables seamless monitoring and significantly increased security. Unauthorized opening of containers, bypassing of safety checks or smuggling of containers is detected. Cross-airport coordination based on the certificates eliminates the need for additional safety checks. Furthermore, with a corresponding embodiment of the certificate, a clear proof of an owner of a container is possible, whereby errors in the transport of luggage can be avoided and unclaimed pieces of luggage can be handled more easily. Furthermore, the certificates provide increased safety, for example in aircraft, because complete transparency of a security status for example, is given by hand luggage as containers. For transfer flights, additional baggage security checks may be omitted if their certificates indicate that they have not been opened since the last security check. The certificates also allow a reduction in a number of customs controls.
- FIG. 1 shows a container 1 with a monitoring unit 2.
- the container 1 is shown here as a suitcase.
- the container 1 does not have to be travel luggage, for example it could also be a transport packaging for the dispatch of goods.
- the container 1 could also contain material which must meet special safety requirements. In a medical application, the container 1 could contain about one organ to be transplanted. In this In the case, information that the container 1 has not been opened in the meantime is of great importance since unauthorized opening could lead to bacterial contamination of its contents.
- the container 1 could also contain valuables or confidential information, so that it is of particular importance whether the container 1 is opened in the meantime, since this could indicate a theft.
- the container 1 could also contain radioactive or toxic material; In this case, the information whether the container 1 has been opened, for example, for environmental or safety reasons of importance.
- FIG. 2 shows a detailed view of the container 1. This is closed by a mechanical closure device 5 on the one hand.
- the monitoring unit 2 itself assumes the function of the mechanical closure device 5, whereby the latter can be omitted.
- the seal 4 is designed so that when opening the container 1 its state is changed.
- the arithmetic unit 3 is adapted to receive the state of the seal 4 and to communicate by means of a communication means.
- the container 1 contains an organ to be transplanted
- the monitoring unit 2 makes it possible to ensure that the contents have not been contaminated by unauthorized opening. The same applies to the other described applications.
- the seal 4 preferably an electronic seal, indicates an unauthorized opening of the container 1 and provides this information to the arithmetic unit 3, either directly or on request of the arithmetic unit 3, which monitors the seal 4.
- the seal 4 can by optical or mechanical Sensors are implemented by broken when opening destroyed electrical or optical conductors or when opening destroyed electronic components or circuits. Depending on the application, the seal 4 is designed so that it changes its state, only in violent or unauthorized opening, or at each opening of the container 1.
- the seal 4 can assume one of the two states “intact” or "broken”. This definition suggests that the seal 4 - like a wax seal - can not easily switch back from the state “broken” to the state “intact”. Under what conditions the condition of the seal 4 can be reset from “broken” to "intact” depends on the one hand on the physical design of the seal 4 and on the other hand on the requirements of the respective application. In security surveillance at airports, simply closing the container 1 after unauthorized opening should not reset the condition of the seal 4. However, if opening is done by security personnel, it may be desirable to reset the condition of the seal to "intact” after closing. However, if the container 1 contains sterilized material in a clinical application, the condition of the seal 4 must not be reset to "intact” after opening, unless the contents of the container have been re-sterilized in the meantime.
- the monitoring unit 2 is attached to the container 1 so that it can not be easily removed by unauthorized persons. These are in FIG. 2 Rivets and a band, which encloses the container 1 shown.
- the attachment of the monitoring unit 2 to the container 1 should be designed so that the unauthorized removal of the monitoring unit 2, the seal 4 is destroyed or changes its state. As a result, an unauthorized removal of the monitoring unit 2 can be detected.
- FIG. 3 shows a detailed view of the monitoring unit 2.
- a communication means 6 shown here as an antenna in two versions
- a memory 7 containing a certificate 8.
- the arithmetic unit 3 communicates the state of the seal 4. According to a development, the arithmetic unit 3 stores the certificate 8 in the memory 7, wherein the certificate 8 represents a status of the container 1. It is also possible for a plurality of certificates 8 to be stored in the memory 7, which together represent the status of the container 1.
- the status of the container 1 in the airport scenario is, for example, a seal status, a security status or a customs status (or, in medical application, a contamination status or expiration status) or the sum or a subset of this or other information.
- the seal status serves as a memory of the seal breaking.
- the seal status can be either “sealed” or “broken”. In this case, the sealing status remains in the value "broken", even if the container 1 is closed again after unauthorized opening.
- security status includes information on successful security checks (with different security levels for different security zones, if any, below), the geographic location and country of the security investigation, the security personnel (service number, name of the security service or authority), the airline concerned, Flight number or similar. This information may be used for transfer flights from Be useful. If, for example, luggage has already been checked by a security service of known high quality, this may need to be dealt with later than luggage, which has merely undergone a security check at an airport in a developing country with limited technical equipment.
- the customs status may contain, for example, a declaration of the owner 1 declaring the contents of the container 1 as duty-free or as customs duty-free. Alternatively or additionally, the customs status indicates customs inspections already carried out. Again detailed information as above (customs authority, date, underlying customs regulations, fees or similar) is available. The customs status can also be implemented as a simple field with the values "checked" and "unchecked”.
- the contamination status indicates whether the contents of the container 1 were contaminated by unauthorized opening or still meets medical requirements, for example, on sterility or storage temperature.
- the expiration status may indicate, for example, whether drugs contained in the container 1 have already exceeded their expiration date or not.
- the status of the container 1 may further include an identification feature as well as information about a whereabouts of the container 1, a history of its whereabouts, its owner, a flight number, a destination airport or the like.
- the monitoring unit 2 makes it possible (possibly in conjunction with additional systems described below) to identify the container 1, to determine its location and to store digital information such as the status locally in the memory 7 (as certificate 8, as Majority of certificates 8 or independent of it), to read and modify.
- the monitoring unit 2 can therefore expediently be configured as an active RFID or WLAN tag be or include such.
- the communication means 6 functions as a signal receiver and as an active signal generator.
- FIG. 4 shows a complex embodiment, which is suitable for about luggage monitoring at airports. Shown again is a container 1, which is located in a first security zone 11. Furthermore, a second security zone 12 is shown.
- the first security zone 11 and the second security zone 12 are usually classified at airports according to the present functional room units and security regulations.
- the first security zone 11 and the second security zone 12 may be, for example, a check-in zone, baggage transport zone, departure zone, airport interior zone, arrival zone, baggage claim zone or customs zone (the latter being across airports).
- FIG. 4 further shows a first lock 21, a second lock 22 and a third lock 23, each having a radio reading and writing device 30 and to ensure that entry into or out of the first security zone 11 and the second security zone 12 through a container 1 (in the airport scenario, a piece of luggage) exclusively through these locks.
- the radio reading and writing devices 30 each have the task of communicating with the monitoring unit 2 on the container 1 and, for example, read out the condition of the seal 4 or the certificate 8 via radio.
- information can also be written by the radio reading and writing units 30 in the memory 7 of the respective monitoring unit 2.
- FIG. 4 also shows a localization system 40.
- the localization system 40 may have localization as well as the function of a communication system.
- the location system 40 is in FIG. 4 networked with a transport system 50. This interface ensures that a location of the container 1 in a conveyor area (in the airport scenario, a luggage conveyor area) can be detected and can be tracked.
- the location system 40 generally has the task of determining a location of the container 1.
- the transport system 50 is a baggage handling system in the airport scenario. Such systems will in future work with RFID labels on transport containers. These can of course be included in the context of the present embodiment.
- the location system 40 determines a location and thus a zone of the container 1 within security zones or areas that are not limited by buildings (for example, on an airfield) by a localization using multiple radio reading and writing devices 30 and cyclic information exchange between Furthermore, in the course of this localization, an identification feature of the container 1 can be transmitted from the monitoring unit 2 to the localization system 40 or the transport system 50 and is therefore available to all other connected systems as a combination of containers. Identification location available.
- FIG. 4 a monitoring system 60 that communicates with both the locating system 40 and the transport system 50.
- the monitoring system 60 monitors the containers 1 located within security zones in accordance with the respective safety regulations.
- the monitoring system 60 has a map with spatial boundaries of the first security zone 11 and the second security zone 12 (and possibly any number of further security zones).
- the identification feature and the status described above (here in particular the sealing and the security status) for the container 1 are sent from the monitoring unit 2 by means of the communication means 6 to the monitoring system 60, for example via the radio reading and writing devices 30 , the transport system 50 or the localization system 40 (depending on the respective spatial location of the container 1).
- the status here in particular the sealing and the security status
- the status is stored as a certificate 8 or independently thereof in the memory 7 of the monitoring unit 2.
- the condition of the seal 4 can also be used (and changed) if this satisfies the respective requirements.
- the condition of the seal 4 or the status (defined as above) of luggage is monitored. This will be done at any change of the condition of the seal 4 or the status of the container 1 stores or updates the certificate 8 in the memory 7.
- different certificates 8 for the state of the seal 4 and the status can also be stored, respectively.
- sequences of certificates 8 in which older certificates 8 in the memory 7 are not overwritten and therefore remain preserved are also reported to the monitoring system 60.
- the monitoring system 60 verifies the plausibility of this reported status information based on predefined rules for allowed actions.
- an airport-wide coordination of security or customs controls for transport baggage takes place.
- a fourth further embodiment relates to a complete monitoring of transport routes of luggage.
- a history of a security zone affiliation and optionally additionally a history of the whereabouts of containers 1 is stored in the monitoring system 60. From this, a transport route of the container 1 can be reconstructed retrospectively. This information can be used on the one hand for a subsequent investigation of security-relevant operations and on the other hand for a simpler finding lost container 1.
- the history of the security zone affiliation or the whereabouts of the container 1 can also be stored in the memory 7 of the monitoring unit 2 of the container 1 (comparable to a reduced functionality of a black box), so that traceability over an entire travel route is possible.
Abstract
Description
The monitoring of containers, such as luggage such as travel suitcases, travel bags, laptop bags or other forms of luggage or hand luggage must meet today increased security requirements. This poses new challenges to the operation of handling such containers. Thus, for example, a treatment of homeless, i. no person assignable luggage due to potential danger of attack and therefore necessary checks at a high cost. Furthermore, loss of luggage means a significant problem in air traffic.
It is known to scan travelers and crews in security gates and to examine metal objects with metal detectors. Containers such as luggage and other cargo are screened with technical equipment (such as X-rays and specially designed test equipment) to prevent weapons or explosives from being brought aboard an aircraft. In case of doubt, a piece of luggage is opened and searched. Unattended baggage will be removed and inspected by security personnel.
The invention is therefore based on the object to provide an apparatus and a method for monitoring containers, which simplify or improve the monitoring.
This object is achieved by a device for monitoring a container having a seal, which is designed to change its state in an opening of the container. Furthermore, the device has an arithmetic unit which is set up to receive the state of the seal and to communicate the state of the seal by means of a communication means.
In the method for monitoring at least one container, a seal changes its state when the container is opened. An arithmetic unit receives the condition of the seal and communicates it with the aid of a communication means.
The device and the method have the advantage that an unauthorized opening of the container is detected and signaled by the arithmetic unit communicating the state of the seal by means of the communication means. This increases safety, for example in the treatment of transport and hand luggage. Furthermore, later safety checks can be omitted if the processor communicates that the condition of the seal is intact. As a result, the previously known workflow in the monitoring of containers, especially in baggage handling at airports, greatly simplified.
According to a development of the device, the arithmetic unit is set up to store at least one certificate in a memory, which represents a status of the container.
In the development of the method, the arithmetic unit stores at least one certificate in a memory, which represents a status of the container.
Saving a certificate enables seamless monitoring and significantly increased security. For transfer flights, additional baggage security checks may be omitted if their certificates indicate that they have not been opened since the last security check. The certificates also allow a reduction in a number of customs controls. Elaborate safety measures for unclaimed baggage become superfluous if the certificate of the respective container indicates that it has undergone a safety check and has not been opened since then. Finally, the certificates allow seamless monitoring and traceability of transport routes or a history of locations and areas, such as baggage.

In this way it can be checked that the container 1 was not opened or not unauthorized. For example, if the container 1 contains an organ to be transplanted, the
The seal 4, preferably an electronic seal, indicates an unauthorized opening of the container 1 and provides this information to the
For example, the seal 4 can assume one of the two states "intact" or "broken". This definition suggests that the seal 4 - like a wax seal - can not easily switch back from the state "broken" to the state "intact". Under what conditions the condition of the seal 4 can be reset from "broken" to "intact" depends on the one hand on the physical design of the seal 4 and on the other hand on the requirements of the respective application. In security surveillance at airports, simply closing the container 1 after unauthorized opening should not reset the condition of the seal 4. However, if opening is done by security personnel, it may be desirable to reset the condition of the seal to "intact" after closing. However, if the container 1 contains sterilized material in a clinical application, the condition of the seal 4 must not be reset to "intact" after opening, unless the contents of the container have been re-sterilized in the meantime.
With the communication means 6, the
The status of the container 1 in the airport scenario is, for example, a seal status, a security status or a customs status (or, in medical application, a contamination status or expiration status) or the sum or a subset of this or other information.
For example, if the seal 4 is designed such that simply closing the container 1 is sufficient to reset its condition to "intact", the seal status serves as a memory of the seal breaking. Thus, the seal status can be either "sealed" or "broken". In this case, the sealing status remains in the value "broken", even if the container 1 is closed again after unauthorized opening.
For example, security status includes information on successful security checks (with different security levels for different security zones, if any, below), the geographic location and country of the security investigation, the security personnel (service number, name of the security service or authority), the airline concerned, Flight number or similar. This information may be used for transfer flights from Be useful. If, for example, luggage has already been checked by a security service of known high quality, this may need to be dealt with later than luggage, which has merely undergone a security check at an airport in a developing country with limited technical equipment.
The customs status may contain, for example, a declaration of the owner 1 declaring the contents of the container 1 as duty-free or as customs duty-free. Alternatively or additionally, the customs status indicates customs inspections already carried out. Again detailed information as above (customs authority, date, underlying customs regulations, fees or similar) is available. The customs status can also be implemented as a simple field with the values "checked" and "unchecked".
The contamination status indicates whether the contents of the container 1 were contaminated by unauthorized opening or still meets medical requirements, for example, on sterility or storage temperature. The expiration status may indicate, for example, whether drugs contained in the container 1 have already exceeded their expiration date or not.
The status of the container 1 may further include an identification feature as well as information about a whereabouts of the container 1, a history of its whereabouts, its owner, a flight number, a destination airport or the like.
The

- In the airport scenario, each container 1 (here each piece of luggage) is sealed by means of the
monitoring unit 2 and its seal 4 before the start of a journey. Furthermore, an unambiguous assignment of the container 1 is made to a traveler. For this purpose, each container 1 and the traveler gets a corresponding identification feature. The identification feature and the sealing status ("sealed", corresponding to the intact state of the seal 4) or the state of the seal 4 itself are now stored in thememory 7 of themonitoring unit 2. The condition of the seal 4 (or the sealing status) may optionally be visually displayed on thesurveillance unit 2 for the traveler or other user (for example, "bag sealed - not open", "seal can be released" or "bag is unsealed"). ). The same applies to the customs status or other information. In this context, themonitoring unit 2 can also provide operating elements. - An entry into the
first security zone 11 or thesecond security zone 12 or an exit from thefirst security zone 11 orsecond security zone 12 through the Thefirst lock 21, thesecond lock 22 or thethird lock 23 is stored both in thememory 7 of themonitoring unit 2 of the respective container 1 by means of the radio reading and writingdevice 30 and in themonitoring system 60.
- Furthermore, the state of the seal 4 is monitored by means of the
computing unit 3 of the container 1 and reported to themonitoring system 60. In particular, changes in the state of the seal 4 are reported by themonitoring unit 2 to themonitoring system 60. Alternatively, the condition of the seal 4 (or the seal status) may also be polled cyclically by themonitoring system 60 from themonitoring unit 2. - In the case of entry locks in a security zone, a security check is carried out as usual at airports. Successful traversing of an entrance lock with passed safety examination is stored as a certificate 8 (here safety status) in the
memory 7 of themonitoring unit 2 of the container 1, which passes through the lock, and additionally registered in themonitoring system 60. - A location of the container 1 is cyclically detected by the
localization system 40 and thetransport system 50 and reported to themonitoring system 60.
From the basic functionalities described above, it is possible to develop a number of methods for improving the monitoring of the containers 1, in the airport scenario, thus improving the baggage monitoring and baggage safety, which are described below.
According to a first further embodiment, the condition of the seal 4 or the status (defined as above) of luggage is monitored. This will be done at any change of the condition of the seal 4 or the status of the container 1 stores or updates the
- The in
FIG. 4 This location is only permissible for the container 1 if itsmonitoring unit 2 has acorresponding certificate 8 in itsmemory 7. Here, thecertificate 8 has to identify, for example, that the container 1 has successfully passed through a safety check during its introduction into thefirst safety zone 11 through thefirst lock 21. The location of the container 1 is detected by thelocalization system 40 and thetransport system 50 and reported to themonitoring system 60. Themonitoring system 60 requests thecertificate 8 of the container 1 via thelocalization system 40 or thetransport system 50. If thecertificate 8 is missing in thememory 7 of themonitoring unit 2 or is invalid as an authorization for the stay in thefirst security zone 11, an alarm is triggered by themonitoring system 60. Such checks by themonitoring system 60 may be cyclical. Furthermore, an initial check can also take place after the radio reading and writingdevice 30 located at thefirst lock 21 reports that the container 1 has passed thefirst lock 21. - An opening of the container 1 is only permitted if it has previously been released by the
monitoring system 60. An automatic release occurs when the container 1 exits, for example, an outermost security zone (such as in the baggage claim zone of an airport). If the container 1 is opened without release by themonitoring system 60, themonitoring unit 2 reports the impermissible opening to themonitoring system 60, which triggers an alarm. In addition to opening the container 1, this also applies to an unauthorized removal of themonitoring unit 2 from the container 1. - Upon opening of the container 1 expire all
certificates 8, which are stored in thememory 7 of themonitoring unit 2. If the opening is regular, for example after a manual release by security personnel (such as a manual security check or a customs check), security checks must be run again or the security personnel must manually issue the requiredcertificates 8 via themonitoring system 60 and store them in thememory 7 of themonitoring unit 2 before a stay in the respective security zone is permitted again.
- About the identification feature of the container 1 is checked whether the container 1 is really loaded in the right aircraft. Inappropriate containers 1 lead to an error message (for example, acoustically or optically by a display on the portable radio reading and writing device 30).
- Via stored in the
memory 7 of themonitoring unit 2certificates 8 and the condition of the seal 4 is checked whether the container 1 has undergone all necessary security checks and then was not opened. - A position of the container 1 in the aircraft can be automatically logged. This information can be used to accelerate the unloading of the container 1 from the aircraft. This is required if a passenger does not appear at the departure gate despite check-in. In the variant for handling hand luggage, the sealing is performed by means of the
monitoring unit 2 by an upstream screening and sealing station in a check-in zone or at a security lock to a departure zone.
- Hand baggage may not be opened after sealing until entering or leaving the aircraft and is only released in the aircraft for unsealing. For this purpose, there is a radio reading and writing
device 30 in the aircraft or at the gateway, which is coupled to themonitoring system 60. By impermissible release of the seal in the monitoring unit 2 (ie without release of the monitoring system 60) is carried out by the monitoring unit 2 a message to themonitoring system 60, which triggers an alarm. - Alternatively, opening the seal to carry-on luggage may be allowed. However, all
certificates 8 which are stored in themonitoring unit 2 expire here. Subsequently, therefore, necessary security checks must be run again. When boarding takes place at the gateway a check of hand luggage forvalid certificates 8 by means of a boarding switch located radio reading and writingdevice 30. Hand luggage, which does not have the requiredvalid certificates 8, must go through a security lock again before entering the aircraft.
In a second further exemplary embodiment, an airport-wide coordination of security or customs controls for transport baggage takes place.
Security checks are currently carried out at airports. By having the status of the seal 4 and
- If a container 1 by the security personnel (possibly also by means of room surveillance with cameras) as no person assigned attributable to manually over the
monitoring system 60, the previously described and generated in the course of localization in thelocalization system 40 combination container identification feature location queried and the Container 1 associated state of its seal 4 and the certificates stored on it 8 are queried. If the condition of the seal 4 and thecertificates 8 are valid and comply with the safety regulations for the corresponding safety zone, no separate safety-relevant treatment of the container 1 is required. - Furthermore, its owner can be determined from the identification feature of the container 1 so that it can be informed.
- Alternatively, the condition of the seal 4 and the
certificates 8 of the container 1 can be manually interrogated by security personnel by means of a portable radio reading and writingdevice 30 in the vicinity of the container 1, if there is a risk that in themonitoring system 60 stored information about the state of the seal 4 or thecertificates 8 of the localized and identified container 1 may not be up-to-date. This also applies to the case that localization and Identification of the container 1 via thelocalization system 40 is not possible.
A fourth further embodiment relates to a complete monitoring of transport routes of luggage.
For this purpose, a history of a security zone affiliation and optionally additionally a history of the whereabouts of containers 1 is stored in the
The described variants and further embodiments can be freely combined. In the airport scenario, they effectively prevent unauthorized opening of luggage, circumvention of security regulations or smuggling of luggage. Security checks can be reduced through airport-wide coordination based on the certificates stored on the container 1 8. A clear proof of an owner of a container 1 allows for error prevention in luggage transport and easier handling of abandoned luggage. The complete transparency of a hand luggage security status increases the safety of aircraft. Safety checks for carry-on luggage on transfer flights are reduced. The same applies to customs controls. Elaborate safety measures for abandoned luggage can be avoided. Finally can the transport route or the whereabouts of luggage completely monitored and traced.
