there is a trick to this level. If you aim the arrow at maximum strenght just above you, it will pop the first balloon but the power of the arrow will set of the bomb. (The arrow must be aimed just past the grey block, towards the black block). Once you've set of those you can easily hit the remaining 6 balloons :)
